1. Remember to SIGN YOUR NAME on the outside of
the MAILING envelope on the line under the Voter
Affidavit. Your signature is compared to your
signature on file with the County. If you are unable to
sign your name, you must make an identifying mark
and have two people sign as witnesses next to your
mark.
2.In the Ballot Guide, to the right of each measure or
candidate, is a number which is assigned to a
position on your Ballot Card.
3. Use a paper clip, tooth pick or sharp pencil to punch
out the pre -scored square located just above the
number assigned to the candidate or measure.
4. Write in candidates may be voted for by using the
space provided on the flap attached to your ballot
card. You must list both the Name and Office of the
write-in candidate and the Political Party in Partisan
races. Do not punch out a position number for any
other candidate for that office.
5. After you have finished voting, place your Ballot
Card in the Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your
voted ballot punchcard INSIDE THE PRE -

7. Put a first-class stamp on the envelope and mail it so
it is postmarked no later than the day of the election.
The ballot will be counted if it is postmarked not later
than election day and if it is received by the county
auditor not later than the ninth day following any
special election or primary, or the fourteenth day
following a general election.

PROPOSED BY INITIATIVE PETITION:
INITIATIVE TO THE PEOPLE 841
Initiative Measure No. 841 concerns the repeal
and future limitation of ergonomics regulations.
This measure would repeal existing state
ergonomics regulations and would direct the
department of labor and industries not to adopt
new ergonomics regulations unless a uniform
federal standard is required.

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF WHATCOM
COUNTY FIRE PROTECTION DISTRICT NO. 5, PROVIDING FOR
SUBMISSION TO THE QUALIFIED ELECTORS OF THE DISTRICT AT AN
ELECTION TO BE HELD WITHIN THE DISTRICT ON NOVEMBER 4, 2003,
OF A PROPOSITION AUTHORIZING THE INCREASE OF A LEVY OF A
REGULAR PROPERTY TAX TO THE SUM OF $1.44 PER $1,000.00 ASSESSED
VALUATION BEGINNING IN 2003, TO BE COLLECTED IN 2004, FOR THE
PROVISION OF FIRE PROTECTION DISTRICT #5 RESOLUTION #2003-06
AND THE LAWS OF THE STATE OF WASHINGTON RCW 29.30.111
WHEREAS, it is the judgment of the Board of Commissioners of the District that it is
essential and necessary for the protection of the health and life of the residents of the
District that fire and emergency services be increased by the District. Such services will
necessitate the expenditure of revenues for maintenance, operations, and equipment
which will require that the levy rate enumerated in this resolution be increased.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of
Whatcom County Fire Protection District No. 5, Whatcom County, Washington as
follows:
Section 1. In order to provide enhanced fire protection, prevention and emergency
services in the District it is necessary for the District to operate and maintain emergency
vehicles and maintain and operate station facilities with adequate staffing and equipment.
Section 2. In order to produce revenue adequate to pay the cost of providing fire
protection services as described in SECTION 1 of this resolution and to maintain reserve
funds sufficient to assure the continuation of services, the district shall levy in 2003 and
collect in 2004, a general tax on taxable property within the District in the amount of
$1.44 per $1,000 dollars of assessed valuation.
Section 3. There shall be submitted to the qualified electors of the District for their
ratification or rejection, at an election to be held on November 4, 2003, the question of
whether or not the regular property tax levy of the District should be increased from its
current rate of .78701 cents to $1.44 per thousand dollars of assessed.
ADOPTED at the regular meeting of the Board of Commissioners of Whatcom County

with determining the proper form/wording for your District's tax levy
ballot proposition. I also explained that I was having some difficulty
in determining whether Resolution #2003-06 was meant to alter the
District's maximum levy amount to $1.44 cents per thousand permanently
or just for a period of one year (the year 2004). You explained to me
that the intent of the Board in adopting the resolution was that it was
seeking a permanent increase to the District's permanent levy to
commence collection in year 2004. Based on that information I have
rewritten your proposed ballot form as follows:

should review the situation to determine whether form is correct and
whether further clarification from the Board by way of letter or
resolution is needed. Unfortunately, the deadline for submission of
ballot proposal for the upcoming general election is the close of
business today, so please respond in a timely fashion.
