As I explained to you, I am tasked with determining the proper form/wording for your District's tax levy ballot proposition. I also explained that I was having some difficulty in determining whether Resolution #2003-06 was meant to alter the District's maximum levy amount to $1.44 cents per thousand permanently or just for a period of one year (the year 2004). You explained to me that the intent of the Board in adopting the resolution was that it was seeking a permanent increase to the District's permanent levy to commence collection in year 2004. Based on that information I have rewritten your proposed ballot form as follows: "Shall Whatcom County Fire Protection District No. 5 be authorized to increase its regular permanent property tax levy from its current rate of $0.78701 cents to $1.44 or less per thousand dollars of assessed valuation?
