Pursuant to the Charter of the City of Bellingham, Section 13.01, I hereby submit on behalf of the
City of Bellingham the attached copy of Resolution No. 2004-28 authorizing the submission of
City charter amendment to the city voters at the General Election on November 4, 2008.
The following proposed charter amendment ballot title was prepared by the City Attorney in
accordance with RCW 29A.36.071. Please notify the City Attorney's Office if there are any
questions about the wording of the ballot titles.

A RESOLUTION AUTHORIZING THE SUBMISSION OF A CHARTER AMENDMENT TO
THE CITY VOTERS AT THE NOVEMBER 4, 2008 GENERAL ELECTION WHICH WOULD
CHANGE THE TERM OF THE AT LARGE CITY COUNCIL MEMBER POSITION FROM A
2 YEAR TERM TO 4 YEAR TERM.

WHEREAS, the Bellingham City Charter, Article II section 2.02 currently provides for the
�! election of the at -Large Council member position every two (2) years; and
I
WHEREAS, all other Council member positions and the position of Mayor are four (4) year
terms; and
WHEREAS, changing the term of the at -Large position would result in less candidate
campaigning time and expense and decreased overall election costs to the City; and
WHEREAS, having a longer term, without the added campaign time and expense, may also
increase potential candidate interest in the position; and
WHEREAS, the City Council has determined that it is in the best interests of the City for
voters to have an opportunity to consider whether the term of the at -Large Council Member
should be changed to a four (4) year term;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
BELLINGHAM:
That the City Attorney is hereby directed to prepare an appropriate ballot title for submission
of the following proposed charter amendment to the qualified voters of the City of Bellingham
at the November 4, 2008 general election:
SECTION 2.02 Terms of Elected Officials
This section would be amended to provide that the term of the at -Large Council Member
would be changed from two (2) years to four (4) years and would read as follows:
The term of the Mayor shall be 4 years. The terms of the 6 Council Members to be elected by
wards shall be 4 years. The term of the Council Member to be elected At- Large shall be 4
years. The terms of Council Members shall be so staggered that 3 ward Council members
shall be elected at each municipal general election. The term of the Mayor and the Council
Member at -Large shall be staggered for each municipal general election.

BE IT FURTHER RESOLVED that following finalization of the ballot title, the same shall be
submitted to the Finance Director who shall cause the foregoing proposition to be placed on
the ballot in accordance with this resolution by the transmittal of the same to the Whatcom
County Auditor no later than August 12, 2008.

RESOLUTION NO. 2008-28
A RESOLUTION AMENDING RESOLUTION NO. 2008-24 APPOINTING A COMMITTEE
TO PREPARE PRO AND CON STATEMENTS FOR THE LOCAL VOTERS PAMPHLET ON
THE PROPOSED CHARTER AMENDMENT RELATED TO THE POSITION OF COUNCIL
MEMBER AT LARGE
WHEREAS, on July 21, 2008 the City Council passed Resolution No. 2008-23
authorizing the submission of charter amendment to the voters at the November 4, 2008,
general election which would change the term of the Council Member at Large position to a 4
year term; and
WHEREAS, pursuant to RCW 29.A.32.280 a local jurisdiction that has a ballot issue
for either the primary or general election is required to have its legislative authority formally
appoint a committee to prepare arguments advocating voters' approval of the measure and a
committee to prepare arguments advocating voters' rejection; and
WHEREAS, the legislative authority is required to appoint persons known to favor the
measure to serve on the committee advocating approval and shall, whenever possible
appoint persons known to oppose the measure to serve on the committee advocating
rejections; and
WHEREAS, on July 21, 2008 City Council also passed Resolution No. 2008-24
appointing a committee to prepare pro and con statements for the local voters' pamphlet on
the charter amendments related to the position of Council Member at Large; and
WHEREAS, each committee shall have not more than three members; however, the
committee may seek the advice of any person or persons; and
WHEREAS, since the passage of Resolution No. 2008-24, two persons have
expressed an interest in appointment to the committee to prepare the con statement;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BELLINGHAM:
1. That the following persons are hereby -appointed to prepare arguments advocating the
voters approval of the measure:

2. That the following persons are hereby appointed to prepare arguments advocating the
voters' rejection of the measure:
