The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the Special Election held
February 9, 2016, within the boundaries of Blaine School District 503, Whatcom County, State of
Washington.
The proposition concerned a replacement maintenance and operations levy. The proposition
authorizes the District to levy excess taxes to replace an expiring levy, for collection in years 2017,
2018, 2019, and 2020, on all taxable property within the District to support the District's educational
maintenance and daily operations, including teachers, staff, classroom materials, and textbooks.
Based on the criteria for passage which was supplied by the district, the measure Passed.

PROCEDURE
Filing a Proposed Ballot Measure for Inclusion in
Election
(AUDITOR'S OFFICE — Elections)
This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and
representatives of the cities and districts submitting a proposed ballot measure.
Actions by Cities and District Representative:
Submits proposed ballot measure (considered ballot title) together with the ballot measure
cover sheet, an explanatory statement for the Local Voter Pamphlet prepared by legal
counsel, and the "For" and "Against" committee appointments to the Auditor's Office. Must
be submitted at least 60 days prior to the election date for a special election, no later than
the Friday immediately before the first day of regular candidate filing for the primary election,
or no later than the day of the primary for a general election.
Actions by Election Clerk:
If received by mail or courier (e.g., Fourth Corner Network), date stamps Ballot Measure
Cover Sheet and the first page of the resolution. Gives to Office Coordinator to complete
steps 4-6.
3� If received over the counter, date stamps Ballot Measure Cover Sheet and the first page of
the resolution.

Requirements and the Committee Statement Form) to submitter.

The ballot measure submitted has been received and will appear on the February 9, 2016,
Special Election ballot. Changes to the heading have been made as follows:
Blaine School District 503
Proposition No. 2016-1
Replacement Maintenance and Operations Levy
All other ballot measure language will remain the same as submitted.
The proposition number and a typographical error were corrected in the explanatory statement
and it will appear in the Whatcom County Local Voters' Pamphlet as follows:
Passage of Proposition No. 2016-1 allows the levy of: $7,000,000 in property taxes within Blaine
School District No. 503 for collection in 2017, $7,170,000 in 2018, $7,340,000 in 2019, and
$7,500,000 in 2020, to replace an expiring levy. This levy, in accordance with Resolution
No. 1516-05, would be used to pay certain costs of District educational programs and
operations support. Based on projected information, estimated levy rates per $1,000 of
assessed value may be $1.98 (2017 collection), $2.01 (2018 collection), $2.04 (2019 collection),
and $2.06 (2020 collection). The exact levy rate will be determined at the time of the levy.
This notice is being provided pursuant to RCW 29A.36.080.

A RESOLUTION of the Board of Directors of Blaine School District No. 503,
Whatcom County, Washington, providing for submission to the qualified
electors of the District at a special election to be held on February 9, 2016, of
a proposition authorizing the District to levy excess taxes of $7,000,000 in
2016 for collection in 2017, $7,170,000 in 2017 for collection in 2018,
$7,340,000 in 2018 for collection in 2019, and $7,500,000 in 2019 for
collection in 2020, which taxes will pay part of the cost of education programs
and maintenance and operations support of the District.
WHEREAS, Blaine School District No. 503, Whatcom County, Washington (the
"District"), for the past four years has had in effect maintenance and operations levies to enable
the District to pay for its educational programs, student services and operations, including
teaching, school supplies, technology, athletics, and transportation; and
WHEREAS, the District's current maintenance and operations levies expire at the end of
2016; and
WHEREAS, the money in and to be paid into the General Fund of the District during the
2016-2017, 2017-2018, 2018-2019, 2019-2020, and 2020-2021 school years will be insufficient
to enable the District to pay for necessary maintenance and operations and to properly meet the
educational needs of the District's students; and
WHEREAS, to provide properly for such maintenance and operations and educational
needs, the Board of Directors of the District deems it necessary to levy the following taxes upon
all of the taxable property within the District in excess of the maximum annual tax levy
permitted by law to be levied within the District without a vote of the electors:
A. A tax of approximately $1.98 per thousand dollars of assessed valuation to
provide $7,000,000, said levy to be made in 2016 for collection in 2017;
B. A tax of approximately $2.01 per thousand dollars of assessed valuation to
provide $7,170,000, said levy to be made in 2017 for collection in 2018;
C. A tax of approximately $2.04 per thousand dollars of assessed valuation to
provide $7,340,000, said levy to be made in 2018 for collection in 2019;
and
D. A tax of approximately $2.06 per thousand dollars of assessed valuation to
provide $7,500,000, said levy to be made in 2019 for collection in 2020;
WHEREAS, the Constitution and laws of the State of Washington require that the
question of whether such excess taxes may be levied must be submitted to the qualified electors
of the District for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
BLAINE SCHOOL DISTRICT NO. 503, WHATCOM COUNTY, WASHINGTON, as follows:
Section 1. Authorization of Levies. The following taxes for the District's General
Fund should be levied upon all of the taxable property within the District, in excess of the
maximum annual tax levy permitted by law to be levied within the District without a vote of the
electors:
A. $7,000,000 to be levied in 2016 for collection in 2017;
B. $7,170,000 to be levied in 2017 for collection in 2018;
C. $7,340,000 to be levied in 2018 for collection in 2019; and
D. $7,500,000 to be levied in 2019 for collection in 2020.
The levy rates depend upon the final dollar amount of assessed value of the property within the
District. At this time, based upon information provided by the County Assessor's office, the
estimated rate for the 2017 levy is $1.98 per thousand dollars of assessed valuation, the estimated
rate for the 2018 levy is $2.01 per thousand dollars of assessed valuation, the estimated rate for
the 2019 levy is $2.04 per thousand dollars of assessed valuation, and the estimated rate for the
2020 levy is $2.06 per thousand dollars of assessed valuation. The actual levy rates will be
adjusted based upon the assessed value of the property within the District at the time of each
levy. Upon approval by the voters of the proposition substantially in the form set forth below,
the District may use the proceeds of these levies during the 2016-2017, 2017-2018, 2018-2019,
2019-2020, and 2020-2021 school years by incurring an indebtedness by the issuance of short
term obligations against the General Fund of the District, as authorized by Chapter 39.50 RCW,
and may expend the proceeds of these levies to pay such part of the general expenses of
maintenance and operations and educational programs of the District during such school years as
may be authorized or allowed by law for the use of excess levy funds.
Section 2. Authorization of Election and Approval of Ballot Proposition. The Board
hereby finds that the best interests of the District require submitting to the qualified electors of
the District the proposition of whether the District shall levy the excess taxes described in
Section 1 for their ratification or rejection at a special election to be held in the District on
February 9, 2016.

The Whatcom County Auditor, as ex officio supervisor of elections in Whatcom County,
Washington, is hereby requested to call and conduct the special election to be held within the
District on February 9, 2016, and to submit the proposition to the qualified electors of the

In February of 2016, voters in the Blaine School District will be asked to renew a four-year Maintenance and
Operations Levy, The levy currently In place expires at the end of the 2016 calendar year. In the Blaine School
District, the Maintenance and Operations Levy supports 25% of the day -today operations of the overall program.
As such, it Is an essential resource in making sure both classroom and extracurricular activities for students
remain Intact- While the levy amounts to be collected will increase by 2-3% annually to account for inflationary
variables, the effort of the Board has been to sustain a relatively stable tax rate for our patrons. At the Regular
Board Meeting on October 26, consideration was given to the necessary scope of the ballot measure. The Board is
will take formal action on a resolution at the November meeting, setting parameters for the ballot measure to be pun

Sometimes weather conditions create the need for a
one hour late start, or the cancellation of school for
the entire day. There are a number of ways that you
can access school schedule information on inclem-
ent weather mornings:

early as 5:30 a.m. and no later than 6 a.m.

for school schedule information.
Information on severe weather bus route schedule
changes can also be found on the Blaine School
District Website. When school is closed, all school
activities, including after school athletic practices,
are also canceled. Student and staff safety
remains our primary concern.
Parent and Teacher
Conferences
Fall conferences are almost here with the parents of
students in Grades K-8. These formally scheduled dis-
cussions provide an opportunity for parents to learn
more about the academic progress of their children.
Parents are encouraged to work collaboratively with
teachers to discuss strategies and set goals to support
and monitor their child's learning targets for the cur-
rent school year. The value of these discussions with
parents, and in some cases the students themselves,
is extremely important to the overall learning process.
We want to take this opportunity to thank our parents for
their commitment to attending these conferences. Parent
and Teacher Conferences will be November 19, 20, 23,
24, and 25. Students kindergarten through 8th grade will
be dismissed each a

Capital Projects Work in High Gear
With selected roofing, parking lot, play- --_ -
ground and track resurfacing projects com-
pleted by early this fall, the attention of the - -
Blaine School District shifts to the Primary
School addition. Construction of the new G
wing will commence this week. It is antici-
pated that construction of the core addi-
tion will be completed by late April 2016.��
The connecting hallway enclosure of the -. T
larger playshed, conversion of the smaller i1 V_
playshed to a music room and re -roofing of
the entire Primary School structure will be
addressed in the summer of 2016. Concur-
rently, planning for construction at Blaine High School continues, with an expectation that a re-
quest for bids on Phase 1 will go out early in spring of 2016. The staff and students of the Blaine
School District remain greatly appreciative of the support that has been demonstrated by our
patrons in passing the bond measure that allows for this incredibly important work to take place.
Levy Resolution Forthcoming
On November 23, the Board of Directors of the Blaine School District
will be asked to take action on a resolution directing the placement of a
four-year Maintenance and Operation Levy on the February Ballot. Blaine
will join all other public school districts in the State of Washington in
seeking renewal of Maintenance and Operations Levies, with the current
levies set to expire at the end of the 2016 calendar year. In the Blaine
School District, Maintenance and Operations Levy revenue covers 25%
of all expenditures. While the Washington State Legislature has debated the merits of es-
tablishing a funding mechanism for basic education that places less dependency upon local
tax measures, no significant action has been taken to date. School districts across the State
of Washington continue to be heavily dependent upon local revenue to fund the day-to-day
operations of schools.

Long Range Planning r
The Blaine School District Board of Directors recently entered into agreement with an independent third party for servicesspecific to the facilitation of constituent group discussions
on the strengths, weaknesses, barriers and opportunities
relative to the delivery of educational programs to stu-
dents at all levels of the program. Mitch Everton met
with a total of 13 groups over a period of four days inaid
late September. These groups included students, staff,
parents and community members. We want to take this
opportunity to thank those who chose to be in atten-
dance for these important discussions. The Board of Directors has now received a
summary of collected information from Mitch Everton, reference to which can be accessed
on the Blaine School District website. The Board intends to engage continued discussion
on this content as they move forward with planning for future program goals, and the related
implications for the time and resource allocations necessary to support these goals.
