THIS IS TO CERTIFY THAT WE, as the Whatcom County Canvassing
Committee, have completed our canvass of votes as it pertains to
the Special Election held in the precincts within the boundaries of

A RESOLUTION of the Board of Directors of Concrete School District #11
Skagit and Whatcom Counties, Washington, providing for the submission
to district at a spei.ial election to be held therein on April 25, 1995 of
the proposition of whether or not the district should levy certain excess
taxes for the Distri.A's General Fund for collection in 1996 and 1997.
WHEREAS, the money in and t:j be paid into the General Fund of Concrete School District NO. 1,
Skagit and Whatcom Counties Washington, (the "District") during the 1995-96, 1996-97and
1997-98 school years will be insufficient to enable the district to take car I gf it ,ae es ary
financial obligations and to prol.arly meet the educational needs of studentdthi`s� : ;hools;
and WHEREAS, in order to properly provide for such financial obligations an+ ecldBiall non 01%A, is
deemed necessary that an excv.-ss tax of $521,000.00 and should be levied in 1995 for ccllacti n in
1996 and that an excess tax o' $600,000,00 should be levied in 1996 for,qp,llectiqn in 1 97,! aid

WHEREAS, the Constitution and laws of the State of Washington require that the question of whether
or not such excess taxes may :)e levied must be submitted to the qualified electors of the Dist ict for
their ratification or rejection.
NOW, THEREFORE, BE IT RI -SOLVED by the Board of the Directors of Concrete School Dis rict No.
11, Skagit and Whatcom Count as, Washington, as follows:
Section 1, It is hereby found and declared that the welfare of the students and other residents of
the District required the District to carry out the plans hereinafter provided.
Section 2. The following tz xes for the District's General Fund should be levied upon all of he
taxable property within the District in excess of the maximum annual tax levy permitted by laai to be
levied within the District without a vote of the electors:
A. A tax of approximately of $1.825 per one -thousand dollars of assessed
valuation to provide $521,000 said levy to be made in 1995 for
collection in 1996; and
B. A tax of approximately $2.102 per one -thousand dollars of assessed
valuation to provide $600,000.00 said levy to be made in 1996 for
collection in 1997.
Upon approval of the voters of the ballot proposition hereinafter set forth, the District may use the
proceeds of said levies during the 1995-96, 1999-97, and 1997-98 school years by incurring an
indebtedness by the issuance of warrants against the General Fund of the District, and may expend the
proceeds of said levies to pap part of the general expenses of maintenance and operation of the District.
Section 3. It is hereby found and declared that an emergency exists requiring the submission to
the qualified electors of the Di,_Irict of the proposition of whether or not such excess taxes should be
levied for their ratification or rejection at a special election to be held on April 25, 1995.

The Skagit County Auditor as ex-officio supervisor of elections in Skagit County is hereby requested to
also find the existence of such emergency and to call and conduct said special election to be held within
the District on said date and to submit to the qualified electors of the District the proposkion
hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and directed to certify said proposition in
the following form:

this resolution to the Skagit County Auditor, as ex-officio supervisof of elections.
ADOPTED by the Board cf Directors of Concrete School District No. 11, Skagit and What om Counties,
Washington, at a regular capen public meeting thereof, held February 7, 1995.
