Attached is a list of election workers who are assigned to your poll site. Please contact each worker for verification that they will be at the poll to work on May 18, 1993. All election supplies will be delivered to the poll site by Monday, May 17, 1993 unless we notify you differently. Also please verify that the poll building will be open for you at 6:15 a.m. and that your supplies have been delivered. ALL election board members should check voting supplies for correct precincts. Check the votomatic pages using a demo ballot and periodically check the pages for any defacing. When you deliver the ballots to the Courthouse on Election night for counting, park across from the post office on Prospect St and enter the building between the Jail and Courthouse. Call me any time before the polls open or during voting hours. We will take all collect calls. WHEREAS, the City Council. of the City of Blaine has researched all available public transit options, held public meetings to determine the types and levels of transportation service desired by the people of Blaine, analyzed the financial viability of local transit, conducted a feasibility study, dated July 22, 1992, which is on file with the City Clerk; and WHEREAS, the City Council of the City of Blaine, pursuant to RCW 35.92.060 and RCW 35.92.070, proposes to submit an authorizing proposition to the voters of the City of Blaine creating an urban public transportation system; and WHEREAS, the City Council of the City of Blaine, pursuant to RCW 82.14.045, proposes to submit an authorizing proposition to the voters of the City of Blaine to fix and impose a 6/10 percent sales and use tax for the sole purpose of providing funds for the operation, maintenance, or capital needs of an urban transportation system, NOW, THEREFORE, BE IT RESOLVED AND IT IS HEREBY ORDERED by the City Council of the City of Blaine, Washington: Section 1: Election. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the City of a proposition creating and financing an urban public transit system at a special election to be held on the day of May, 1993. The Whatcom County Auditor, as ex officio supervisor of elections, is hereby requested to find the existence of such emergency and to assume jurisdiction of and to call and conduct said special election to be held within the City and to submit to the qualified electors of the City the proposition hereinafter set forth.
