Authorizing Continuing Property Tax Levy
At their September 12, 2023 meeting, the Board of Commissioners of Blaine -Birch Bay Park and
Recreation District 2 adopted Resolution No. 2023-10 authorizing the District to maintain a regular
property tax levy of $0.10 per $1,000.00 of assessed valuation for a six (6) year period (2025-2030).
Shall the Blaine -Birch Bay Park and Recreation District 2 continue a property tax levy to fund
community program support, operations, staffing, maintenance, and capital improvements?

Explanatory Statement
Resolution No. 2023-10 proposes a continuance of the current property tax levy of $0.10 per
$1,000.00 of assessed valuation for a six -year period. The initial funding, approved by voters in
2017, has since enriched the community through increased recreational opportunities for people of
all ages. The continuance of this levy is essential for the District to be able to develop parks, sports
fields, classes, and trails, as well as to provide recreational and leisure activities for the community.
It is necessary to preserve the continuance of existing services, and comes at without change to
current tax levels.

Resolution Provided for the Submission of Levy Whatcom County Elections
A RESOLUTION of the Board of Park Commissioners of Blaine -Birch Bay Park and Recreation
District #2, Whatcom County, Washington, providing for the submission to the voters of the
District at a special election to be held on February 13, 2024, in conjunction with the state
special election to be held on the same day, a proposition authorizing the District to maintain a
regular property tax levy of $0.10 per $1,000.00 of assessed valuation for the District's general
fund to pay for general expenses of staffing, operations, maintenance, capital improvements
and community program support in the Blaine -Birch Bay Park and Recreation District #2, such
levy to be made in 2024 and collection in 2025, 2026, 2027, 2028, 2029, and 2030.
WHEREAS, it is the judgment of the Board of Commissioners of the District that it is essential
and necessary to fund staffing, operations, maintenance and capital improvement in the
provision of recreational and leisure time activities, classes, sports and programs for people of
all ages in the greater Blaine — Birch Bay area.
WHEREAS, in order to provide recreational and leisure time activities, classes, sports and
programs to people of all ages in the greater Blaine — Birch Bay area and develop parks, sports
fields, trails and the like, funding; is necessary.
WHEREAS, in order to provide the necessary revenue to pay the costs of providing recreational
opportunities as described in Section 1 and to maintain reserve funds sufficient to assure
continuation of such services, the District shall collect beginning in 2025, pursuant to RCW
36.68.400, a general tax on taxable property within the District at a rate of $0.10 per $1,000.00
of assessed valuation subject to otherwise applicable statuary limits. This property tax levy
would be collected for a six (6) year period, 2025 through 2030.
NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of the Blaine -Birch Bay Park
and Recreation District #2, Whatcom County, Washington as follows:
There shall be submitted to the qualified electors of the District for their ratification or
rejection, at a general election in February 13, 2024 in conjunction with the state general
election to be held on the same date, the question of whether or not the regular property tax
levy of the District should be set at $0.10 per $1,000.00 of true and assessed valuation in 2024
and be collected for the following six years, subject to otherwise applicable statuary limitations.
The Whatcom County Auditor as ex-officio Supervisor of Elections is hereby requested to call
such special election, and to submit the following proposition at such election, in the form of a
ballot title substantially as follows:
Shall the Blaine -Birch Bay Park and Recreation District #2 continue a property tax levy of $0.10
per $1,000.00 of assessed valuation for a six 6 year, period 2025 — 2030 to fund community
program support, operations, staffing, maintenance and capital improvements.
