In attendance: Shirley Forslof, Whatcom County Auditor (Canvassing Board Member)
Royce Buckingham. Civil Prosecuting Attorney (Canvassing Board Member)
Seth Fleetwood, County Council Member (Canvassing Board Member)
Nancy Moore, Auditor Office Coordinator
Shirley called the meeting to order at 10:00 a.m. Shirley explained that there were 35 registered
voters in the Concrete School District No. 11 Special Election. Eleven ballots were returned all
of which voted "yes". She also stated there were no questionable signatures.
Seth Fleetwood gave the Oath of Auditor to Shirley Forslof. Shirley, Seth Fleetwood and Royce
Buckingham signed the certification.
Meeting adjourned at 10:20 a.m.

The Canvassing Board of Whatcom County will convene the official canvass of the
February 6, 2007 Concrete School District No. 11 Special Election pursuant to Chapter
29A.60 RCW, with an open public meeting on February 21, 2007 at 10:00 a.m. The
Canvassing Board will determine the status of ballots from the Special Election and
conduct the official signing of the Certification of Election.
The Canvassing Board meeting will be held in the Whatcom County Auditor's Office,
Whatcom County Courthouse, 311 Grand Avenue, Suite 103, Bellingham, Washington.
The Canvassing Board meeting is an open public meeting, and shall be continued until
the activity for which the meeting has been completed.
A record of the proceedings of the Whatcom County Canvassing Board shall be made
and maintained in the County Auditor's Office, and shall be available for public
inspection and copying. The record shall be retained for the same time period required
by law for the retention of ballots.

SPECIAL ELECTION ON FEBRUARY 6, 2007
The registration books in a select Whatcom County, Washington, precinct will be closed to mail -
in registrations and transfers between precincts after Saturday, January 6, 2007 and will remain
closed until after the Special Election held on Tuesday, February 6, 2007. The precinct wholly
or partially closed within Concrete School District No. 11 is Precinct 146.
Mail -in voter registration forms must be postmarked no later than January 6, 2007 in order to
register by mail for the Special Election on February 6, 2007.
If a person is not registered to vote in the state of Washington and qualifies to vote in the state,
county and precinct in which he/she applies for registration and has not registered by the
closing date of January 6, 2007, he/she may register to vote in person at the Whatcom County
Auditor's Office and receive a ballot for the Special Election.
Please note the special in -person registration will be held from Monday, January 8, 2007
through Monday, January 22, 2007, during regular business hours (8:30 a.m. — 4:30 p.m.) at the
