Consent PROPOSED BY: ci t�4 of gvaraoa INTRODUCTION DATE: December 17 , 1992 RESOLUTION NO. 92- 79 A RESOLUTION SETTING A SPECIAL ELECTION WITHIN THE CITY OF EVERSON TO DETERMINE IF THE CITY OF EVERSON SHALL BE ANNEXED INTO THE WHATCOM COUNTY RURAL LIBRARY DISTRICT WHEREAS, R.C.W. 27.12.360 permits the legislative body of a city with a population of one hundred thousand (100,000) or less to initiate an annexation procedure by ordinance declaring its finding that the public interest of the residents of the city would be served by annexation into the rural library district of the county; WHEREAS, the City of Everson, a city with a population less than one hundred ,thousand (100,000), has enacted such an ordinance, Ordinance No. 442, on June 23, 1992; WHEREAS, there being no library board within Everson, the Everson Ordinance No. 442 has been duly submitted to the State Librarian for review as provided by law, and has further received the concurrence of Whatcom County Rural Library District, as appears by the e�e Aurmnt re iiibrxrV Annnattnn attached hereto; WHEREAS, upon receipt of notification of the enactment of the above -referenced city ordinance, the opportunity for review by the State Librarian, and the concurrence of the rural library district, R.C.W. 27.12.370 provides that the County legislative authority shall by_ Resolution call a special election to be held in such city on the next date provided in R.C.W: 29.13.010; and WHEREAS, the next available special election date provided in R.C.W. 29.13.010 is the 2d day of February, 1993; NOW THEREFORE - BE IT RESOLVED by the Whatcom County Council that a special election conducted by the Whatcom County Auditor's Office shall be set on the annexation ballot proposition within the City of Everson for the 2d day of February, 1993. Per your requirement, I have drafted the Resolution necessary for Council approval to place the annexation ballot proposition on the February 2, 1993, special election date.
