AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BLAINE, WASHINGTON, REPEALING ALL PRIOR ORDINANCES
DEFINING WARDS WITHIN THE CITY AND ADOPTING NEW WARD
BOUNDARIES.
WHEREAS, the Revised Code of Washington allows the Council
of a noncharter code city to change boundaries of
existing wards to be more closely represented by
population; and
WHEREAS, ward boundaries were previously established by
Ordinance Nos. 77, 1386 and 1683; and
WHEREAS, Ordinance No. 77 and 1386 have been repealed;
NOW, THEREFORE, BE IT HEREBY ORDAINED BY THE CITY COUNCIL OF THE
CITY OF BLAINE, WASHINGTON, AS FOLLOWS:
SECTION 1: Ordinance No. 1683 is hereby repealed.
SECTION 2: The territory situated and comprised within the
corporate limits of the City of Blaine, in the County of Whatcom,
in the State of Washington, is hereby divided into three (3)
Wards to be numbered First, Second and Third Wards, respectively,
and bounded and described in the attached map and as follows:
a) WARD 1: All of the area within the existing East
and West City Limits lying South of the
International Border to the middle of "G" Street.
b) WARD 2: All of the area within the existing East
and West City Limits lying South of the middle of
"G" Street, to the middle of Cedar Street,
including Boundary Ridge, Drayton Cove, Beachwalker
and the Marina at Semiahmoo.
c) WARD 3: All of the area within the existing East
and West City Limits lying South of the middle of
Cedar Street to the Southern City Limits of Blaine
and the remainder of the Semiahmoo District not
previously described and contained in Ward 2.
SECTION 3: A copy of this ordinance shall be forwarded to the
Auditory of Whatcom County.

SECTION 4: All ordinances, or parts of ordinances, in conflict
herewith are hereby repealed.
SECTION 5: If any section, subsection, clause or phrase of this
ordinance is for any reason held to be invalid or
unconstitutional, such decision shall not affect the validity of
the remaining portions of this Ordinance. The City of Blaine,
Whatcom County, State of Washington hereby declares that they
would have passed this ordinance and such section, subsection,
sentence, clause or phrase thereof, irrespective of the fact that
any one or more other sections, subsections, sentences, clauses
or phrases be declared invalid or unconstitutional.
SECTION 6: This Ordinance is declared to be in full force and
effect after its passage by the City Council and approval by the
Mayor, if approved, otherwise as provided by law, five (5) days
after the date of its publication.
