The following list provides a reference for election scheduling and a check sheet to assure that each required task is completed. Resolutions calling for elections on specified dates must be presented to the County Auditor at least forty-five days prior to the proposed election date. Day Activity Deadline Complete Month Send letter to all cities & districts verifying the positions of May which are up for election according to our records. (Odd - year). Need to have a signed confirmation from all districts. 1v/ Have completed at least one month before filing opens for fall elections. Month Call to reserve facilities for election board classes during the. ` of June month of August or September. Send follow-up letter to or July confirm reservations. Send letter to all board workers notifying them of election A board class dates. Phone replacements. n Prepare election board class format & outline. First After all positions up for election are confirmed, send a press week of release to media re: Declaration of Candidacy. l� 1 X 0 July Prior to Before filing period opens, make "filing information" list, filing which includes which positions are up for election, who the period incumbent is, if PDC reports are necessary, and filing fee. After close of filing, draw order of candidates by lot and complete certification of witnesses to drawing. Also, contact Skagit County Auditor for Declaration of Candidacy's for Concrete School District and Hospital Dist. 304. After If needed, send press release re: special 3 day filing period Filing for any nonpartisan positions which are still vacant after regular filing period. Arrange for pickup and delivery of voting equipment with contracted moving vendor. 38-44 Notification sent to polling places to confirm whether their facility will be needed or not for specific election date. (; (Tentative dates were requested beginning of year for all I 1 to possible election dates.) Begin work on Ballot Page layout and complete Pages Applicable Worksheet. For major elections, send copy to Secretary of State along with # of appearances and other applicable paperwork. Prepare ballot order and printing order. Do not mark, fold or punch the ballot punchcard except as outlined in the instructions. Your Mail -In Ballot Packet consists of: • This Ballot guide listing the ballot measures and/or candidates. • A pre -scored Ballot Punchcard. • A Ballot security envelope for the Ballot Punchcard. • A pre -addressed Return Envelope to return your voted Ballot Punchcard, which should first be enclosed in the Ballot security envelope. Now that you have received your Absentee ballot, please use it instead of going to your poll site on election day. Absentee Voting Instructions are on the next page. READ ALL INSTRUCTIONS BEFORE VOTING OPEN THIS BALLOT GUIDE HOW TO VOTE Ballot Punchcard Punch chip completely out of Ballot Punchcard with a paper clip or similar device. ��d'r 'a 11 U� 10�160 ►�r� 1. Remember to SIGN YOUR NAME on the outside of the MAILING envelope on the line under the Voter Affidavit. Your signature is compared to your signature on file with the County. 2. In the Ballot Guide, to the right of each measure or candidate, is a number which is assigned to a position on your Ballot Card. 3. Use a paper clip, tooth pick or sharp pencil to punch out the pre -scored square located just above the number assigned to the candidate or measure. 4. Write in candidates may be voted for by using the space provided on the flap attached to your ballot card. You must list both the Name and Office of the write-in candidate and the Political Party in Partisan races. Do not punch out a position number for any other candidate for that office. 5. After you have finished voting, place your Ballot Card in the Ballot Security Envelope. 6. Place the Ballot Security Envelope containing your voted ballot punchcard INSIDE THE PRE -ADDRESSED MAILING ENVELOPE. 7. Put a first-class stamp on the envelope and mail it so it is postmarked no later than the day of the election. The ballot will be counted if it is postmarked not later than election day and if it is received by the county auditor not later than the tenth day following any special election or primary, or the fifteenth day following a general election. 8. If you spoil your ballot or wish to change your vote, use the BALLOT GUIDE and with a pen make your selections. Return it in the Ballot Security Envelope instead of the ballot card. 9. The first election of officers where required for reorganization under a different general plan of government newly adopted in a manner provided in RCW 35A.02.020, 35A.02.030, 35A.06.030, or 35A.06.060, as now or hereafter amended, shall be at the next general municipal election if one is to be held more than ninety days but not more than, one hundred and eighty days after certification of a reorganization ordinance or resolution, or otherwise at a special election to be held for that purpose in accordance with RCW 29.13.020. In the event that the first election of officers is to be held at a general municipal election, such election shall be preceded by a primary election pursuant to RCW 29.21.010 and 29.I3.070. Each councilmember and mayor in a city with a mayor -council plan of government shall serve until a successor is elected and qualified and assumes office as provided in RCW 29.04.170. The former officers shall, upon the election and qualifi- cation of new officers, deliver to the proper officers of the reorganized noncharter code city all books of record, documents and papers in their possession belonging to such municipal corporation before the reorganization thereof. Where a city elects to become a noncharter code city under one of the optional plans of government provided in Title 35A RCW for code cities which involves the same general plan of government as that under which the city operated prior to the choice and where with the change in classifica- tion the number of councilmanic positions in a city remains the same or increases from five to seven, the procedures for the first election of officers which appear in RCW 35A.02.050 shall not be followed. When membership in a city council remains the same or is increased upon becoming a noncharter code city, the terms of incumbent council members shall not be affected. If the number of council members is increased from five to seven, the city council shall, by majority vote, pursuant to RCW 35A.12.050 and 35A.13.020, appoint two persons to serve in these offices until the next municipal general election, at which election one person shall be elected for a two-year term and one person shall be elected for a four-year term. A first election of all officers upon a change in classifi- cation to a noncharter code city is also not required where the change in classification otherwise retains the same general or specific plan of government and where the change in classification results in a decrease in the number of councilmanic positions in a city. If the membership in a city council is decreased from seven to five members upon adopting the classification of noncharter code city, this decrease in the number of council members shall be determined in the following manner: The council members shall determine by lot which two council - manic positions shall be eliminated upon the expiration of their terms of office. Among them were current City Councilmembers Darrell Ashe and Madelyn Waslohn. Notably absent from the mayoral filing list were current Ferndale Mayor Yvonne Goldsmith and Councilman Mike Reilly, who many thought would seek the position after successfully leading a campaign to change the current system of government: After the September 15 election, Reilly had said he felt the new mayor should be someone beside a current elected official since that would be the only way to achieve real change. Both Reilly and Goldsmith, who is also a City Council representative for Position 1, filed for their current positions on the council. Reilly is unopposed and will auto- matically be named to the new council. As will Melvin Hansen of 6003 Ridgeview Pl., who is unopposed for Position 2. Goldsmith will face Albert Lavine in the March 9 special general election for Po- sition 1. The other four mayoral candidates are William E. It is time to draw for candidates' position for the February 2, 1999 Special Election. The date for the drawing is set for 5:00 p.m. Friday, December 11, 1998. The drawings will be held in the Auditor's office. People interested in the process may be on hand to witness this event.
