ware Corporation (publisher of said newspaper), and authorized to
make this affidavit; that the legal notice entitled in the cause and
court named on the attached copy which is a true and correct copy
of the original (and hereinafter referred to as "Notice") was pub-
lished in the regular and entire issue, and not in supplement, of

THE SPECIAL ELECTION OF MAY 20, 1997
A board meeting of the Whatcom County Canvassing Authority was called to order on
Thursday, May 29, 1997 at 9:00 am.
The canvassing board members Sf irl ors of, Whatcom County Auditor, Barbara
Brenner, County Council member, and Daniel Gibson, County Prosecuting Attorney were
present.
Joyce Herrin and Ethel Heyrend election deputies were present.
There were no political parry or other observers present.
The special ballots from the polls were numbered 1 through 29 for identification.
The absentee ballots were numbered 30 through 63 for identification.

1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2. In the Ballot Guide, to the right of each measure or candidate,
is a number which is assigned to a position on your Ballot
Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the candidate or measure.
4. Write in candidates may be voted for by using the space
provided on the flap attached to your ballot card. You must list
both the Name and Office of the write-in candidate and the
Political Party in Partisan races. Do not punch out a position
number for any other candidate for that office.
5. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.

A RESOLUTION of the City of Everson, Washington, pro id" ing forlthe
submission to the voters of the City at a special election to be held therein on
May 20, 1997, of a proposition authorizing the City to incur indebtedness by
issuing its general obligation bonds in a par amount not to exceed $500,000,
payable by annual property tax levies to be made in excess of regular property
tax levies, for the purpose of paying all or a part of the City's contribution to the
cost of improvements to Main Street and Everson Road and carrying out other
capital purposes as determined by the City Council, and to levy those excess
property taxes.
WHEREAS, the City of Everson, Washington (the "City"), is in urgent need of
acquiring, constructing and installing improvements to Main Street and Everson Road as more
particularly described in Exhibit A attached hereto and by this reference incorporated herein and
carrying out other capital purposes as determined by the City Council (the "Project"), and the
City does not have sufficient funds available for that purpose to meet the estimated cost of those
improvements; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERSON,
WASHINGTON, as follows:
Section 1. The City shall acquire, construct and install improvements to Main Street and
Everson Street as more particularly described in Exhibit A (the "Project"). The total estimated
cost of the Project, is declared to be, as nearly as may be, $1,000,000, which cost is expected
to be financed by the assessments levied within a local improvement district, State grants and
money of the City available to be used therefore (the "City's contribution"). The estimated cost
of the City's contribution to the Project, including the costs of issuing and selling the bonds
authorized by this resolution, is declared to be, as nearly as may be, $500,000. The economic

life of the improvements to be financed by the City's contribution to the Project is expected to
be at least 10 years.
Section 2. The City shall borrow not to exceed $500,000 on the credit of the City and
issue and sell its general obligation bonds in that principal amount for strictly municipal capital
purposes, other than the replacement of equipment, to provide a portion of the funds for the
Project and carry out other capital purposes as determined by the City Council. Costs of
engineering, planning, financial, legal and other services lawfully incurred incident to the Project
shall be appropriate capital costs to be paid from the proceeds of the bonds authorized by this
resolution.
The City Council declares that to the extent, if any, the City prior to the date bonds or
other short-term obligations are issued to finance the Project shall make capital expenditures for
the Project from funds that are not (and are not reasonably expected to be) reserved, allocated
on a long-term basis or otherwise set aside by the City under its existing and reasonably
foreseeable budgetary and financial circumstances to finance the Project, those capital
expenditures are intended to be reimbursed out of proceeds of the bonds or other short-term
obligations issued in an amount not to exceed the principal amount provided by this resolution.
Section 3. The bonds shall be issued as a single issue, as a part of a combined issue with
other authorized bonds, or in more than one series. The bonds shall be fully registered; shall
bear interest payable as permitted by law; shall mature within 10 years from their date or within
any shorter period fixed by the City Council; shall be paid by annual property tax levies
sufficient in amount to pay both principal and interest when due, which annual property tax
levies shall be made in excess of regular property tax levies without limitation as to rate or
amount but only in amounts sufficient to pay both principal and interest when due; and shall be

issued and sold in the manner, at the times and in the amounts as shall be required for the
Project. The exact date, form, terms, option of prior redemption, if any, price, interest rate or
rates and maturities of the bonds shall be fixed hereafter by resolution of the City Council.
Pending the issuance of the bonds and receipt of their proceeds, the City Council may authorize
the issuance of short-term obligations pursuant to chapter 39.50 RCW, and the costs of those
short-term obligations shall be included in the cost of the Project for which the bonds are issued.
Section 4. The City Council finds that an emergency exists which requires constructing,
acquiring, constructing and installing the improvements comprising the Project, and the Auditor
of Whatcom County, Washington, as ex officio Supervisor of Elections, is requested to concur
in that finding and to call and conduct a special election to be held in the City on May 20, 1997,
for the purpose of submitting to the qualified electors of the City for their approval the question
of whether or not the City shall borrow not to exceed $500,000, issue its general obligation
bonds in that principal amount for capital purposes only, other than replacement of equipment,
and levy excess taxes necessary to redeem the bonds as herein set forth.
Section 5. The City Clerk -Treasurer is directed to certify to the Auditor of Whatcom
County, Washington, as ex officio Supervisor of Elections, at least 45 days prior to the May 20,
1997, special election date a copy of this resolution and the proposition to be submitted at that
special election in the form of a ballot title as follows:

A RESOLUTION of the City of Everson, Washington, providing for' the
submission to the voters of the City at a special election to be held therein on
May 20, 1997, of a proposition authorizing the City to incur indebtedness by
issuing its general obligation bonds in a par amount not to exceed $500,000,
payable by annual property tax levies to be made in excess of regular property
tax levies, for the purpose of paying all or a part of the City's contribution to the
cost of improvements to Main Street and Everson Road and carrying out other
capital purposes as determined by the City Council, and to levy those excess
property taxes.
WHEREAS, the City of Everson, Washington (the "City"), is in urgent need of
acquiring, constructing and installing improvements to Main Street and Everson Road as more
particularly described in Exhibit A attached hereto and by this reference incorporated herein and
carrying out other capital purposes as determined by the City Council (the "Project"), and the
City does not have sufficient funds available for that purpose to meet the estimated cost of those
improvements; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERSON,
WASHINGTON, as follows:
Section 1. The City shall acquire, construct and install improvements to Main Street and
Everson Street as more particularly described in Exhibit A (the "Project"). The total estimated
cost of the Project, is declared to be, as nearly as may be, $1,000,000, which cost is expected
to be financed by the assessments levied within a local improvement district, State grants and
money of the City available to be used therefore (the "City's contribution"). The estimated cost
of the City's contribution to the Project, including the costs of issuing and selling the bonds
authorized by this resolution, is declared to be, as nearly as may be, $500,000. The economic

life of the improvements to be financed by the City's contribution to the Project is expected to
be at least 10 years.
Section 2. The City shall borrow not to exceed $500,000 on the credit of the City and
issue and sell its general obligation bonds in that principal amount for strictly municipal capital
purposes, other than the replacement of equipment, to provide a portion of the funds for the
Project and carry out other capital purposes as determined by the City Council. Costs of
engineering, planning, financial, legal and other services lawfully incurred incident to the Project
shall be appropriate capital costs to be paid from the proceeds of the bonds authorized by this
resolution.
The City Council declares that to the extent, if any, the City prior to the date bonds or
other short-term obligations are issued to finance the Project shall make capital expenditures for
the Project from funds that are not (and are not reasonably expected to be) reserved, allocated
on a long-term basis or otherwise set aside by the City under its existing and reasonably
foreseeable budgetary and financial circumstances to finance the Project, those capital
expenditures are intended to be reimbursed out of proceeds of the bonds or other short-term
obligations issued in an amount not to exceed the principal amount provided by this resolution.
Section 3. The bonds shall be issued as a single issue, as a part of a combined issue with
other authorized bonds, or in more than one series. The bonds shall be fully registered; shall
bear interest payable as permitted by law; shall mature within 10 years from their date or within
any shorter period fixed by the City Council; shall be paid by annual property tax levies
sufficient in amount to pay both principal and interest when due, which annual property tax
levies shall be made in excess of regular property tax levies without limitation as to rate or
amount but only in amounts sufficient to pay both principal and interest when due; and shall be

issued and sold in the manner, at the times and in the amounts as shall be required for the
Project. The exact date, form, terms, option of prior redemption, if any, price, interest rate or
rates and maturities of the bonds shall be fixed hereafter by resolution of the City Council.
Pending the issuance of the bonds and receipt of their proceeds, the City Council may authorize
the issuance of short-term obligations pursuant to chapter 39.50 RCW, and the costs of those
short-term obligations shall be included in the cost of the Project for which the bonds are issued.
Section 4. The City Council finds that an emergency exists which requires constructing,
acquiring, constructing and installing the improvements comprising the Project, and the Auditor
of Whatcom County, Washington, as ex officio Supervisor of Elections, is requested to concur
in that finding and to call and conduct a special election to be held in the City on May 20, 1997,
for the purpose of submitting to the qualified electors of the City for their approval the question
of whether or not the City shall borrow not to exceed $500,000, issue its general obligation
bonds in that principal amount for capital purposes only, other than replacement of equipment,
and levy excess taxes necessary to redeem the bonds as herein set forth.
Section 5. The City Clerk -Treasurer is directed to certify to the Auditor of Whatcom
County, Washington, as ex officio Supervisor of Elections, at least 45 days prior to the May 20,
1997, special election date a copy of this resolution and the proposition to be submitted at that
special election in the form of a ballot title as follows:

Section 4. The City Council finds that an emergency exists which requires constructing,
acquiring, construcdng and installing the inprovements comprising the Project, and the Auditor
of Whatcom County, Wasltirrgm, as ex ofpicio Supervisor of Elections, is requested to concur
in that finding and to call and conduct a special election to be held in the City on May 20, 1997,
for the purpose of submitting to the qualified electors of the City for their approval the question
of whether or not the City shall borrow not to exceed $500,000, issue its general obligation
bonds in that principal amrnrnt.for capital purposes only, other than replacement of equipment,
and levy excess taxes necessary to redeem the bonds as herein set forth.
Section 5. The City Clerk -Treasurer is directed to certify to the Auditor of W'batcom
County, Washington, as ex officio Supervisor of Elections, at least 45 days prior to the May 20,
1997, special election date a copy of this ordinance and the proposition to be submitted at that
special election in the form of a ballot title as follows:

Absentee Ballots are in the mail to the Permanent Absentee Voters in Mt. Baker School District
No. 507, Nooksack Valley School District No. 506 and Everson City. If the permanent
absentee voters in the Mt. Baker School District, Nooksack Valley School District and Everson
City do not receive their ballots by May 9th, they should call the Auditor's office at 676-6745 or
398-1310 according to Auditor Shirley Forslof.
"Absentee Ballots for registered voters in the Mt. Baker School District, Nooksack Valley
School District and Everson City are available in the Auditor's office for the May 20, 1997
Special Election" Auditor Shirley Forslof announced
Voters or a relative (who is a registered voter) may phone the Election Department and request
an absentee ballot be mailed to them. The numbers to phone are 676-6745 or 398-1310 and ask
for Elections.
A registered voter may apply for an absentee ballot in person at the Auditor's Office, first floor of
the Courthouse, 311 Grand Avenue, Bellingham. Absentee ballots may be requested by letter.
Include your name and signature, current address and address where you wish to have the ballot
mailed. Mail requests to:

The registration books in all precincts within the Nooksack Valley School District No. 506,
Mt. Baker School District No. 507, and the City of Everson, Whatcom County, Washington, will
be closed to original registrations and transfers between precincts after Saturday, April 19, 1997,
until after the Special Elections held on Tuesday, May 20, 1997.
Mail -in voter registration forms can be picked up at the following locations:

Bellingham Public Libraries
City Clerks Offices
Post Offices
Whatcom County Rural Libraries
State Drivers License Agency
Major grocery stores
No person may vote in any election in a precinct polling place unless he or she is registered
to vote at least thirty days before that election. If a person, otherwise qualified to vote in the state,
county, and precinct in which he or she applies for registration, is not registered to vote by the
closing date of April 19, 1997, he or she may register to vote in person and apply for an absentee
ballot in the Whatcom County Auditor's office until 4:30 p.m., May 5, 1997.
The special registration and absentee voting procedure begins April 21,1997 and ends
on May 5, 1997.
Please note the special registration and absentee voting procedure can be done only at the
County Auditor's office, 311 Grand Avenue, Whatcom County Courthouse.

MAY 20, 1997
Began election night count at 8:20 PM, all present were: Terry Hinz, Pete Griffin, Ethel
Heyrend, Joyce Herrin and Kerry O'Brien. Opened L & A transfer case, verified seal and
separated header cards. Summary of original L & A was printed out and compared with the
sealed L & A. Terry and Pete approved and signed.
8:33 - The counters were zeroed out, and report showing all zeros was run.
8:35 - Opened absentee transfer case, verified seal and started count.
8:45 - Finished all absentees, run count printout. First poll workers arrive.
8:48 - Absentee ballots put into transfer case, sealed and returned to vault.
8:50 - Count of ballots from poll sites begins
10:00 - Final count printed.
