The Bellingham Herald, a daily newspaper of general circulation in
said county and state and of Federated Publications, Inc., a Dela-
ware Corporation (publisher of said newspaper), and authorized to
make this affidavit; that the legal notice entitled in the cause and
court named on the attached copy which is a true and correct copy
of the original (and hereinafter referred to as "Notice") was pub-
lished in the regular and entire issue, and not in supplement, of
each number of said newspaper published and circulated on the
following dates, to wit:

that for more than six months prior to the date of the first publica-
tion of said Notice, at all times since, and now, the said "The Bell-
ingham Herald" has been established, published and circulated in

number of registered voters in the Skagit County District was
2,285; the number of ballots cast in Skagit County was 651, and the
results were as follows:

The ballot which you have received is actually a data
processing card prepared for recording your vote. Do not
mark, fold or punch the ballot punchcard except as
outlined in the instructions.
Your Mail -In Ballot Packet consists of:
• This Ballot guide listing the ballot measures and/or
candidates.
• A pre -scored Ballot Punchcard.
• A Ballot security envelope for the Ballot Punchcard.
• A pre -addressed Return Envelope to return your
voted Ballot Punchcard, which should first be
enclosed in the Ballot security envelope.

1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2. In the Ballot Guide, to the right of each measure or candidate,
is a number which is assigned to a position on your Ballot
Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the candidate or measure.
4. Write in candidates may be voted for by using the space
provided on the flap attached to your ballot card. You must list
both the Name and Office of the write-in candidate and the
Political Party in Partisan races. Do not punch out a position
number for any other candidate for that office.
5. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.
6. Place the Ballot Security Envelope containing our voted
ballot punchcard INSIDE THE PRE -ADDRESSED MAILING
ENVELOPE.
7. Put a first-class stamp on the envelope and mail it so it is
postmarked no later than the day of the election. The ballot
will be counted if it is postmarked not later than election day
and if it is received by the county auditor not later than the
tenth day following any special election or primary, or the
fifteenth day following a general election.
8. If you spoil your ballot or wish to change your vote, use the
BALLOT GUIDE and with a pen make your selections. Return
it in the Ballot Security Envelope instead of the ballot card.

RESOLUTION 9637
A RESOLUTION of the Board of Directors of Concrete School District
411 Skagit and Whatcom Counties, Washington, providing for the
submission to the qualified electors of the District at a special election to
be held therein on March 11, 1997 of the proposition of whether or not the
district should levy certain excess taxes for the District's General Fund
for collection in 1998 and 1999.
WHEREAS, the money in and to be paid into the General Fund of Concrete School District No.
11, Skagit and Whatcom Counties, Washington, (the "District") during the 1997-98, 1998-99 and
1999-2000 school years will be insufficient to enable the district to take care of all of its necessary
financial obligations and to properly'meet the educational needs of students attending District
schools; and
WHEREAS, in order to properly provide for such financial obligations and educational needs, it is
deemed necessary that an excess tax of $625,000.00 should be Ievied in 1997 for collection in
1998 and that an excess tax of $650,000.00 should be levied in 1998 for collection in 1999, said
excess taxes being for the District's General Fund to pay part of the general expense of
maintenance and operation of the District, and
WHEREAS, the Constitution and laws of the State of Washington require that the question of
whether or not such excess taxes may be levied must be submitted to the qualified electors of the
District for their ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Concrete School
District No. 11, Skagit and Whatcofn Counties, Washington, as follows:
Section 1. It is hereby found and declared that the welfare of the students and other residents of the
District require the District to carry out the plans hereinafter provided.
Section 2. The following taxes for the District's General Fund should be levied upon all of the
taxable property within the District in excess of the maximum annual tax levy permitted by law to
be levied within the District without a vote of the electors:
A. A tax of approximately $2.17 per one -thousand dollars of assessed
valuation to provide $625,000 said levy to be made in 1997 for
collection in 1998; and
B. A tax of approximately $2.24 per one -thousand dollars of assessed
valuation to provide $650,000 said levy to be made in 1998 for
collection in 1999.
Upon approval of the voters of the ballot proposition hereinafter set forth, the District may use the
proceeds of said levies during the 1997-99, 1998-99, and 1999-2000 school years by incurring an
indebtedness by the issuance of warrants against the General Fund of the District, and may expend
the proceeds of said levies to pay part of the general expenses of maintenance and operation of the
District.
Section 3. It is hereby found and declared than an emergency exists requiring the submission to the
qualified electors of the District of the proposition of whether or not such excess taxes should be
levied for their ratification or rejection at a special election to be held on March 11, 1997.
The Skagit County Auditor as ex-officio supervisor of elections in Skagit County is hereby
requested to also find the existence of such emergency and to call and conduct said special election

The registration books in all precincts within the City of Ferndale, Fire Protection District
No. 7 and Concrete School District No. 11, Whatcom County, Washington, will be closed to
original registrations and transfers between precincts after Saturday, February 8, 1997, until after the
Special Elections held on Tuesday, March 11,1997.
Mail -in voter registration forms can be picked up at the following locations:

Bellingham Public Libraries
City Clerks Offices
Post Offices
Whatcom County Rural Libraries
State Drivers License Agency
Major grocery stores
No person may vote in any election in a precinct polling place unless he or she is registered
to vote at least thirty days before that election. If a person, otherwise qualified to vote in the state,
county, and precinct in which he or she applies for registration, is not registered to vote by the
closing date of February 8, 1997, he or she may register to vote in person and apply for an absentee
ballot in the Whatcom County Auditor's office until 4:30 p.m., February 24, 1997.
The special registration and absentee voting procedure begins February 10, 1997 and
ends on February 24, 1997.
Please note the special registration and absentee voting procedure can be done only at the
County Auditor's office, 311 Grand Avenue, Whatcom County Courthouse.

A RESOLUTION of the Board of Dhectors of Corncrete School District
911 Skagit and Whatrom Counties, Washington, providing far the
submission to the qualified electors of she District at a special election to
be held therein ca March 11, 1997 of the proposition of whether or not the
district should levy certam wtcess taxes for the District's General Fond
fur collection in, 1998 and 1999.
WHEREAS, the money is and to be paid into the General Fund of Concrete School District No.
11, Skagit and Whatcorn Counties, Washington, {the'Mistriez during the 1997-99, 1998-99 and
1999-2000 school yews will be insufficient to enable the district to take care of all of its necessary
financial obligation and to properly' nit the educa6mal needs of students attending District
s chM!S; and
WHEREAS, in order to properly provide for such financial obligations and educational needs' it is
deemed neeessarythat an excess tax of $625,000.00 should be fooled in 1997 for mllecaion in
1998 and that an excess tax of $650,000.00 should be levied in 1998 far collection in 1999, said
excess taxes being for the District's General Fund to pay part ofthe general e.Vense of
maintenance and operation ofthe District, and
WHEREAS, the Constitution and laws of the State of Washington require tbat the question of '
whether or not such excess taxes may be levied must be submitted to the qualified electors of the
District for their ratification or rejecdatt.
NOW,'MEREFORE,, BE IT RESOLVED by the Board of Dixectars of Cmerde School
District No. 11, Skagit and Vv atcom Coundes, Wash.iagton, as follows:
Section 1. It is hereby found and declared that the welfare of the students and other residents ofthe
District require the District to carry out the plans her6inafter provided.
Suction 2. The fbllowing taxes for the District's Gaaerai Fund should be levied upon all of the
taxable property within the District in excess of the maximum annual tax levy pennitted by law to
be levied within the District wWwut a vote of die electors:
A. A tax of appmxij�Wy $2.17 per one -thousand dollars of assessed
valuation to provide $625,000 said levy to be made in 1997 for
collection in 1998, and

Upon approval of the voters of the ballot proposition hereinafter set forth, the District may use the

the proceeds of said levies to pay part ofthe general expenses of maintenance and operation ofthe
District.
