WHATCOM COUNTY FIRE PROTECTION DISTRICT NO. 8
RESOLUTION NO. 2019-03
A RESOLUTION of the Board of Fire Commissioners of Fire District No. 8, Whatcom
County, Washington providing for the submission to the voters of the District at a special
election to be held therein on February 11, 2020, a proposition authorizing a general property
tax levy of approximately seventy-seven cents ($0.77) per one -thousand dollars ($1,000) of
assessed valuation to be collected first in 2021, eighty cents ($0.80) per one -thousand dollars
($1,000) of assessed valuation to be collected in 2022, eighty-four cents ($0.84) per one -
thousand dollars ($1,000) of assessed valuation to be collected in 2023 and eighty-seven cents
($0.87) per one -thousand dollars ($1,000) of assessed valuation to be collected in 2024, to
provide funds to continue providing fire protection and emergency medical services without a
degradation in the level of service.
WHEREAS, the Board of Fire Commissioners (the "Board") of Whatcom County Fire
Protection District No. 8 (the "District") has determined that it is essential and necessary for the
protection of health, life, and property of the residents of the District that fire and emergency
medical services enumerated in this resolution be provided by the District; and
WHEREAS, the District does not obtain sufficient revenue from its regular property tax
levy to provide fire and emergency medical services at the level that it currently provides. The
purpose of this special levy would be to provide sufficient funds to maintain the level of services
during 2021, and for three consecutive years thereafter. The funds obtained through the excess
levy will be used to pay regular maintenance and operation costs, to finance capital
improvement expenses for fire district facilities, and to maintain the current level of emergency
services.
WHEREAS, the Constitution and the laws of the State of Washington require that the
question of whether such taxes may be levied must be submitted to the qualified electors of the
District for their ratification or rejection.
NOW, THEREFORE BE IT HEREBY RESOLVED, as follows:
Section 1. The Auditor of Whatcom County, Washington, as ex officio Supervisor of
Elections (the "Auditor"), is requested to call and conduct an election in the District, in the
manner provided by law, to be held herein on February 11, 2020 in conjunction with the State
special election to be held on the same date, for the purpose of submitting to the voters of the
District the following proposition in the form of a ballot title substantially as set forth below.
Section 2. Pursuant to RCW 29A.36.071, as amended, the Whatcom County
Prosecuting Attorney is requested to prepare the concise description of the aforesaid
proposition for the ballot title in substantially the following form:

The Board of Fire Commissioners of Whatcom County Fire Protection District N,�`8 adopted
Resolution No. 2019-03 concerning a proposition to finance maintenance and operation
expenses. This proposition would authorize the District to levy an excess property tax on all
taxable property within the District for four years to be used for maintenance and operations,
improving and repairing fire district facilities, and to maintain the current level of fire and
emergency medical services. The levy amount shall be as follows:

required by law in submitting to the voters of the District at the aforesaid election the proposition
of whether such excess tax levy shall be made.

District No. 8, at an open public meeting thereof this 14th day of November, 2019, of which
notice was given in the manner provided by law, the following Commissioners being present
and voting.

Whatcom County Fire Protection District 8requests of a four year maintenance
and operations property tax levy. As a result of declining tax revenues and increasing costs, the
District's regular tax levy is no longer adequate to continue providing fire and emergency
services at existing levels of service or to make necessary facility improvements. By spreading
costs over four years, the district is able to limit this levy to approximately 87 cents per thousand
dollars of assessed valuation. If approved, the lava prohibits any additional maintenance and
operations tax levies for this four-year period.

I, the undersigned, Secretary of Whatcom County Fire Protection District No. 8, (the
"District"), hereby certify as follows:
The attached copy of Resolution No. 2019-03 (the "Resolution") is a full, true,
and correct copy of the Resolution duly adopted at a regularly scheduled meeting
of the Board of Fire Commissioners of the District (the "Board") held on
December 12, 2019, as the Resolution appears on the minute book of the District
and the Resolution is now in full force and effect.
2. The regular meeting was held in accordance with law.
3. A quorum of the members of the Board was present throughout the meeting and
a majority of those members present voted in the proper manner for the adoption
of the Resolution.
