Special Election - Proposition No.1
Submitted by the City of Bellingham
LEVY FOR NEW BELLINGHAM MEDIC ONE PROGRAM
The City Council of the City of Bellingham, Washington adopted
Ordinance No. 2004-10-069 concerning regular property taxes for
emergency medical services in the City. If approved, this
proposition would authorize regular property taxes of
$0.351$1,400 of assessed value in 2005 (for a total 2005 regular YES - 214 4
levy rate not to exceed $3.161$1,000) and set the "limit factor" for
2006-2010 maximum levies at the change in the Consumer Price
Index for medical care. This levy shall apply for the years 2005- NO - 216 42010. Additional revenues in excess of the RCW 84.55.010 limits
would be dedicated solely for the new Bellingham Medic One
program. Should this proposition be approved?

concerning a proposed amendment to Section 5.02 of the City Charter.
If approved, this amendment would allow the Mayor and City Attorney to
delegate the responsibility to execute contracts to administrative
designees where permitted under state law. Attestation would no longer
be required, but notarized signatures would be necessary when
required under other law. Should this amendment be adopted?

Pursuant to the Charter of the City of Bellingham, Section 13.01, I hereby submit on
behalf of the City of Bellingham the attached copy of Resolution No. 2004-28
authorizing the submission of certain charter amendments to the city voters at the General
Election on November 2, 2004.
The following proposed charter amendment ballot titles were prepared by the City
Attorney in accordance with RCW 29A.36.071. Please notify the City Attorney's Office
if there are any questions about the wording of the ballot titles.
PROPOSED CHARTER AMENDMENT NO. 1
By City Council
The Bellingham City Council has adopted Resolution 2004-28 concerning a
proposed amendment to Section 5.02 of the City Charter. If approved, this

A RESOLUTION RELATING TO THE BELLINGHAM CITY CHARTER AND PURSUANT TO
ARTICLE XIII, THEREOF, AUTHORIZING THE SUBMISSION OF CERTAIN BELOW
SPECIFIED CHARTER AMENDMENTS TO THE CITY VOTERS AT THE 2004 GENERAL
ELECTION TO BE HELD NOVEMBER 2, 2004.
WHEREAS, the City of Bellingham has considered the need for certain amendments to the
Bellingham City Charter that will assist in the administration of City business, and has
recommended that the City Council, by adoption of this resolution, submit the following
charter amendments to the City voters at the next general election; and,
WHEREAS, the City Council finds that the best interests of the City would be served if the
qualified voters of the City were presented with the opportunity to modify the existing City
Charter by the adoption of the following amendments; and,
WHEREAS, Article XIII, section 13.01 of the City Charter provides that the City Council may,
by agreement of a majority of all the Council members, submit proposed amendments to the
voters for their ratification;
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
BELLINGHAM;
That the City Attorney is hereby directed to prepare appropriate ballot titles for submission of
the following proposed charter amendments to the qualified voters of the City at the
November 2, 2004 general election:
SECTION 5.02 CONTRACTS AND DOCUMENTS -EXECUTION OF

the City from contracting through negotiation for professional services or for doing of work
with patented appliances. The Council shall regulate the matter of making bids and letting
contracts by ordinance not in conflict with the other provisions of this Charter or state law.

BE IT FURTHER RESOLVED that following finalization of such ballot titles, the same shall
be submitted to the Finance Director who shall cause the foregoing propositions to be
placed on the ballot in accordance with this resolution by the transmittal of the same to the
Whatcom County Auditor no later than September 17, 2004.
