This proposition would authorize the District to set and maintain a regular property tax levy of $0.10 per $1,000.00 of assessed valuation for 2011, 2012, 2013, 2014, subject to any otherwise applicable statutory dollar rate limitations. WHEREAS, it is the judgment of the Board of Commissioners of the District that it is essential and necessary for the preservation of natural areas, water quality and the creation of parks and trails that those services be provide by the District. Such services will necessitate the expenditure of revenues for acquisition of properties, creation of parks and bike trails and operation and maintenance of those sites and facilities. NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of Northwest Park and Recreation District 2, Whatcom County, Washington as follows: Section 1. In order to preserve natural areas, water quality, develop parks, sports fields and bike trails in the District it is necessary for the District to operate and maintain those sites and facilities. Section 2. In order to provide the revenue to pay the costs of preserving natural areas, water quality and providing recreational opportunities as described in section 1 and to maintain reserve funds sufficient to assure the continuation of such services, the District shall collect beginning in 2011, pursuant to RCW 36.68.400, a general tax on taxable property within the District at a rate of $0.10 per $1,000.00 of assessed valuation subject to otherwise applicable statutory limits. This property tax levy would be collected for a four-year period, 2011— 2014. Section 3. There shall be submitted to the qualified electors of the District for their ratification or rejection, at a general election on November 2, 2010 in conjunction with the state general election to be held on the same date, the question of whether or not the regular property tax levy of the District should be set at $0.10 per $1,000.00 of true and assessed valuation in 2010 and be collected for the following four years, subject to otherwise applicable statutory limitations. The requested amount is ten cents ($.10) per one thousand dollars of assessed valuation. This will raise approximately $385,000 each year for four years at an average homeowner cost of $30 per year.
