This proposition would authorize the District to set and maintain a regular property tax levy of $0.60 or less per $1,000.00 of assessed valuation for 2020 to be collected in each year succeeding the year of the levy for six (6) consecutive years pursuant to RCW 36.69.145 and subject to any otherwise applicable statutory dollar rate limitations, all as more particularly set forth herein. WHEREAS, the District was formed in 2016 pursuant to a vote submitted to the voters within the District boundaries under Chapter 36.69 RCW for purposes of constructing and maintaining public parks within the District's boundaries, and; WHEREAS, the District has no regular property tax levy authority unless the voters of the District vote to approve a six (6) year regular property tax levy pursuant to RCW 36.69.145, and; WHEREAS, without the voters' approval for a regular property tax levy, the District has no funds with which to permit the District to begin constructing and/or maintaining public parks within its boundaries, thereby rendering the District unable to provide sustainable sources of recreation within the District, and that it is, therefore, necessary that the regular property tax levy of the District be set at $0.60 or less per $1,000.00 for a six (6) year period on taxable property within the District (such assessed value representing 100% of true and fair value unless specifically provided otherwise by law), in order for the District to have funds to begin undertaking the purposes for which it was created, and; WHEREAS, the Constitution and the laws of the State of Washington require that the question of whether such taxes may be levied must be submitted to the qualified electors of the District for their ratification or rejection.
