ELECTION SCHEDULING PROCEDURE
Certain activities are required in connection with all elections and must be performed by certain days
in relation to each election. The following list provides a reference for election scheduling and a check
sheet to assure that each required task is completed.
Resolutions calling for elections on specified dates must be presented to the County Auditor at least
forty-five days prior to the proposed election date.

ABSENTEE BALLOT GUIDE
The ballot which you have received is actually a data
processing card prepared for recording your vote. Do not
mark, fold or punch the ballot punchcard except as
outlined in the instructions.
Your Mail -In Ballot Packet consists of:
• This Ballot guide listing the ballot measures and/or
candidates.
• A pre -scored Ballot Punchcard.
• A Ballot security envelope for the Ballot Punchcard.
• A pre -addressed Return Envelope to return your
voted Ballot Punchcard, which should first be
enclosed in the Ballot security envelope.
Now that you have
received your
Absentee ballot,
please use it instead
of going to your poll
site on election day.

1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2. In the Ballot Guide, to the right of each measure or candidate,
is a number which is assigned to a position on your Ballot
Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the candidate or measure.
4. Write in candidates may be voted for by using the space
provided on the flap attached to your ballot card. You must list
both the Name and Office of the write-in candidate and the
Political Party in Partisan races. Do not punch out a position
number for any other candidate for that office.
5. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your voted
ballot punchcard INSIDE THE PRE -ADDRESSED MAILING
ENVELOPE.
7. Put a first-class stamp on the envelope and mail it so it is
postmarked no later than the day of the election. The ballot
will be counted if it is postmarked not later than election day
and if it is received by the county auditor not later than the
tenth day following any special election or primary, or the
fifteenth day following a general election.
8. If you spoil your ballot or wish to change your vote, use the
BALLOT GUIDE and with a pen make your selections. Return
it in the Ballot Security Envelope instead of the ballot card.

35A,02.040 Certification of ordinance —Transcript

nances are passed under RCW 35A.02.020 or 35A.02.030,
as now or hereafter amended, the clerk of the city or town

if there is also filed with the secretary of state a certified
copy of an ordinance providing for reorganization of the
municipal :government of such city or town under a different
general plan of government, such reclassification and
reorganization shall not be effective until the election,
qualification, and assumption of office under RCW
35A,02.050 as now or hereafter amended of at least a
quorum of all new officers under the plan of government so

35A.02.050 Election of new officers. The first
election of officers where required for reorganization under
a different general plan of government newly adopted in a
manner provided in RCW 35A.02.020, 35A.02.030,
35A.06.030, or 35A.06.060, as now or hereafter amended,
shall be at the next general municipal election if one is to be
held more than ninety days but not more than, one hundred
and eighty days after certification of a reorganization
ordinance or resolution, or otherwise at a special election to
be held for that purpose in accordance with RCW 29.13.020.
In the event that the first election of officers is to be held at
a general municipal election, such election shall be preceded
by a primary election pursuant to RCW 29.21.010 and
29.I3.070. In the event that the first election of all officers
is to be held at a special election rather than at a general
election, and notwithstanding any provisions of any other
law to the contrary, such special election shall be preceded
by a primary election to be held on a date authorized by
RCW 29.13.010, and the persons nominated at that primary
election shall be voted upon at the next succeeding special
election that is authorized by RCW 29.13.010: PROVIDED,
That in the event the ordinances calling for reclassification
or reclassification and reorganization under the provisions of
Title 35A RCW have been filed with the secretary of state
pursuant to RCW 35A.02.040 in an even -numbered year at
least ninety days prior to a state general election then the
election of new officers shall be concurrent with the state
primary and general election and shall be conducted as set
forth in general election law.

office for those elected at a first election of all officers shall
be as follows: (1) A-skn le majority of the persons -who are

government shall be elected to four-year terms of office, if
the electiot is held in an odd -numbered year; or three-year
terms of office, if the election is held in an even -numbered
year; and (2) the other persons who are elected as council -
memo begs shall be elected to two-year terms of office;, if the
election is held in an odd -numbered year, or one-year terms
of office, if the election is held in an even -numbered year.
The newly elected officials shall take office immediately
when they are elected and qualified, but the length of their
terms of office shall be calculated from the first day of
January in the year following the election. Thereafter, each
person elected as a councilmember or mayor in a city with
a mayor -council plan of government shall be elected to a
four-year term of office. Each councilmember and mayor in
a city with a mayor -council plan of government shall serve
until a successor is elected and qualified and assumes office
as provided in RCW 29.04.170.
The former officers shall, upon the election and qualifi-
cation of new officers, deliver to the proper officers of the
reorganized noncharter code city all books of record,
documents and papers in their possession belonging to such
municipal corporation before the reorganization thereof.

35A.02.055 Election of new officers —Exception
where same general plan of government is retained.
Where a city elects to become a noncharter code city under
one of the optional plans of government provided in Title
35A RCW for code cities which involves the same general
plan of government as that under which the city operated
prior to the choice and where with the change in classifica-
tion the number of councilmanic positions in a city remains
the same or increases from five to seven, the procedures for
the first election of officers which appear in RCW
35A.02.050 shall not be followed. When membership in a
city council remains the same or is increased upon becoming
a noncharter code city, the terms of incumbent council
members shall not be affected. If the number of council
members is increased from five to seven, the city council
shall, by majority vote, pursuant to RCW 35A.12.050 and
35A.13.020, appoint two persons to serve in these offices
until the next municipal general election, at which election
one person shall be elected for a two-year term and one
person shall be elected for a four-year term.
A first election of all officers upon a change in classifi-
cation to a noncharter code city is also not required where
the change in classification otherwise retains the same
general or specific plan of government and where the change
in classification results in a decrease in the number of
councilmanic positions in a city.
If the membership in a city council is decreased from
seven to five members upon adopting the classification of
noncharter code city, this decrease in the number of council
members shall be determined in the following manner: The
council members shall determine by lot which two council -
manic positions shall be eliminated upon the expiration of
their terms of office. The terms of the remaining council

GOVERNMENT
WHEREAS, the \�71iatcom County Auditor has certified the results of the election held on
September 15th, 1998 providing for the abandonment of the Council -Manager plan of
government in favor of the Mayor -Council plan of government in the City of Ferndale, and
WHEREAS, special primary and final elections for the election of a mayor and seven
councilmembers have been scheduled for February 2, 1999 and March 9, 1999, respectively.
NOW THEREFORE, the City Council of the City of Ferndale Resolves as follows:
Section 1. - The City Council hereby requests that the Whatcom County Auditor schedule a
candidate filing period of December 7th, 1998 through December 11th, 1998 for the positions
of mayor and seven councilmembers.
Section 2. - That in the event that one or more of the eight available positions are not filed for in
the desigated period, the County Auditor conduct a special three-day filing period during the
week of December 14th, 1998.
PASSED by the City Council of the City of Ferndale, Washington at a regular meeting thereof
this 19th day of October, 1998.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FERNDALE SETTING
THE SALARIES OF THE MAYOR AND SEVEN COUNCILMEMBERS TO BE
ELECTED AT A SPECIAL ELECTION TO BE HELD MARCH 9, 1999
WHEREAS, an election providing for the change of government from Council -Manager to
Mayor -Council was conducted on September 15th, 1998, and said proposition passed with a
majority of yes votes, and
WHEREAS, seven councilmembers and a mayor will be elected at a special election to be held
on March 9th, 1999, and
WHEREAS, salary structures for councilmembers and mayor must be in place before the
candidate filing period of December 7th through 11th, 1998, in order for the County Auditor to
set the one -percent filing fee for the said positions.
NOW, THEREFORE the City Council of the City of Ferndale Ordains as follows:
Section 1. The yearly salary of each of the seven councilmember positions shall be set at
$2,400.00 .
Section 2. The yearly salary of the mayor shall be set at $12,000.00 -
Section 3. Compensation shall be issued during the first pay period of each month,
generally the 3rd day of each month, during the elected official's term of office.

Six Ferndale residents filed for the new
elected mayor position during candidate
filing week which ended Friday, December
11.
Among them were current City
Councilmembers Darrell Ashe and
Madelyn Waslohn.
Notably absent from the mayoral filing
list were current Ferndale Mayor Yvonne
Goldsmith and Councilman Mike Reilly,
who many thought would seek the position
after successfully leading a campaign to
change the current system of government:
After the September 15 election, Reilly
had said he felt the new mayor should be
someone beside a current elected official
since that would be the only way to achieve
real change.
Both Reilly and Goldsmith, who is also
a City Council representative for Position
1, filed for their current positions on the
council. Reilly is unopposed and will auto-
matically be named to the new council. As
will Melvin Hansen of 6003 Ridgeview Pl.,
who is unopposed for Position 2.
Goldsmith will face Albert Lavine in
the March 9 special general election for Po-
sition 1.
The other four mayoral candidates are
William E. Hatzell, Jr. of 2246 Thornton St.,
Lloyd Zimmerman of 2234 Main St., Peter
J. Barstad of 5870 Malloy Ave., and Caro-
lyn Jensen of 1932 Mosier Lane.
Both current Councilmembers Norm
Robertson and Russ Johnston will seek re=
election to their council positions. The only
councilmember to not run for mayor or city
council is Councilman Bill Harriman.
The six mayoral candidates and three
candidates for council Position 4 will be on
the special primary election on February 2.

FOR THE FEBRUARY 2,1999 FERNDALE CITY SPECIAL PRIMARY ELECTION
Official filing week for Ferndale City Mayor and Council Positions 1 through 7 begins
Monday, December 7 at 8:30 a.m. and closes at 4:30 p.m. Friday, December 11. Candidates
may file during regular business hours that are 8:30 a.m. to 4:30 p.m. Filings take place at the
Election Division of the Whatcom County Auditor's Office, Suite 103, Whatcom County
Courthouse, 311 Grand Avenue, Bellingham.
Beginning November 23, a candidate may mail his or her declaration of candidacy
accompanied with the filing fee to Whatcom County Auditor, 311 Grand Avenue, Suite 103,
Bellingham, WA 98225. These filings must be received in the Auditor's Office on or before
the last day for filing. The mail -in -filings shall be included with filings made in person during
the filing week.

As you know, the Revised Code of Washington authorizes drawing by lot to determine the order in
which the names of candidates will appear on all sample and absentee ballots. It is time to draw for
candidates' position for the February 2, 1999 Special Election.
The date for the drawing is set for 5:00 p.m. Friday, December 11, 1998. The drawings will be held
in the Auditor's office. People interested in the process may be on hand to witness this event.
