THE WHATCOM COUNTY CANVASSING BOARD WILL HOLD A SPECIAL
MEETING AT 9:00 A.M. ON TUESDAY, MARCH 23, 1999 FOR A REQUESTED
HAND RECOUNT OF THE BALLOTS CAST IN THE WHATCOM COUNTY AREA
OF CONCRETE SCHOOL DISTRICT NO. 11 ON TUESDAY, MARCH 9, 1999.

MARCH 9, 1999 NEWHALEM ELECTION -RECOUNT
MINUTES
March 23, 1999
Meeting began: 9:10 a.m.
In attendance: Shirley Forslof, Whatcom County Auditor (Canvassing Board Member); Kathy
Sutter, Whatcom County Council (Canvassing Board Member); Karen Frakes, Civil Prosecuting
Attorney (Canvassing Board Member); Terry Hinz, Chief Deputy Auditor; Ethel Heyrend, and
Joyce Herrin, Elections staff, and Kim Herrenkohl, Whatcom County Internal Auditor.
The recount took place in the Auditor's Election ballot counting room.
The Auditor's staff brought in Transfer Case # 10 and 11 and the Canvassing Board verified the
seal numbers to the seal logs retrieved from the transfer cases and signed the logs.
The Newhalem ballots were removed from the transfer cases and sorted by the Canvassing Board
into stacks based on the punch positions. Based on the Canvassing Board's counts there were 4
ballots for punch position 34; 18 ballots for punch position 31 and 1 ballot for punch position
32. The ballots were placed into transfer case # 10.
Shirley recorded the results on a Recount Worksheet form which was signed by the Canvassing
Board members. The results were also typed on two original copies of the Certification of
Canvassing Board Recount Canvass and Abstract document and both were signed by the
Canvassing Board members.
The Canvassing Board members completed the seal logs with the seal numbers that would be
used to seal transfer cases # 10 and 11. They signed the logs, made copies and sealed the logs
inside of the transfer cases.

The Whatcom County Canvassing Board will conduct at the request of Carol Heidal, Committee
Chair, a manual recount of the ballots cast in the March 9, 1999 Special Election held in
Concrete School District.
The recount will be held at 9:00 a.m. on Tuesday, March 23, 1999, in the Whatcom County
Auditor's office, Courthouse, 311 Grand Avenue, Suite 103, Bellingham, Washington and
continue until the manual recount is completed.
These meetings of the Canvassing Board are open public meetings under the applicable
provisions of Chapter 42.30 R.C.W. A record of the proceedings of the County Canvassing
Board shall be made and maintained in the County Auditor's Office, and shall be made available
for public inspection and coping. the record shall be retained for the same time period required
by law for the retention of absentee ballots.

1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2. In the Ballot Guide, to the right of each measure or candidate,
is a number which is assigned to a position on your Ballot
Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the candidate or measure.
4. Write in candidates may be voted for by using the space
provided on the flap attached to your ballot card. You must list
both the Name and Office of the write-in candidate and the
Political Party in Partisan races. Do not punch out a position
number for any other candidate for that office.
5. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.
6. Place the Ballot Security Envelope containing_ your voted
ballot punchcard INSIDE THE PRE -ADDRESSED MAILING
ENVELOPE.
7. Put a first-class stamp on the envelope and mail it so it is
postmarked no later than the day of the election. The ballot
will be counted if it is postmarked not later than election day
and if it is received by the county auditor not later than the
tenth day following any special election or primary, or the
fifteenth day following a general election.
8. If you spoil your ballot or wish to change your vote, use the
BALLOT GUIDE and with a pen make your selections. Return
it in the Ballot Security Envelope instead of the ballot card.
