of Ballot Punchcard with a
paper clip or similar device.
1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2. In the Ballot Guide, to the right of each measure or candidate,
is a number which is assigned to a position on your Ballot
Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the candidate or measure.
4. Write in candidates may be voted for by using the space
provided on the flap attached to your ballot card. You must list
both the Name and Office of the write-in candidate and the
Political Party in Partisan races. Do not punch out a position
number for any other candidate for that office.
5. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your voted
ballot punchcard INSIDE THE PRE -ADDRESSED MAILING
ENVELOPE.
7. Put afirst-class stamp -on the gnvg[= and mail it so it is
PQ9r.1 rrkk?,d_ no later than the day of the election. The ballot
will be counted if it is postmarked not later than election day
and if it is received by the county auditor not later than the
tenth day following any special election or primary, or the
fifteenth day following a general election,
8. If you spoil your ballot or wish to change your vote, use the
BALLOT GUIDE and with a pen make your selections. Return
it in the Ballot Security Envelope instead of the ballot card.

THE QUALIFIED VOTERS OF THE CITY ON THE GENERAL ELECTION DATE TO BE HELD
THEREIN ON NOVEMBER 4, 1997, OF A PROPOSITION AUTHORIZING THE CITY TO INCREASE
ITS REGULAR PROPERTY TAX LEVY BY $0.57 PER THOUSAND OF ASSESSED VALUATION ON
ALL TAXABLE PROPERTY WITHIN THE CITY, IN EXCESS OF THE REGULAR TAX LEVY OF THE
CITY, TO BE COLLECTED COMMENCING IN 1998 TO PROVIDE AN AGGREGATE AMOUNT OF TAX
REVENUES NOT TO EXCEED $20,000,000, THE PROCEEDS OF SUCH ADDITIONAL LEVY RATE
TO BE USED TO ACQUIRE, IMPROVE, AND MAINTAIN REAL PROPERTY AND INTERESTS IN
REAL PROPERTY FOR OPEN SPACE, GREENWAYS, PARKS, ATHLETIC FIELDS, RECREATION

WHEREAS, the 1990 seven million dollar Greenways Levy at $0.57 per
thousand of assessed valuation has been collected, allocated, and designated
according to the original Greenways program; and,
WHEREAS, numerous citizens, local organizations, and civic leaders have
expressed support for a levy to provide funds for continuing acquisition,
improvement, and maintenance of current and future open space, greenways,
parks, athletic fields, recreation facilities, trails, and wetlands; and,
WHEREAS, such funds shall also be used for all administrative and
implementation costs to the City in carrying out such a program; and,
WHEREAS, a citizen group entitled Beyond Greenways has developed a
proposal which suggests uses for such funds; and,
WHEREAS, the final report of the Mayor's Committee on Tourism identified
trails and greenways as a tool to enhance tourism; and,
WHEREAS, presentations have been made to City neighborhoods, to the
Bellingham Parks and Recreation Advisory Board, to the Whatcom County Parks AND
Recreation Commission, and to all elected City of Bellingham officials on the
need for continuing greenways preservation and the importance of considering
the Beyond Greenways proposal; and,
WHEREAS, the City continues to experience rapid growth and development
on existing private open space lands for a variety of uses which will reduce
the future opportunities for a public system of greenways; and,
WHEREAS, the City Council has determined that it is in the best interests
of the City that its voters have an opportunity to vote on the question of

WHEREAS, in order to pay the costs of acquiring, improving, and
maintaining such real property and interests in real property and the
administrative and implementation costs for the purposes herein, it is deemed
advisable that the City institute a levy and use the proceeds of a temporary
increase of the regular property tax levy rate of the City as authorized by RCW
84.55.050; and,
WHEREAS, nothing in such levy would relieve private developers or others
from obligations otherwise existing in applicable State and local development,
subdivision, and shoreline laws, .regulations, and ordinances; and,
WHEREAS, the question of whether the City may collect such levy must be
submitted to the qualified voters of the City for ratification or rejection,
NOW, THEREFORE, THE CITY OF BELLINGHAM DOES ORDAIN as follows:
Section 1.
(a) The City

Section 2.
(a) The City Council directs the Auditor of Whatcom County, as ex
officio Supervisor of Elections, to call and conduct an election to be held in
the City in the manner provided by law on General Election Day, November 4,
1997, for the purpose of submitting to the qualified voters of the City for
their approval proposition authorizing the City to increase its regular
property tax levy by $0.57 per thousand of assessed valuation on all of the
taxable property within the City, in excess of the regular tax levy of the
City, to commence in 1998 and continue through 2006 (or sooner), to produce an
aggregate amount of tax revenues not to exceed $20,000,000, to be used to pay

(b) Pending the receipt of the money collected from the increased
annual regular property tax levy, the City may issue short-term obligations
pursuant to RCW chapter 39.50 or limited tax general obligations bonds to
provide funds necessary to permit the City to carry out the purposes herein.
Section 3.
The City Clerk is directed to certify to the Auditor of Whatcom County,
Washington, as ex officio Supervisor of Elections, at least 45 days prior to
the November 4, 1997, election date a copy of this ordinance and the
proposition to be submitted at that election in the form of a ballot title as
follows:

Section 2.
(a) The City Council directs the Auditor of Whatcom County, as ex
officio Supervisor of Elections, to call and conduct an election to be held in
the City in the manner provided by law on General Election Day, November 4,
1997, for the purpose of submitting to the qualified voters of the City for
their approval proposition authorizing the City to increase its regular
property tax levy by $0.57 per thousand of assessed valuation on all of the
taxable property within the City, in excess of the regular tax levy of the
City, to commence in 1998 and continue through 2006 (or sooner), to produce an
aggregate amount of tax revenues not to exceed $20,000,000, to be used to pay

the costs of acquiring, improving, and maintaining real property and interests
in real property for the purposes set forth in this ordinance.
(b) Pending the receipt of the money collected from the increased
annual regular property tax levy, the City may issue short-term obligations
pursuant to RCW chapter 39.50 or limited tax general obligations bonds to
provide funds necessary to permit the City to carry out the purposes herein.
Section 3.
The City Clerk is directed to certify to the Auditor of Whatcom County,
Washington, as ex officio Supervisor of Elections, at least 45 days prior to
the November 4, 1997, election date a copy of this ordinance and the
proposition to be submitted at that election in the form of a ballot title as
follows:
