A RESOLUTION of the Board of Park Commissioners of Northwest park and Re A'MOM CDJJNTV AUDITOC
District #2, Whatcom County, Washington, providing for the submission to the voters of the
District at a general election to be held on November 5, 2013, in conjunction with the state
general election to be held on the same day, a proposition authorizing the District to set and
maintain a regular property tax levy of $0.10 per $1,000.00 of assessed valuation for the
district's General Fund to pay for general expenses of staffing, operations, maintenance and
capital improvements of the Northwest Park and Recreation District #2, such levy to be made in
2013 and collection in 2014, 2015, 2016, and 2017.
WHEREAS, it is the judgment of the Board of Commissioners of the District that it is essential
and necessary to fund staffing, operations, maintenance and capital improvement in the
provision of recreational and leisure time activities, classes, sports and programs for people of
all ages in the greater Blaine — Birch Bay area.
NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of the Northwest Park
and Recreation District #2, Whatcom County, Washington as follows:
Section 1. In order to provide recreational and leisure time activities, classes, sports and
programs to people of all ages in the greater Blaine — Birch Bay area and develop parks, sports
fields, trails and the like, funding is necessary.
Section 2. In order to provide the necessary revenue to pay the costs of providing recreational
opportunities as described in Section 1 and to maintain reserve funds sufficient to assure
continuation of such services, the District shall collect beginning in 2014, pursuant to RCW
36.68.400, a general tax on taxable property within the District at a rate of $0.10 per $1,000.00
of assessed valuation subject to otherwise applicable statuary limits. This property tax levy
would be collected for a four (4) year period, 2014 through 2017.
Section 3. There shall be submitted to the qualified electors of the District for their ratification
or rejection, at a general election in November 5, 2013 in conjunction with the state general
election to be held on the same date, the question of whether or not the regular property tax
levy of the District should be set at $0.10 per $1,000.00 of true and assessed valuation in 2013
and be collected for the following four (4) years, subject to otherwise applicable statuary
limitations. Whatcom County as ex-officio Supervisor of Elections is hereby requested to call
such special election, and to submit the following proposition at such election, in the form of a
ballot title substantially as follows:
Shall the Northwest Park and Recreation District #2 impose a property tax levy of $0.10 per
$1,000.00 of assessed valuation for a four (4) year period (2014-17) to fund staffing, operations,
maintenance and capital improvements.

Authorizing Regular Property Tax Levy
I am in receipt of the proposed ballot measure for Northwest Park and Recreation
District No. 2 and have reviewed such for property tax administration. If
approved, the district could levy $0.10 the first year, subject to the 101 % limit ,
statutory rate limit, district budget, aggregate $5.90 limit, and constitutional 1 %
limit in subsequent years. I find no concerns with the ballot measure.

leisure activities, classes, sports and programs, and develops and maintains }
parks, sports fields, trails and the like. for people of all ages in the Blaine-
Birch Bay area.
The Board of Commissioners.,adopted Resolution No. 2013-01 concerning a

Explanatory Statement
The Northwest Park and Recreation District #2 provides recreational and leisure time activities,
classes, sports and programs; operates and maintains an activity center that includes a
gymnasium; and builds trails, playgrounds, park amenities and ball fields for people of all ages
in the greater Blaine - Birch Bay area.
The District proposes, pursuant to RCW36.68.400, a general tax on taxable property within the
District at a rate of $0.10 per $1,000.00 of assessed valuation subject to otherwise applicable
statuary limits. This property tax levy would be collected for a four (4) year period, 2014
through 2017.
