1. Remember to SIGN YOUR NAME on the outside of
the MAILING envelope on the line under the Voter
Affidavit. Your signature is compared to your
signature on file with the County. If you are unable to
sign your name, you must make an identifying mark
and have two people sign as witnesses next to your
mark.
2.In the Ballot Guide, to the right of each measure or
candidate, is a number which is assigned to a
position on your Ballot Card.
3. Use a paper clip, tooth pick or sharp pencil to punch
out the pre -scored square located just above the
number assigned to the candidate or measure.
4. Write in candidates may be voted for by using the
space provided on the flap attached to your ballot
card. You must list both the Name and Office of the
write-in candidate and the Political Party in Partisan
races. Do not punch out a position number for any
other candidate for that office.
5. After you have finished voting, place your Ballot
Card in the Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your
voted ballot punchcard INSIDE THE PRE -
ADDRESSED MAILING ENVELOPE.
7. Put a first-class stamp on the envelope and mail it so
it is postmarked no later than the day of the election.
The ballot will be counted if it is postmarked not later
than election day and if it is received by the county
auditor not later than the ninth day following any
special election or primary, or the fourteenth day
following a general election.
8. If you spoil your ballot, cross out the incorrect vote
and vote the correct one OR you may request a
replacement ballot by contacting your Auditors
Office.

CONCRETE SCHOOL DISTRICT
RESOLUTION NO.805
THREE-YEAR EDUCATIONAL OPERATION AND MAINTENANCE LEVIES
WHEREAS, the money in and to be paid into the General Fund of Concrete School District No.
11, Skagit and Whatcom Counties, Washington (the "District"), during the 2004-2005, 2005-
2006, 2006-2007, and 2007-2008 school years, will be insufficient to enable the District to pay
for necessary operation and maintenance and properly to meet the educational needs of students
attending District schools; and
WHEREAS, in order to provide for such operation and maintenance and such educational needs,
it is deemed necessary that additional takes in the amounts set forth herein be levied for the
District's General Fund upon all of the taxable property within the District in excess of the
maximum annual tax levy permitted by law without a vote of electors; and
WHEREAS, the Constitution and laws of the State of Washington require that the question of
whether or not such taxes may be levied must be submitted to the qualified electors of the District
for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Concrete School
District No. 11, Skagit and Whatcom Counties, Washington as follows:
1. Declaration of Need. It is hereby found and declared that the welfare of the students and
other residents of the District requires the District to carry out the plans described herein to
pay part of the general expenses of the operation and maintenance of the District.
2. Levy of Taxes. In order provide funds for the operation and maintenance of the District as
described in Section 3 below, the fallowing taxes for the District's General Fund should be
levied upon all of the taxable property within the District in excess of the maximum annual tax
levy permitted by law to be levied for the District without a vote of the electors:

The excess taxes identified above replace the expiring operation and maintenance levies that
were previously authorized by the voters of the District,

3. Voter Approval: Use of Funds. Upon approval by the District's voters of the
ballot proposition described in Section 4 below, the District may use the
proceeds of the levies to pay such part of the general expenses of the operation
and maintenance of the District as may be authorized or allowed by law for the
use of excess levy funds, and to repay warrants or other lawful indebtedness
incurred to defray such operation and maintenance expenses.
4. Declaration of Emerzencv: Election. It is hereby found and declared that an
emergency exists requiring the submission of the proposition of whether or not
such excess taxes should be levied for ratification or rejection by the qualified
electors of the District, at a special election to be held on February 3, 2004.
The Skagit County Auditor, as ea officio supervisors of elections in said
county, is hereby requested to also find the existence of such emergency and to
call and conduct the special election to be held within the District on said date
and to submit to the qualified electors of the District the proposition set forth
below. The Secretary of the Board of Directors is hereby authorized and
directed to certify the proposition in the following form:

The Board of Directors of Concrete School District No. 11 adopted Resolution
No. 805 concerning a proposition for partial financing of the District's educational
programs. This proposition would authorize the levy of the following excess taxes
for the District's General Fund upon all taxable property in the District, to address
the educational needs of students, to replace the expiring levy, to pay a portion of
the District's operation and maintenance expenses:

1. Remember to SIGN YOUR NAME on the outside of
the MAILING envelope on the line under the Voter
Affidavit, Your signature is compared to your
signature on file with the County. If you are unable to

and have two people sign as witnesses next to your

2.In the Ballot Guide, to the right of each measure or
candidate, is a number which is assigned to a
position on your Ballot Card.
3. Use a paper clip, tooth pick or sharp pencil to punch
out the pre -scored square located just above the
number assigned to the candidate or measure.
4. Write in candidates may be voted for by using the
space provided on the flap attached to your ballot
card. You must list both the Name and Office of the
write-in candidate and the Political Party in Partisan
races. Do not punch out a position number for any
other candidate for that office.
5. After you have finished voting, place your Ballot
Card in the Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your
voted ballot punchcard INSIDE THE PRE -
ADDRESSED MAILING ENVELOPE.
7. Put a first-class stamp on the envelope and mail it so
it is postmarked no later than the day of the election.
The ballot will be counted if it is postmarked not later
than election day and if it is received by the county
auditor not later than the ninth day following any
special election or primary, or the fourteenth day
following a general election.

and vote the correct one OR you may request a
