The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the Special Election held
February 9, 2016, within the boundaries of Fire Protection District 8, Whatcom County, State of
Washington.
The proposition concerned a tax levy for maintenance and operations. The proposition would
authorize the District to levy an excess property tax on all taxable property within the District for
collection in years 2017, 2018, 2019, and 2020, to be used for maintenance and operations to
maintain the current level of fire and emergency medical services.
Based on the criteria for passage which was supplied by the district, the measure Passed.

PROCEDURE
Filing a Proposed Ballot Measure for Inclusion in
Election
(AUDITOR'S OFFICE — Elections)
This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and
representatives of the cities and districts submitting a proposed ballot measure.
Actions by Cities and District Representative:
1. Submits proposed ballot measure (considered ballot title) together with the ballot measure
cover sheet, an explanatory statement for the Local Voter Pamphlet prepared by legal
counsel, and the "For" and "Against" committee appointments to the Auditor's Office. Must
be submitted at least 60 days prior to the election date for a special election, no later than
the Friday immediately before the first day of regular candidate filing for the primary election,
or no later than the day of the primary for a general election.
Actions by Election Clerk:
(� 2. If received by mail or courier (e.g., Fourth Corner Network), date stamps Ballot Measure
Cover Sheet and the first page of the resolution. Gives to Office Coordinator to complete
steps 4-6.
3. If received over the counter, date stamps Ballot Measure Cover Sheet and the first page of
the resolution.
4. Verifies that:
the Ballot Measure Cover Sheet (FRM #AU270090F) is complete and all
documentation requested is attached,
the date of the election is stated in the resolution
5. Prepares Ballot Measure Receipt. Notes any information from the Ballot Measure Cover
sheet that is missing, if any (See FRM #AU470090A). Fills in the submittal deadline date
(resolution deadline date) if there is missing information. Makes a copy for file and gives
original to filer.
6. Provides local voter pamphlet information (Committee Statement Deadlines &
Requirements and the Committee Statement Form) to submitter.
7. Gives all materials to Office Coordinator_

a checklist.

In 2007 the Voters of Fire District 8 approved a six -year fire levy increase. Through conservative
budgeting and frugal spending they have been able to make this six -year levy increase last for
10 years. The Fire District has sought out additional funding through grants and other
resources to avoid raising additional tax money.
The Fire District has experienced their expenses growing an average of 7.16% each year while
their revenues have grown less than 1% on average each year. Additionally, shortages in
available volunteer firefighters has created times where the Districts fire stations are short
staffed or closed because of a lack of staffing.
While the District still plans on using a combination of career and volunteer firefighter staffing,
additional funding is needed to continue to ensure adequate staff at their two fire stations
(Bennett Dr and MacKenzie Rd) 24 hours a day, seven days a week. The funding from this levy
will go to pay for basic fire and emergency medical services and allow the District to pay for
additional, stable staffing.
The levy request amounts to around $11.75 per month in additional taxes for the owner of a
$300,000 home. We urge you to vote yes!

TAX LEVY FOR MAINTENANCE AND OPERATIONS
The Board of Fire Commissioners of Whatcom County Fire Protection District No. 8
adopted Resolution No. 2015-15 concerning a proposition to finance maintenance and
operation expenses. This proposition would authorize the District to levy an excess
property tax on all taxable property within the District for four years to be used for
maintenance and operations to maintain the current level of fire and emergency medical
services. The levy amount shall be as follows for each of the four years:

EXPLANATORY STATEMENT
Whatcom County Fire Protection District No. 8 requests approval of a four,year maintenance
and operations property tax levy. As a result of declining tax revenues and increasing costs, the
District's regular tax levy is no longer adequate to, continue providing fire, emergency medical,
and rescue services at existing levels of service. By spreading costs over four years, the district
is able to limit the levy to approximately 50 cents per thousand dollars of assessed valuation. If
approved, the law prohibits any additional tax levies for maintenance and operational support of
the district for this four-year period.,?

EXPLANATORY STATEMENT
Whatcom County Fire Protection District No. 8 requests approval of a four.yea.r maintenance
and operations property tax levy. As a result of declining tax revenues and increasing costs, the
District's regular tax levy is no longer adequate to, continue providing fire, emergency medical,
and rescue services at existing levels of service. By spreading costs over four years, the district
is able to limit the levy to approximately 50 cents per thousand dollars of assessed valuation. It
approved, the law prohibits any additional tax levies for maintenance and, operational support of

A RESOLUTION of the Board of Fire Commissioners of Fire District No. 8, Whatcom
County, Washington providing for the submission to the voters of the District at a special
election to be held therein on February 9, 2016, a proposition authorizing a general
property tax levy of approximately $0.49 per $1,000 of assessed valuation to be
collected first in 2017, $0.50 per $1000 of assessed valuation to be collected in 2018
and 2019 and $0.51 per $1000 of assessed valuation to be collected in 2020, to provide
funds to continue providing fire protection and emergency medical services without a
degradation in the level of service.
WHEREAS, the Board of Fire Commissioners (the "Board") of Whatcom County
Fire Protection District No. 8, (the "District") has determined that it is essential and
necessary for the protection of health, life, and property of the residents of the District
that fire and emergency medical services enumerated in this resolution be provided by
the District; and
WHEREAS, the District does not obtain sufficient revenue from its regular property tax
levy to provide fire and emergency medical services at the level that it currently
provides. The purpose of this special levy would be to provide sufficient funds to
maintain the level of services during 2017, and for three consecutive years thereafter.
The funds obtained through the excess levy will be used to pay regular maintenance
and operation costs and to maintain the current level of emergency services.
WHEREAS, the Constitution and the laws of the State of Washington require that
the question of whether such taxes may be levied must be submitted to the_qualified
electors of the District for their ratification or rejection.
NOW, THEREFORE,
Section 1. The Auditor of Whatcom County, Washington, as ex officio Supervisor of
Elections (the "Auditor"), is requested to call and conduct an election in the District, in the
manner provided by law, to be held herein on February 9, 2016 in conjunction with the State
election to be held on the same date, for the purpose of submitting to the voters of the District
the following proposition in the form of a ballot title substantially as set forth below.
Section 2. Pursuant to RCW 29A.36.071, as amended, the Whatcom County
Prosecuting Attorney is requested to prepare the concise description of the aforesaid
proposition for the ballot title in substantially the following form:
