MAIL BALLOT GUIDE
The ballot which you have received is actually a data
processing card prepared for recording your vote. Do not
mark, fold or punch the ballot punchcard except as
outlined in the instructions.
Your Mail -In Ballot Packet consists of:
• This Ballot guide listing the ballot measures and/or
candidates.
• A pre -scored Ballot Punchcard.
• A Ballot security envelope for the Ballot Punchcard.
• A pre -addressed Return Envelope to return your
voted Ballot Punchcard, which should first be
enclosed in the Ballot security envelope.
Voting Instructions are on the next page.

Punch chip completely out
of Ballot Punchcard with a
paper clip or similar device.
1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2. In the Ballot Guide, to the right of each measure or candidate,
is a number which is assigned to a position on your Ballot
Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the candidate or measure.
4. Write in candidates may be voted for by using the space
provided on the flap attached to your ballot card. You must list
both the Name and Office of the write-in candidate and the
Political Party in Partisan races. Do not punch out a position
number for any other candidate for that office.
5. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your voted
ballot punchcard INSIDE THE PRE -ADDRESSED MAILING
ENVELOPE.
7. Put a first-class stamp on the envelope and mail it so it is
postmarked no later than the day of the election. The ballot
will be counted if it is postmarked not later than election day
and if it is received by the county auditor not later than the
tenth day following any special election or primary, or the
fifteenth day following a general election.
8. If you spoil your ballot or wish to change your vote, use the
BALLOT GUIDE and with a pen make your selections. Return
it in the Ballot Security Envelope instead of the ballot card.

A RESOLUTION of the Board of Directors of Cosiarete School
District No. 11, Skagit and Whatwm Counties, Washington,
providing for the submission to the qualified electors of the
District at a special election to be field therein on March 9, 1999,
of the proposition of whether excess taxes should be levied of
$675,000 in 1999 for collection in 2000, and $700,000 in 2000.
for collection in 2001, aad $725,000 in 2001 for collection in
2002, said excess taxes to pay part of the general expenses of
maintenance and operation support of the District.
WI-IER.EAS, the money in and t D be paid into the General Fund of Concrete School District No-
ll, Skagit and Whatcom Counties, Washington, (the 'District)„ during the 1999-2000, 2000-
2001, 2001 2002, and 2002-2003 fiscal years will be iusufficietrt to enable the District to pay for
necessary maintenance and operations and to properly meet the educational, needs of the students
attending District schools; and
WHEREAS, is order to properly provide for such maintenance and operation and such
educational needs, the Board of Directors of the District deems it necessary to levy the following
taxes for the District's General Fund upon all of the taxable property within the, District in excess
of the maximum annual tax levy permitted by law to be levied within the District without a vote
of the electors:
A_ A tax of approximately $2.2762 per thousand dollars of assessed valuation to
provide $675,000 said levy to be made in 1999 for collection in, 2000, and
B. A tax of appnximately $2.1371 per thousand dollars of assessed valuation to
provide $700,000, said levy -to be made in 2000 fior collection in 2001, and
C. A tax of approximately $2.3966 per thousand dollars of assessed vauation to
provide $725,000, said levy to be made iu 2001 for collection in 2002; and
WMUAS, the Constitution and laws, of the State of Washington require that the question of
whether or not =ch excess taxes may be levied must be submitted to the qualified electors of the
District fur their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF CONCRETE
SCHOOL DISTRICT NO. 11, SKAGIT AND WHATCOM COUNTIES, WAS�GTON, as
follows:
Section 1 _ The following taxes for the liana's General Fund should be levied upon all of the
taxable property within the District in excess of the maximum annual tax levy permitted by law to
be levied within the District without a vote of the electors.
A_ A tax of approximately $2.2762 per thousand dollars of assessed valuation to
provide $675,000, said lavy to be made in 1999 for collection in 2000, and
