RESOLUTION NO.�
RESOLUTION NAMING AND FIXING THE BOUNDARIES
OF "NORTHWEST 'PARK AND RECREATION DISTRICT";
DIVIDING THE DISTRICT INTO FIVE SUBDIVISIONS;
DESIGNA'ING CANDIDATES FOR FIRST DISTRICT
COMMISSIONERS; AND SUBMITTING PROPOSITION TO
FORM DISTRICT AND ELECT FIRST COMMISSIONERS
TO 'VOTERS AT NEXT GENERAL E LEC`1'ION .
WHEREAS, pursuant to notice published June 28,
July 5 and July 12, 1.979, hearing was held.
July 19, 1,979, on petition t.o form a Park and
Recreation District in Blaine School District except
Point Roberts;
AND WHEREAS, a1.1 persons at -.tending were a1ccorded
the opportunity to speak in favor of or in opposition
to the petition; and the County Council gave careful
consideration to the views of those persons who
spoke for or against said proposed district;
NOW, THEREFORE, IT IS RESOLVED BY THE WHATCOM
COUNTY COUNCIL AS FOLLOWS:
SECTION 1. '.,'he name for said proposed district shall
be "Northwest Park and Recreation District.",,
SECTION 2. The Council, having heard the arguments
in favor and in opposition to said proposed district, specifically
finds that all of the land within the proposed boundaries will
be benefited by inclusion in said district.
SECTION 3. No land is added. to or eliminated from
the proposed boundaries, and the boundaries of such district
are fixed as the exterior boundaries of Blaine School District
No. 503, including the City of Blaine which has consented to
inclusion by resolution (a.cer.tified copy of which was filed with
the petition to .form the district), but excepting Point: Roberts
which already is cont�>.ined within the Point Roberts Park and
Recreation District; said boundaries are more particularly
described in Exhibit "A" attached to this resolution and
incorporated herein as though set out in full here.
SECTION 4. Northwest Park and Recreation District

shall be divided into f.ivE? subdivisions designated and
described as follows:
_Ast—rict. No. J_ - The area north of: E Street,
rust of A1.1.an and north of tI Street, to the.
International. Boundary and east: to Harvey Road.
District No. 2 -- ''i.'he area south of B Street, west
of Allan and South of H Street, to the north side
of I3oblett and east to the Harvey Road.
District No. 3 - "the area from the south side of
I3oblett to Dakota Creek and. east to the Harvey Road..
District No. 4 - Dakota Creek south to the north side
of the Birch Bay/Lynden Road and east to the District
Boundary, including that area of the District east
of the Harvey Road to the International Boundary
and east of -the Harborview Road.
District No. 5 - The area south of the Birch Bay/
Lynden Road and west of the Harborview Road, including
all of Birch Point.
Said district boundaries are indicated on the rnap
attached hereto and marked Exhibit "B".
SECTION 5. 'A'he following r.e: idE;.!1t: electors, no
two of whom reside within the Came subdistrict, are, designated
candidates for election as first part: and recreation district
commissioners of the Northwest. Par), and Recreation Distract:
District No. 1 - James Gregory
District No. 2 - Judith Dunster
District No. 3 - Willa Pleharty
District No. tI Steven Holmstrom
District No. 5 - Leonard Unruh
SECTION 6. The proposition to form proposed Northwest
Park and Recreation District shall be submitted to the voters
of the district for their approval or rejection at the next,
general. election, stated in such a manner that the voters may
indicate yes or no. The ballot shall be so arranged that voters
may vote for the five nominated candidates or may write in the
names of other candidates.

elections supervisor, is authori.zecl and directed to find it
necessary to call and notice a special. el.ect.ionin conjuriction
with the next regular election to be held in Whatcoraa County
and at such election submit to the voters of said district the
proposition to form the district and also the names of the
candidates for park and recreation commissioners in the manner
provided in chapter 36.93 Revised Code of Washington.
SECTION 8, df a majority of all votes cast upon
the proposition favors the formation of the &str_ict, it shall
be declared to be organized under the name designated, and the
candidate from each subdivision receiving the highest number of
votes for park and recreation commissioner shall be declared the
duly electec: first park; and recreation district commissioner of
the subdivision of the district.
