The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the Special Election held
February 9, 2016, within the boundaries of Ferndale School District 502, Whatcom County, State of
Washington.
The proposition concerned a replacement educational program and operations levy. The proposition
authorizes the District to levy excess taxes to replace an expiring levy, for collection in years 2017,
2018, 2019, and 2020, on all taxable property within the District to support the District's educational
program and operations.
Based on the criteria for passage which was supplied by the district, the measure Passed.

Filing a Proposed Ballot Measure for Inclusion in
Election
(AUDITOR'S OFFICE — Elections)
This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and
representatives of the cities and districts submitting a proposed ballot measure.
Actions by Cities and District Representative:
1. Submits proposed ballot measure (considered ballot title) together with the ballot measure
cover sheet, an explanatory statement for the Local Voter Pamphlet prepared by legal
counsel, and the "For" and "Against" committee appointments to the Auditor's Office. Must
be submitted at least 60 days prior to the election date for a special election, no later than
the Friday immediately before the first day of regular candidate filing for the primary election,
or no later than the day of the primary for a general election.
Actions by Election Clerk:
2. If received by mail or courier (e.g., Fourth Corner Network), date stamps Ballot Measure
Cover Sheet and the first page of the resolution. Gives to Office Coordinator to complete
steps 4-6.
3. If received over the counter, date stamps Ballot Measure Cover Sheet and the first page of
the resolution.
4. Verifies that:
• the Ballot Measure Cover Sheet (FIRM #AU270090F) is complete and all
documentation requested is attached,
• the date of the election is stated in the resolution
5. Prepares Ballot Measure Receipt. Notes any information from the Ballot Measure Cover
sheet that is missing, if any (See FRM #AU470090A). Fills in the submittal deadline date
(resolution deadline date) if there is missing information. Makes a copy for file and gives
original to filer.
6. Provides local voter pamphlet information (Committee Statement Deadlines &
Requirements and the Committee Statement Form) to submitter.
7. Gives all materials to Office Coordinator.

--Creates ballot measure file folder and staples this procedure to front of folder to be used as
C/ a checklist.
Ensures front staff completed and applied initials for Steps 2-7 above. Notes any
information still needed and tracks getting it from submitter.
Mails receipt if submitted by mail.

RESOLUTION NO. 1-2016
A RESOLUTION of the Board of Directors of Ferndale School
District No.502, Whatcom County Washington, amending
Resolution No. 15-2015 to correct a scrivener's error in the
headings and text of the resolution.
WHEREAS, the Board of Directors (the "Board") of Ferndale School District No. 502,
Whatcom County, Washington (the "District") adopted Resolution No. 15-2015 on December 8,
2015 ("the Resolution"), providing for the form of the ballot proposition and specifying certain
other details concerning submission to the qualified electors of the District at a special election
held on February 9, 2016, of a proposition of whether excess taxes should be levied for four
years to pay part of the educational program and operations support of the District; and
WHEREAS, the ballot proposition set forth in the resolution and the ballot proposition to
be presented to the voters correctly authorized a levy of $14,765,000 for collection in 2018; and
WHEREAS, after adoption of the Resolution there were discrepancies discovered
between the Resolution narrative for collection in 2018 and the proposed official ballot title; and
WHEREAS, the District has been advised by the Whatcom County Prosecuting Attorney
that an amending resolution to memorialize corrections to those discrepancies should be adopted
by the Board; and
WHEREAS, the Board wishes to adopt such amending resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
FERNDALE SCHOOL DISTRICT NO.502, WHATCOM COUNTY, WASHINGTON, as
follows:

Section 1. Both the cover page and the header paragraph of Resolution No. 15-2015
are hereby amended to read as follows: (additions are underscored and deletions are shown as

assessed valuation to provide $14,475,000, said levy to be made in 2016
for collection in 2017;
B. A tax of approximately $3.70 per thousand dollars of
assessed valuation to provide $14,465765,000, said levy to be made in
2017 for collection in 2018;
C. A tax of approximately $3.70 per thousand dollars of
assessed valuation to provide $15,060,000, said levy to be made in 2018
for collection in 2019;
D. A tax of approximately $3.70 per thousand dollars of
assessed valuation to provide $15,360,000, said levy to be made in 2019
for collection in 2020; and
In addition, Section 1. of Resolution No. 15-2015 is hereby amended to read as

should be levied upon all of the taxable property within the District in

WHEREAS, Ferndale School District No. 502, Whatcom County, Washington (the
"District"), for the past four years has had in effect a maintenance and operations levy in order to
enable the District to pay for its educational programs and services, including teaching, school
supplies, technology, athletics, buildings and transportation; and
WHEREAS, the current maintenance and operations levies expire this year; and
WHEREAS, the money in and to be paid into the General Fund of the District during the
2016-2017, 2017-2018, 2018-2019, 2019-2020, and 2020-2021 school years will be insufficient
to enable the District to pay for necessary maintenance and operations and to properly meet the
educational needs of the students attending District schools; and
WHEREAS, in order to properly provide for such maintenance and operations and such
educational needs, the Board of Directors of the District deems it necessary to levy the following
taxes upon all of the taxable property within the District in excess of the maximum annual tax
levy permitted by law to be levied within the District without a vote of the electors:
A. A tax of approximately $3.70 per thousand dollars of assessed valuation to
provide $14,475,000, said levy to be made in 2016 for collection in 2017;
B. A tax of approximately $3.70 per thousand dollars of assessed valuation to
provide $14,4€4765,000, said levy to be made in 2017 for collection in 2018;
C. A tax of approximately $3.70 per thousand dollars of assessed valuation to
provide $15,060,000, said levy to be made in 2018 for collection in 2019;
D. A tax of approximately $3.70 per thousand dollars of assessed valuation to
provide $15,360,000, said levy to be made in 2019 for collection in 2020; and
WHEREAS, the Constitution and laws of the State of Washington require that the
question of whether or not such excess taxes may be levied must be submitted to the qualified
electors of the District for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
FERNDALE SCHOOL DISTRICT NO.502, WHATCOM COUNTY, WASHINGTON, as
follows:
Section 1. The following taxes for the District's General Fund should be levied upon
all of the taxable property within the District in excess of the maximum annual tax levy permitted
by law to be levied within the District without a vote of the electors:
A. $14,475,000, said levy to be made in 2016 for collection in 2017;
B. $14,46-5765,000, said levy to be made in 2017 for collection in 2018,
C. $15,060,000, said levy to be made in 2018 for collection in 2019; and
D. $15,360,000, said levy to be made in 2019 for collection in 2020.
The estimated levy rate depends upon the final dollar amount of assessed value of the property
within the District. At this time, based upon information provided by the Whatcom County
Assessor's office, the estimated levy rate for the 2016 levy is $3.70 per thousand dollars of
assessed valuation, the estimated levy rate for the 2017 levy is $3.70 per thousand dollars of
assessed valuation, the estimated levy rate for the 2018 levy is $3.70 per thousand dollars of
assessed valuation and the estimated levy rate for the 2019 levy is $3.70 per thousand dollars of
assessed valuation. The exact levy rate shall be adjusted based upon the actual assessed value of

the property within the District at the time of the levy. Upon approval by the voters of the
proposition substantially in the form set forth below, the District may use the proceeds of said
levies during the 2016-2017, 2017-2018, 2018-2019, 2019-2020, and 2020-2021 school years by
incurring an indebtedness by the issuance of short term obligations against the General Fund of
the District, as authorized by Chapter 39.50 RCW, and may expend the proceeds of said levies to
pay such part of the general expenses of maintenance and operations of the District during such
school years as may be authorized or allowed by law for the use of excess levy funds.
Section 2. It is hereby found and declared that the best interests of the District require
submission to the qualified electors of the District of the proposition of whether or not the
District shall levy such excess tax for their ratification or rejection at a special election to be held
therein on February 9, 2016.
The Whatcom County Auditor, as ex officio supervisor of elections in Whatcom County,
Washington, is hereby requested to call and conduct said special election to be held within the
District in Whatcom County on said date and to submit to the qualified electors of the District the
proposition substantially in the form hereinafter set forth.

The proposition number and a typographical error were corrected in the explanatory statement and it will

Passage of Proposition No. 2016-1 allows the levy of: $14,475,000 in property taxes within Ferndale
School District No. 502 for collection in 2017, $14,765,000 in 2018, $15,060,000 in 2019, and
$15,360,000 in 2020 to support the District's educational program and operations. This levy, in
accordance with Resolution No. 15-2015, would be used to pay for necessary maintenance and
operations costs. Based on projected information, estimated levy rates per $1,000 of assessed value
may be $3.70 (2017 collection), $3.70 (2018 collection), $3.70 (2019 collection), and $3.70 (2020
collection). The exact levy rate shall be determined at the time of the levy.
In working with the file it was discovered that there were discrepancies between the resolution narrative
and the proposed official ballot title. After discussing it with our attorney, it is recommended that a
corrected resolution be adopted. Please forward the corrected, signed resolution as soon as possible for
our file.

Levies are for Learning. Since 1977, voters have renewed the Maintenance and Operations Levy
because they understand these funds are used to maintain programs and operate our school district.
The Levy funds 25% of the District's budget and pays for a quarter of teacher salaries, two-thirds of
classified staff, and all athletic, drama, music, technology, and extracurricular programs like Aiming
High and the award -winning Future Farmers of America.
Providing access to and training with the latest technology ensures our students are ready to
successfully compete in a global economy. Research also shows children involved in after -school
activities are much more likely to graduate, which is why we're proud more than 67% of Ferndale high
school students participate in one or more activities.
Operating costs continue to rise, but the Levy will be maintained at its current rate. And though it may
be tempting to think the Legislature will start funding schools at the same level as before the Great
Recession, the current State education budget does not begin to cover the costs of running a modern
school system.
Please vote `yes' to renew this essential funding and give our children the tools they need to succeed.

committee Chair with a request to reduce the word count. If there is no reply within 24 hours,

The committee name, if applicable, and committee members' names will be
published. This information is not included in the word count.
Editing
The Auditor's Office will not correct any errors in spelling, grammar, or punctuation found
in the committee's statement.
Statement Rejections
Committees will be notified via email and/or telephone if their statement or any portion of it has
been rejected for any reason. Statements which do not conform to submission requirements
or contain language which is defamatory or otherwise inappropriate are subject to
rejection. Committees will have three (3) days after the rejection notice is sent to submit a re-
written statement.
Committees can file an appeal with the Auditor within two (2) days of receiving the notice of
rejection. The Prosecuting Attorney will render a decision of the appeal within two (2) days,
and the decision will be final. In the event a Prosecuting Attorney participated in the initial
review and rejection, a second Prosecuting Attorney will review the statement on appeal. The
committee will be notified of the Prosecuting Attorney's decision.
Rebuttal Statements
Upon receipt of "For" and "Against" statements, the Local Voters' Pamphlet Coordinator will email
copies to the opposing committee's Chair so that each can write a rebuttal, not to exceed 75 words
and not to exceed one paragraph. Rebuttals are due 3 days after the statement deadline. If the
deadline falls on a weekend, the deadline will be the following Monday. The rebuttal statements must
address the opposition argument and not inject any new issue. Rebuttal statements will not be

A RESOLUTION of the Board of Directors of Ferndale School District No. 502,
Whatcom County, Washington, providing for the submission to the qualified
electors of the District at a special election to be held therein on February 9,
2016, of the proposition of whether excess taxes should be levied of
$14,475,000 in 2016 for collection in 2017, $14,465,000 in 2017 for
collection in 2018, $15,060,000 in 2018 for collection in 2019 and
$15,360,000 in 2019 for collection in 2020, said excess taxes to pay part of the
educational program and operations support of the District.
WHEREAS, Ferndale School District No. 502, Whatcom County, Washington (the
"District"), for the past four years has had in effect a maintenance and operations levy in order to
enable the District to pay for its educational programs and services, including teaching, school
supplies, technology, athletics, buildings and transportation; and
WHEREAS, the current maintenance and operations levies expire this year; and
WHEREAS, the money in and to be paid into the General Fund of the District during the
2016-2017, 2017-2018, 2018-2019, 2019-2020, and 2020-2021 school years will be insufficient
to enable the District to pay for necessary maintenance and operations and to properly meet the
educational needs of the students attending District schools; and
WHEREAS, in order to properly provide for such maintenance and operations and such
educational needs, the Board of Directors of the District deems it necessary to levy the following
taxes upon all of the taxable property within the District in excess of the maximum annual tax
levy permitted by law to be levied within the District without a vote of the electors:
A. A tax of approximately $3.70 per thousand dollars of assessed valuation to
provide $14,475,000, said levy to be made in 2016 for collection in 2017;
B. A tax of approximately $3.70 per thousand dollars of assessed valuation to
provide $14,465,000, said levy to be made in 2017 for collection in 2018;
C. A tax of approximately $3.70 per thousand dollars of assessed valuation to
provide $15,060,000, said levy to be made in 2018 for collection in 2019;
D. A tax of approximately $3.70 per thousand dollars of assessed valuation to
provide $15,360,000, said levy to be made in 2019 for collection in 2020; and
WHEREAS, the Constitution and laws of the State of Washington require that the
question of whether or not such excess taxes may be levied must be submitted to the qualified
electors of the District for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
FERNDALE SCHOOL DISTRICT NO.502, WHATCOM COUNTY, WASHINGTON, as
follows:
Section 1. The following taxes for the District's General Fund should be levied upon
all of the taxable property within the District in excess of the maximum annual tax levy permitted
by law to be levied within the District without a vote of the electors:
A. $14,475,000, said levy to be made in 2016 for collection in 2017;
B. $14,465,000, said levy to be made in 2017 for collection in 2018,
C. $15,060,000, said levy to be made in 2018 for collection in 2019; and
D. $15,360,000, said levy to be made in 2019 for collection in 2020.
The estimated levy rate depends upon the final dollar amount of assessed value of the property
within the District. At this time, based upon information provided by the Whatcom County
Assessor's office, the estimated levy rate for the 2016 levy is $3.70 per thousand dollars of
assessed valuation, the estimated levy rate for the 2017 levy is $3.70 per thousand dollars of
assessed valuation, the estimated levy rate for the 2018 levy is $3.70 per thousand dollars of
assessed valuation and the estimated levy rate for the 2019 levy is $3.70 per thousand dollars of
assessed valuation. The exact levy rate shall be adjusted based upon the actual assessed value of

the property within the District at the time of the levy. Upon approval by the voters of the
proposition substantially in the form set forth below, the District may use the proceeds of said
levies during the 2016-2017, 2017-2018, 2018-2019, 2019-2020, and 2020-2021 school years by
incurring an indebtedness by the issuance of short term obligations against the General Fund of
the District, as authorized by Chapter 39.50 RCW, and may expend the proceeds of said levies to
pay such part of the general expenses of maintenance and operations of the District during such
school years as maybe authorized or allowed by law for the use of excess levy funds.
Section 2. It is hereby found and declared that the best interests of the District require
submission to the qualified electors of the District of the proposition of whether or not the
District shall levy such excess tax for their ratification or rejection at a special election to be held
therein on February 9, 2016.
The Whatcom County Auditor, as ex ofcio supervisor of elections in Whatcom County,
Washington, is hereby requested to call and conduct said special election to be held within the
District in Whatcom County on said date and to submit to the qualified electors of the District the
proposition substantially in the form hereinafter set forth.

Passage of Proposition No. 1 allows the levy of: $14,475,000 in property taxes within
Ferndale School District No. 502 for collection in 2017, $14,465,000 in 2018, $15,060,000 in
2019, and $15,360,000 in 2020 to support the District's educational program and operations.
This levy, in accordance with Resolution No. 15-2015, would be used to pay for necessary
maintenance and operations costs. Based on projected information, estimated levy rates per
$1,000 of assessed value may be $3.70 (2017 collection), $3.70 (2018 collection), $3.70 (2019
collection), and $3.70 (2020 collection). The exact levy rate shall be determined at the time of
the levy.
