The only change is the insertion of the word "and" in the title, and in line three, of the proposition. Would you please submit the following to the printer: PROPOSITION NO. CITY LEVY FOR: CONTINUED MAINTENANCE AND OPERATIONS, ESSENTIAL SOCIAL SERVICES, CAPITAL IMPROVEMENTS, THE SELF INSURANCE FUND AND TO PARTIALLY OFFSET LOST FEDERAL FUNDING. Shall the following excess taxes for continued maintenance and operations, essential social services, capital improvements, the self insurance fund and to partially offset lost federal funding, be levied upon all taxable property within the City of Bellingham: approximately $.599 per $1,000.00 assessed value (based on 100% of true and fair value) to provide $850,000 in each of four consecutive years, said levies to be made in 1986, 1987, 1988, and 1989, and to be collected in 1987, 1988, 1989, and 1990, as specified in City Resolution No. 43-1986 . ZIAA► 9- Z4 - K 4864L RESOLUTION 110. - Ip (o A RESOLUTION RELATING TO THE DIVISION OF WARD BOUNDARIES, AND PROPOSING A CHARTER AMEND?4ENT IN REGARD THERETO. WHEREAS, Section 1.05 of the City Charter requires that the City shall be divided into six wards, as nearly equal in population and geographically compact as possible; and WHEREAS, whenever the number of registered voters in any one ward exceed the number of registered voters in any other ward by more than fifteen percent, the Finance Director must notify the City Council, and the City Council must redivide the City into wards in accordance with Section 1.05 of the Charter; and WHEREAS, the names of voters who vote in Presidential elections remain upon voter registration lists for four years, and the Fifth Ward is frequently out of balance with other City wards because the voter registration list for that ward includes the names of Western Washington University students who no longer reside in the ward, thus creating an artificially high voter registration count in the ward; and WHEREAS, because of Section 1.05 the imbalance in the size of the Fifth Ward will require the City Council, City staff and the County Auditor to spend both time and money adjusting ►card boundaries needlessly; and WHEREAS, if the time period when Council reviews ward boundaries was changed to every four years, the voter rolls would be purged prior to their review, a more accurate count of the registered voters would be obtained, and time and money could be saved, NOW, THEREFORE, BE IT RESOLVED BY THE BELLINGHAM CITY COUNCIL that the City Attorney is directed to prepare an appropriate ballot title for the following proposed Charter amendment, and to submit the proposed amendment to the Whatcom County Auditor for submission to the electors of the City for their ratification at the November general election: .nor \1,4A v City of Bellingham C v CITY ATTORNEY 210 Lottie Street y'� Bellingham, Washington 98225 4524L1 C� Telephone (206) 676�903 Section 1.05 Wards - Definitions and Boundaries The City of Bellingham shall be divided into six (6) wards as nearly equal in population and geographically compact as possible: PROVIDED; That the existing boundaries of the wards as now constituted shall continue until changed as provided in the next paragraph. Commencing February 1, 1988, and by February 15 of each fourth year thereafter, whenever the number of registered voters in any one ward exceed the number of registered voters in any other ward by more than fifteen (15) percent, the Finance Director shall notify the City Council, and the City Council shall, by ordinance, cause the imbalance in ward size to be rectified in accordance with this and the preceding paragraph: Provided, that Council action on any redivision shall be completed by April 30th of that year. The Finance Director shall, on May 1st of each fourth year certify to the City Council the number of registered voters in each ward as of that date.
