The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the Special Election held
April 23, 2013, in precincts 501, 502, 503, 504, 505, 506, 507, 508, and 509, all within the boundaries
of the City of Ferndale, Whatcom County, State of Washington.
The proposition concerned imposing an excess property tax levy to repay general obligation bonds to
construct a new public library.
A minimum turnout of 40% of voters in the last General Election was required and 60% approval of
the total turnout was needed for passage.
Minimum Numbers for Validation:
Number of persons voting last General Election: 5,287
40% Minimum Turnout Required: 2,115
Needs 60% Yes Vote of TOTAL Turnout
Actual Results:
Approved - 1,728
Rejected - 1,056
Total Votes — 2,784
62.07%
37.93%
The minimum required turnout was met and the proposition received 60% Yes vote of the total turnout
and therefore, Passed.

The ballot title referenced above has been received and will appear on the April 23,
2013, Special Election ballot. Changes to the heading have been made as follows:

Pursuant to our telephone conversation of this morning, the word "purposes" in the text
of the measure will be changed to read "purpose". All other text will remain as
submitted.
This notice is being provided pursuant to RCW 29A.36.080.

A RESOLUTION OF THE FERNDALE CITY COUNCIL PROVIDING FOR THE
SUBMISSION OF A PROPOSITION TO THE QUALIFIED ELECTORS OF THE CITY
OF FERNDALE TO APPROVE THS ISSUANCE OF GENERAL OBLIGATION BONDS
IN AN AMOUNT NOT TO EXCEED $550,000 AND TO IMPOSE AN EXCESS
PROPERTY TAX LEVY WITHIN THE BOUNDARIES OF THE CITY OF FERNDALE IN
AN AMOUNT NECESSARY AND SUFFICIENT TO RETIRE SUCH BONDS, ALL IN
ORDER TO FINANCE THE CONSTRUCTION, ACQUISITION AND REMODEL OF
EXISTING AND ADDITIONAL LIBRARY FACILITIES WITHIN THE CITY OF
FERNDALE
WHEREAS, the City of Ferndale, Washington, has for several years coordinated in
association with the Whatcom Community Foundation, the Whatcom County Library
System and the Friends of the Ferndale Library a capital fundraising campaign for the
construction of a new City of Ferndale Public Library; and
WHEREAS, to date approximately $3,500,000 has been raised for said library; and
WHEREAS, the City also intends to issue bonds related to this project; and
NOW THEREFORE, the City Council of the City of Ferndale do resolve as follows:
Section 1. The Ferndale City Council shall present to the Whatcom County Auditor's
Office a proposition to be placed on the ballot for the election to be held on the 23rd day
of April, 2013; and said proposition shall state as follows:
FERNDALE PUBLIC LIBRARY GENERAL OBLIGATION BONDS ($550,000)
