Filing Proposed Ballot Measures for Inclusion in
Election (Cities only)
(AUDITOR'S OFFICE — Elections)
This procedure applies to Auditor's staff, the Assessor's Office, and representatives of the cities
submitting proposed ballot measures.
Actions by Representative of Cities:
1. Submits proposed ballot measure to Auditor's Office at least 46 days prior to the election
date for a special election, no later than the Friday immediately before the first day of regular
candidate filing for the primary election, or no later than the day of the primary for a general
election.
Actions by Election Clerk:
If received by mail or courier (e.g., Fourth Corner Network), gives to Office Coordinator to
complete steps 3-7.
If received over the counter, date stamps first page only of the submittal.
4- Checks that resolution contains original signatures by a majority of commissioners or other
legislative body or certified copy by clerk. Ensures that the date of the election is stated.
nj,4 4K If not original signatures, returns paperwork to submitter to obtain appropriate
signatures before process continues.
6- Prepares Ballot Measure Receipt (See FRM #AU470090A). Makes a copy for file and
gives original to filer. (Note: Fill in ballot measure name only — no references to resolution
number.)

The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the General and Special
Election held November 4, 2014, within the boundaries of the City of Blaine, Whatcom County, State
of Washington.
The proposition concerned changing the name of the City of Blaine to the City of Blaine Harbor.
Requirements for Passage
as Supplied by the City of Blaine:
Needs Simple Majority (`Yes' vote of 50% + 1)
The proposition received 33.80% and therefore, Failed.

RESOLUTION NUMBER NO. 1641-14
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BLAINE,
WASHINGTON, PURSUANT TO RCW 35.62.021, SUBMITTING TO
THE COUNTY AUDITOR FOR PLACEMENT ON THE BALLOT A
PROPOSED NAME CHANGE FROM CITY OF BLAINE TO CITY OF
BLAINE HARBOR.
WHEREAS, the City council of the City of Blaine, Washington, pursuant to RCW
35.62.021, sets an election on changing the name from the City of Blaine to City of Blaine
Harbor, which shall be held at the next General Election;
NOW, THEREFORE, be it resolved by the City Council of the City of Blaine, Washington,
as follows:
The following ballot proposition shall be presented to the County Auditor and placed on
the ballot at the next general election. The ballot proposition shall read:
"Shall the name of the City of Blaine be changed to the City of Blaine Harbor?
Yes...
No..."
2. If a majority of the votes are cast in favor of the name change, then the name shall be
changed effective thirty (30) days after certification of the election results.
PASSED BY THE CITY COUNCIL OF BLAINE, WASHINGTON, on the 96' day of June,
2014, and approved by the Mayor on the same day.

rather than "Ballot Measure __ ..." it will be "City of Blaine Ballot Measure 2014-1..." or similar change.
The Auditor's have asked me for a short Ballot title... I will draft the 3-5 word title and review with you first prior to
sending to the Auditor's office.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BLAINE,
WASHINGTON, PURSUANT TO RCW 35.62.021, SUBMITTING TO
THE COUNTY AUDITOR FOR PLACEMENT ON THE BALLOT A
PROPOSED NAME CHANGE FROM CITY OF BLAINE TO CITY OF
BLAINE HARBOR.
WHEREAS, the City council of the City of Blaine, Washington, pursuant to RCW
35.62.021, sets an election on changing the name from the City of Blaine to City of Blaine
Harbor, which shall be held at the next General Election;
NOW, THEREFORE, be it resolved by the City Council of the City of Blaine, Washington,
as follows:
1. The following ballot proposition shall be presented to the County Auditor and placed on
the ballot at the next general election. The ballot proposition shall read:
"Shall the name of the City of Blaine be changed to the City of Blaine Harbor?
Yes...
No..."
2. If a majority of the votes are cast in favor of the name change, then the name shall be
changed effective thirty (30) days after certification of the election results.
PASSED BY THE CITY COUNCIL OF BLAINE, WASHINGTON, on the 91h day of June,
2014, and approved by the Mayor on the same day.

shall be in substantially the following form:
"Shall the name of the city (or town) of (insert name) be changed to the city (or town) of
insert the proposed new name ?

If a majority of the votes cast favor the name change, the city or town shall have
its name changed effective thirty days after the certification of the election
results.
RCW 35.62.021
Election — Petition or resolution.
The question of whether the name of a city or town shall be changed shall be presented
to the voters of the city or town upon either: (1) The adoption of a resolution by the city
or town council proposing a specific name change; or (2) the submission of a petition
proposing a specific name change that has been signed by voters of the city or town
equal in number to at least ten percent of the total number of voters of the city or town
who voted at the last municipal general election. However, for any newly incorporated
city or town that has not had city officials elected at a normal general municipal election,
the election that is used as the base for determining the number of required signatures
shall be the election at which the initial elected officials were elected.
The election on changing the name of the city or town shall be held at the next
general election occurring sixty or more days after the resolution was adopted, or the
resolution [petition] was submitted that has been certified by the county auditor as
having sufficient valid signatures.
