candidate, is a number which is assigned to a
position on your Ballot Card.
3. Use a paper clip, tooth pick or sharp pencil to
punch out the pre -scored square located just
above the number assigned to the candidate or

Shirley -
I received your e-mail questions concerning changing the name of a code
city and I think I can answer most of your questions.
First of all, as you are aware Blaine is a noncharter code city with a
council-manager form of government.
The basic statutory provisions that apply to a name change for cities are
contained in Ch. 35.62 RCW. These procedures apply to all classes of
cities, including code cities (see RCW 35A.21.140). They also apply equally
to cities with a mayor -council form or a council-manager form of government.
The name change can be initiated by the city council in a resolution or by
the submission of a petition proposing a specific name change signed by
voters of the city equal in number to at least ten percent of the total
number of voters who voted at the last municipal general election.
The petition should be turned in to the city clerk, who has three working
days after the petition is filed to transmit the petition to the county
auditor to determine the sufficiency of the signatures. In my opinion, the
city attorney must also review the petition because the city attorney has
responsibility to prepare the ballot title for the election (see RCW
35A.29.120). There some changes in regard to the requirements for the
ballot title, which were enacted in Ch. 197, Laws of 2000, so the city
attorney must be certain to review those changes before preparing the ballot
title. The form of the question to be submitted is substantially set out in
RCW 35.62.031 if one name if being proposed or RCW 35.62.041 if more than one
name if being proposed.
I hope this answers most of your questions. Let me know if you have any
additional concerns. It is actually quite rare for a name change for a city
to be voted on so we do not have many examples in this state as far as I am
aware (although it has happened before).

35.62.021 Election —Petition or resolution. The
question of whether the name of a city or town shall be
changed shall be presented to the voters of the city or town
upon either: (1) The adoption of a resolution by the city or
town council proposing a specific name change; or (2) the
submission of a petition prallosing a specific name change
that has been signed by voters of the city or town equal in
number to at least ten percent of the total number of voters
of the city or town who voted at the last municipal general
election. However, for any newly incorporated city or town
that has not had city officials elected at a normal general
municipal election, the election that is used as the base for
determining the number of required signatures shall be the
election at which the initial elected officials were elected.

shall be held at the next general election occurring sixty or
more days after the resolution was adopted, or the resolution
[petition] was submitted that has been certified by the county
auditor as having sufficient valid signatures. [1990 c 193 §

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BLAINE, WASHINGTON,
PURSUANT TO 35.62.021, SUBMITTING TO THE COUNTY AUDITOR FOR
PLACEMENT ON THE BALLOT A PROPOSED NAME CHANGE TO CITY OF
"BLAINE HARBOR".
WHEREAS, the City Council of the City of Blaine, pursuant to RCW 35.62.021, has set
an election on changing the name of the city from Blaine to city of Blaine Harbor which shall be
held at the next General Election.
NOW THEREFORE, IT IS HT--PEBY ORDAINED BY THE CITY COUNCIL OF
THE CITY OF BLAINE as follows:
The following ballot proposition shall be presented to the County Auditor and placed on
the ballot at the next general election. The ballot proposition shall read:
"Shall the name of the City of Blaine be changed to City of "Blaine Harbor?
Yes ... No...".
The Council further resolves that if a majority of the votes are cast in favor of the name
change, then the name shall be changed effective thirty (30) days after certification of the
election results.

Policies and Procedures
PETITION FILING
w When a petition is presented to the Elections Department for verification of signatures,
these procedures must be followed:
► Number and date -stamp each signature page of the petition.
► Count the number of signatures on each page being filed and record on the page.
► Type a receipt for the petition stating the number of pages and the number of total_
signatures.
► Sign as receiving and also have the person filing the petition or delivering the
petition sign.
► Make a copy of the receipt for the elections files. Give original to the person filing
the petition.
Notify Supervisor or other person in charge that the petition has been filed.
► Supervisor must then research the laws pertaining to the petition to determine how
many signatures are required and the time period within which the petition must
be certified.
► Store the petition in the vault or election department safe until verification of
signatures is complete.
► When finished and returning the petition to the author or jurisdiction again type a
receipt showing the number of total pages and number of signatures, the original
to be placed in the election department files and the copy to the third party.
Note: When receiving petitions confirm whether they are public records with the Civil Deputy
Prosecuting Attorney.

PETITION VERIFICATION
After the petition has been filed and accepted the subsequent checking of signatures begins.
Always keep the petition in the vault when pages are not in use.
Check signatures
■ First, determine the criteria required by RCW / WAC and City or County Charters for a
signature to be valid and the number of accepted signature for validation of the petition.
■ Do signers have to be electors, property owners, registered voters? Once that has been
established, proceed.
If voter registration is required
■ Enter the voter registration system petition module. Search for each voter by last name
and first initial. Determine if the person is a registered voter.
► If not, mark NR to the left of the signature.
► If yes, proceed to the next step.
■ Compare signatures. When verifying signatures, the following may be taken into
consideration;
► Age and/or date of registration of the voter. Some signatures may have changed
considerably, but there is usually some characteristic that remains the same.
► Variations in a name are permissible. Nicknames are fine as long as the signature
matches.
■ Accept the signer in the system and mark "A" to the left of the name.
■ If a person has already signed the petition, mark "DUP" to the left of the name.
■ If you feel the signatures do not match mark "SIG" to the left of the name.
■ If it is determined the signature will not be counted, enter Rejected into the system.
