J� , ,�f RESOLUTION NAMING AND FIXING THE BOUNDARIES OF "NORTHWEST PARK AND RECREATION D1:STRIC7:"' DIVIDING THE DISTRICT INTO FIVE SUBDIVISIONS; DESIGNATING CANDIDATES FOR FIRST DISTRICT COMMISSIONERS; AND SUBMITTING PROPOSITION TO FORM DISTRICT AND ELECT FIRST COMMISSIONERS TO VOTERS A`1' NEXT GENERAL E LECrfION . WHEREAS, pursuant to noti.ce published June. 28, Jul,.5 and ,July 12, 1979, hearing was held July 19, 1979, on petition. to : orn�i a Park and Recreation District. in Blaine School District except Point Roberts; AND WHEREAS, all persons cit.-tending were: accorded the opportunity to speak in favor of or in opposition to the petition; and the County Council gave careful consideration to the views of those persons who spoke for or against said proposed district; :i011 , THEREFORE, IT IS RESOLVED BY THE WHATCOM COUNTY COUNCIL AS FOLLOWS: SECTION 1. The name for said proposed district shall be "Northwest Park and Recreation District". SECTION 2. The Council, ;paving heard the arguments in favor and in opposition to said proposed district, specifically finds that all of the land within -the proposed boundaries will be benefited by inclusion in said district. SECTION 3,. No land is added to or eliminated from the proposed boundaries, and the boundaries of such district are fixed as the exterior boundaries of Bla:i.ne School District No. 503, including the City of Blaine which has r_.on.sented to inclusion by resolution (a certified copy of which was filed with the petition to form the district), but eXCEEpting Point: Roberts which already is contained within. the Point: Roberts Park and Recreation District; said boundaries are more particularly described in Exhibit "A" att�ach.ed to this resolution and incorporated herein as though set out in full here. SECTION 4. Northwest Park: and Recreation District Resolution 1. I • Y I shall be divided into five subdivisions designated and. 2 described as follows: 3 District No. 1 - The area north of E Street., east of. Allan and north of I1 Street, to the 4 International Boundary and east -to Harvey Road. 5 District No. 2 - `.i'he area south of L Street, west of Allan and South of H Street, to the north side 6 of Boblett and east to the Harvey Road. 7 District No. 3 - 'Ihe area from the south side of Bohlett to Dakota Creek and east to the Harvey Road.. 8 - • District No. 4 - Dakota Creek south to the north side 9 of the Birch Bav/Lynden Road and east to the District Boundary, including that area of the District east 10 of the Harvey Road to the International Boundary and east of the Harborview Road. 11 U District No. 5 - The area south of the Birch Bay/ 12 Ly.nden Road and west of the Harborview Road, including all of Birch Point. 13 14 Said district boundaries are. .indicated on the map 15 attached hereto and marked Exhibit "B"_ 16 SECTION 5. ':,'he following .resldF rit electors, no 17 two of whom reside within the same subdistrict, are designated 18 candidates for election as first park and recreation district 19 commissioners of the Northwest Par', and Recreation District: 20 District No. 1 - James Gregory 21 District No. 2 - Judith Dunster 22 District No. 3 - Willa Fleharty 23 District No. 4 Steven Holmstrom 24 District No. 5 - Leonard Unruh 25 SECTION 6. The proposition to form proposed Northwest 26 Park and Recreation District shall be submitted to the voters 27 of the district for their approval or rejection at the next 28 general election, stated in such a manner that the voters may 29 indicate yes or no. The ballot shall be so arranged that voters 30 may vote for the five nominated candidates or may write in the 31 names of other candidates. 32 SECTION 7. SECTION 8. if a majority of all votes cast upon the proposition favors the formation of the district, it shall be declared to be organized under the name designated, and the candidate from each subdivision :r-eceiving the highest number of votes for park and recreation commissioner shall be declared the duly elected first park and recreation district commissioner of the subdivision of the district.
