HomeMy WebLinkAbout1999 - City of Ferndale Special General March 9,1999Procedure Whatcom County Elections Policies and Procedures ELECTION SCHEDULING PROCEDURE Certain activities are required in connection with all elections and must be performed by certain days in relation to each election. The following list provides a reference for election scheduling and a check sheet to assure that each required task is completed. Resolutions calling for elections on specified dates must be presented to the County Auditor at least forty-five days prior to the proposed election date. Day I Activity Deadline Complete Month Send letter to all cities & districts verifying the positions of May which are up for election according to our records. (Odd- year). Need to have a signed confirmation from all districts. Have completed at least one month before filing opens for fall elections. Month Call to reserve facilities for election board classes during the. of June month of August or September. Send follow-up letter to or July confirm reservations. Send letter to all board workers notifying them of election % board class dates. Phone replacements. V Prepare election board class format & outline. First week of After all positions up for election are confirmed, send a press release to media re: Declaration of Candidacy. % July Prior to Before filing period opens, make "filing information" list, ` filing which includes which positions are up for election, who the N period incumbent is, if PDC reports are necessary, and filing fee. Create listing of all "candidates filed". Filing As Declarations of Candidacy are received daily during filing Period week, update "candidates filed" list. Mail proper copy of Declaration to Public Disclosure Commission. Deposit any ` filing fees daily. After close of filing, draw order of candidates by lot and complete certification of witnesses to drawing. Also, contact Skagit County Auditor for Declaration of Candidacy's for Concrete School District and Hospital Dist. 304. After If needed, send press release re: special 3 day filing period / Filing for any nonpartisan positions which are still vacant after / regular filing period. Set up election board worker assignments: create master list, select workers, type notices with 1 inspector and at least 2 judges for each precinct/polling place; put names / and addresses from master list on notices. Add Election Code, load and update Absentee Ballot Styles, and update Report Parameters on Voter Registration System. 40 Verify publication of Notice of Closing of Registration Files. 30 Registration and transfers closed RCW 29.07.160 Unless 19—h /019 voter registers in person at Auditor's Office! 2-L\ Goal 25-29 Prepare delivery route listing for voting equipment. When partial precinct is being sent to special polling place, send letters to voters with enclosed absentee ballot request. This is usually done only when a special election is held and only a small portion of the voters in a precinct are eligible to vote. Begins assembly of ballots and supplies, makes masks, �1 makes signs for votos. 25-29 Begin entering regular absentees for major election. A - I Begin issuing absentee ballots over the counter. 11 15 Notice of Elections and Polling Places sent to newspapers, 1 , printed between days 3 and 10 for primary. Last day to register in person at Auditor's Office and receive absentee ballot. 14 Deadline for entering voter registrations in computer. 13 After all absentees and registrations are in computer, run poll books and updated precinct/district directories. Start using alternate color envelope for absentees. Add precinct registration totals to ballot counter. 11 Finalize list of election board workers. Send letter to each inspector with delivery schedule and list of board workers. 8 Run program check on ballot tab. For primary and general, the Sec/State is involved. Notify LOCAL candidates, the press, and Party Chairmen of the L&A Test. Schedule Canvassing Board to open absentees. Set up inspection boards for election night. 3-9 !/ 5 Delivery of supplies and votos begins. Make sure Precinct Ballot Counter is prepared for Pt. Roberts. 5 Notice of Canvassing Board Meeting #2 sent to Legal Newspaper. v Prepare paperwork for election night ballot opening and counting. 4 Confirm Facilities will set up tables for election. (after 4:30 election night.) 4 Send memo to Canvassing Board members re: dates for special ballots and certification. 1 Prepare press report for election night. (Information on LCI <Z ;4-4 specials - votes needed, absentees issued, etc.) 1 Last day absentees can be voted over the counter, with the one exception of hospital absentee ballots. -1 Make arrangements for election night security- 0 ELECTION DAYH -Office hours are 6:15 A.M. until ballots are counted. -FAX final results to all media and Secretary of State's Office. When completed run validation program to produce levy and bond validation figures for the following year. DO NOT enter any voter registrations, transfers, etc into the system until validation report is final. Send notices to Assessor's Office a d individual axing districts. Your Mail -In Ballot Packet consists of: • This Ballot guide listing the ballot measures and/or candidates. • A pre -scored Ballot Punchcard. • A Ballot security envelope for the Ballot Punchcard. • A pre -addressed Return Envelope to return your voted Ballot Punchcard, which should first be enclosed in the Ballot security envelope. READ ALL INSTRUCTIONS BEFORE VOTING OPEN THIS BALLOT GUIDE HOW TO VOTE Ballot Punchcard Punch chip completely out of Ballot Punchcard with a paper clip or similar device. 1. Remember to SIGN YOUR NAME on the outside of the MAILING envelope on the line under the Voter Affidavit. Your signature is compared to your signature on file with the County. 2. In the Ballot Guide, to the right of each measure or candidate, is a number which is assigned to a position on your Ballot Card. 3. Use a paper clip, tooth pick or sharp pencil to punch out the pre -scored square located just above the number assigned to the candidate or measure. 4. Write in candidates may be voted for by using the space provided on the flap attached to your ballot card. You must list both the Name and Office of the write-in candidate and the Political Party in Partisan races. Do not punch out a position number for any other candidate for that office. 5. After you have finished voting, place your Ballot Card in the Ballot Security Envelope. 6. Place the Ballot Security Envelope containing your voted ballot Punchcard INSIDE THE PRE -ADDRESSED MAILING ENVELOPE. 7. Put a first-class stamp on the envelope and mail it so it is postmarked no later than the day of the election. The ballot will be counted if it is postmarked not later than election day and if it is received by the county auditor not later than the tenth day following any special election or primary, or the fifteenth day following a general election. 8.
