This Board of Directors (the "Board") finds that the best interests of the students and other residents of the District require the District to undertake the following capital improvements (the "Improvements") to facilities of the District: A.Blaine High School: renovate and modernize existing building and constructadditions to the building.B.Blajne Primary School: construct new kindergarten classrooms and makeimprovements to covered play area.C.

E. Blaine Elementary School: renovate and remodel building including North Endremodel, classroom carpeting, and cafeteria expansion.Campus-wide safety and security enhancements: includes electronic door locks, upgraded security cameras, emergency response radio system and se1sID1c_ upgrades. Campus-wide improvements and acgws1tlons: includes roof replacements, campus paving upgrades, furniture, playground upgrades, technology and campus-wide fiber access. The Improvements include all necessary furniture, equipment (including technology equipment) and appurten ances. The cost of all architectural, engineering, and other consulting services, inspection and testing, administrative and relocation expenses, acquisitions of property, on and off-site utilities, technology infrastructure and upgrades, and other costs incurred in connection with the making of the Improvements will be considered part of the cost of the Improvements. The District will determine the extent, timing and specifications for construction of structures and other improvements. The District will apply proceeds of the Bonds and other money of the District legally available for the Improvements among the various Improvements to accomplish, as nearly as may be, all the Improvements. If proceeds of the Bonds, plus other money of the District legally available for the Improvements, are insufficient to accomplish all of the Improvements, the District will use the available funds for those Improvements deemed by the Board most necessary and in the best interest of the District. If the Board determines that it has become impracticable to acquire, construct or equip any portion of the Improvements by reason of changed conditions, or costs substantially in excess of the amount of Bond proceeds or other available funds, the District is not required to acquire, construct or equip those portions of the Improvements. If all of the Improvements have been constructed or duly provided for, or found to be impracticable, and if state or local circumstances require, the District may apply all or any portion of the leftover Bond proceeds to other capital improvements of District facilities, to the redemption of Bonds, or the redemption of other outstanding bonds of the District as the Board determines, after holding a public hearing pursuant to RCW 28A.530.020. -2-P:\20391_001\20391_2S6 08/20/14
