A special primary election will be held on Feb. 2 with a special general election to follow on March 9, according to Whatcom County Auditor Shirley Forslof. ares fo A candidate filing deadline will be sometime around the middle of December, but has yet to be determined, she said. All seven city council positions will be up For grabs. during the election. Some of the council positions will be two year terms and the other will befour.year terms allow- ing alternation so in the future voters will have an opportunity to elect new council members every two years. Since the special election will only in- volve the City of Ferndale, the city must pay for the entire cost of the election with its own funds. Forslof said the special election in March 1997 cost the city approximately $6,000. With a special primary and general election in February and March 1999, Forslof said the cost should be at least double the cost of the 1997 election and probably more when considering inflation. "Whenever a jurisdiction goes alone there is a greater cost," she said. cnange The Ferndale City Council held an emergency executive session Thursday night to consider what to do next. An executive session is a closed door meeting which is not open to the public. The topic of the meeting dealt with potential liti- gation, according to City Manager Stan Strebel. It was not disclosed whether the City Council is considering challenging the election's results through litigation how- ever. Another area of concern is that over the next few months the council was expected to meet and receive input from the differ- ent city department heads to discuss the annual city budget, consider department re- quests and adopt the budget. The first public hearing was scheduled to be held on Nov. 23 at the City Council meeting. Washington state law requires the council adopt the 1999 budget on or before Dec. 31. City Councilman Mike Reilly, a propo- nent for the change, is suggesting the city freeze the 1999 budget at the same levels as in 1998 to prevent the outgoing government from spending. the taxpayer's money - Reilly said the current government should refrain from making any significant changes since the new government will have to live with the outgoing government's decisions. Reilly also said some room for inflation for the fire district and 9-1-1 emergency funds would be ac- ceptable. Reilly declined comment on whether he would be running for mayor or a council position, but said several people have asked him if he is considering running and have suggested he do so. Remember to SIGN YOUR NAME on the outside of the MAILING envelope on the line under the Voter Affidavit. Your signature is compared to your signature on file with the County. 2. In the Ballot Guide, to the right of each measure or candidate, is a number which is assigned to a position on your Ballot Card. 3. Use a paper clip, tooth pick or sharp pencil to punch out the pre -scored square located ju3t above the number assigned to the candidate or measure. 4. Write in candidates may be voted for by using the space provided on the flap attached to your ballot card. You must list both the Name and Office of the write-in candidate and the Political Party in Partisan races. Do not punch out a position number for any other candidate for that office. 5. After you have finished voting, place your Ballot Card in the Ballot Security Envelope. 6. Place the Ballot Security Envelope containing your voted ballot runchcard INSIDE THE PRE -ADDRESSED MAILING ENVELOPE. 7. Put a first-class stamp on the envelope and mail it so it is postmarked no later than the day of the election. The ballot will be counted if it is postmarked not later than election day and if it is received by the county auditor not later than the tenth day following any special election or primary, or the fifteenth day following a general election. 8. If you spoil your ballot or wish to change your vote, use the BALLOT GUIDE and with a pen make your selections. Return it in the Ballot Security Envelope instead of the ballot card. 9.
