NOTICE IS HEREBY GIVEN that on Tuesday, March 14, 2000, a special election will be held
in the above -named school district for the submission to the qualified electors of said school
district the following proposition:

To meet the educational needs of students in Blaine School District #503,
shall the District levy the following taxes, in addition to regular tax levies and in
place of an expiring levy, upon all taxable property within the District, for support

1. Remember to SIGN YOUR NAME on the outside of
the MAILING envelope on the line under the Voter
Affidavit. Your signature is compared to your
signature on file with the County.
2.In the Ballot Guide, to the right of each measure or
candidate, is a number which is assigned to a
position on your Ballot Card.
3. Use a paper clip, tooth pick or sharp pencil to
punch out the pre -scored square located just above
the number assigned to the candidate or measure.
4. Write in candidates may be voted for by using the
space provided on the flap attached to your ballot
card. You must list both the Name and Office of the
write-in candidate and the Political Party in Partisan
races. Do not punch out a position number for any
other candidate for that office.
5.After you have finished voting, place your Ballot
Card in the Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your
v ted ballot punchcard INSIDE THE PRE -
ADDRESSED MAILING ENVELOPE.
7. Put a first-class stamp on the envelope gnd mail it
so. it is postmarked no later than th13 day of the
election. The ballot will be counted if it is
postmarked not later than election day and if it is
received by the county auditor not later than the
tenth day following any special election or primary,
or the fifteenth day following a general election.
8. If you spoil your ballot or wish to change your vote,
use the BALLOT GUIDE and with a pen make your
selections. Return it in the Ballot Security Envelope
instead of the ballot card.

A RESOLUTION of the Board of Directors of Blaine School
District No. 503, Whatcom County, Washington, providing for
the submission to the qualified electors of the district at a
special election to be held therein on March 14, 2000 of a
proposition of whether an excess tax of $2,887,500 should be
levied in 2000 for collection in 2001, whether an excess tax of
$3,176,250 should be levied in 2001 for collection in 2002,
whether an excess tax of $3,525,637 should be levied in 2002
for collection in 2003 and whether an excess tax of $3,948,713
should be levied in 2003 for collection in 2004, said excess
taxes being for the District's General Fund to pay part of the
general expenses of maintenance and operation support of the
District.

A RESOLUTION of the Board of Directors of Blaine School
District No. 503, Whatcom County, Washington, providing for
the submission to the qualified electors of the district at a
special election to be held therein on March 14, 2000 of a
proposition of whether an excess tax of $2,887,500 should be
levied in 2000 for collection in 2001, whether an excess tax of
$3,176,250 should be levied in 2001 for collection in 2002,
whether an excess tax of $3,525,637 should be levied in 2002
for collection in 2003 and whether an excess tax of $3,948,713
should be levied in 2003 for collection in 2004, said excess
taxes being for the District's General Fund to pay part of the
general expenses of maintenance and operation support of the
District.
WHEREAS, the money in and to be paid into the General Fund of Blaine School District
No. 503, Whatcom County, Washington (the "District"), during the 2000-2001, 2001-2002,
-2002-2003, 2003-2004 and 2004-2005 school years will be insufficient to enable the District to
pay for necessary maintenance and operation expenses and to properly meet the educational
needs of the students attending District schools; and
WHEREAS, in order to properly provide for such maintenance and operation expenses
and to meet such educational needs, the Board of Directors of Blaine School District No. 503,
Whatcom County, Washington (the "Board of Directors"), deems it necessary to levy the
following taxes for the District's General Fund upon all of the taxable property within the
District in excess of the maximum annual tax levy permitted by law to be levied within the
District without a vote of the electors:
A. A tax of approximately $1.63 per thousand dollars of
assessed valuation to provide $2,887,500, said levy to be made into
2000 for collection in 2001; and
B. A tax of approximately $1.65 per thousand dollars of
assessed valuation to provide $3,176,250, said levy to be made into
2001 for collection in 2002; and
C. A tax of approximately $1.68 per thousand dollars of
assessed valuation to provide $3,525,637, said levy to be made into
2002 for collection in 2003; and
D. A tax of approximately $1.69 per thousand dollars of
assessed valuation to provide $3,948,713, said levy to be made into
2003 for collection in 2004; and
WHEREAS, the Constitution and laws of the State of Washington require that the
question of whether or not such excess taxes may be levied must be submitted to the qualified
electors of the District of their ratification or rejection;
NOW THEREFORE, BE IT RESOLVED by the Board of Directors of Blaine School
District No. 503, Whatcom County, Washington, as follows:
Section 1. The following taxes for the District's General Fund should be levied upon
all of the taxable property within the District in excess of the maximum annual tax levy
permitted by law to be levied within the District without a vote of the electors:
A. A tax of approximately $1.63 per one thousand dollars of
assessed valuation to provide $2,887,500, said levy to be made in
2000 for collection in 2001;
B. A tax of approximately $1.65 per one thousand dollars of
assessed valuation to provide $3,176,250, said levy to be made in
2001 for collection in 2002;
C. A tax of approximately $1.68 per one thousand dollars of
assessed valuation to provide $3,525,637, said levy to be made in
2002 for collection in 2003;
D. A tax of approximately $1.69 per one thousand dollars of
assessed valuation to provide $3,948,713, said levy to be made in
2003 for collection in 2004;

Upon approval by the voters of Proposition No. 1 set forth below, the District may use
the proceeds of said levies during the 2000-2001, 2001-2002, 2002-2003, 2003-2004 and 2004-
2005 school years by incurring indebtedness by the issuance of short term obligations against the
General Fund of the District, as authorized by RCW 39.50, and may expend the proceeds of said
levies to pay such part of the general expenses of maintenance and operation of the District
during such school years as may be authorized or allowed by law for the use of excess levy
funds.
Sectioii 2. It is hereby found and declared that an emergency exists requiring the
submission to the qualified electors of the District of the proposition or whether or not the
District shall levy such excess taxes for their ratification or rejection at a special election to be
held therein on March 14, 2000.
The Whatcom County Auditor, as supervisor of elections in Whatcom County,
Washington, is hereby requested to find the existence of such an emergency and to call and
conduct said special election to be held within the District on said date and to submit to the
qualified electors of the District the proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and directed to certify said
proposition to the Whatcom County Auditor, as supervisor of elections in Whatcom County,
Washington, in the following form:

County, Washington, at a regular meeting thereof, held this 13'hday of December, 1999.

Directors (the "Board"), DO HEREBY CERTIFY:
1. That the attached resolution is a true and correct copy of Resolution No. 2-9900 of
the Board (the "Resolution"), duly adopted at a regular meeting thereof held on the 13'h day of
December, 1999.
2. That said meeting was duly convened and held in all respects in accordance with
law, and to the extent required by law, due and proper notice of such meeting was given; that a
legal quorum was present throughout the meeting and a legally sufficient number of members of
the Board voted in the proper manner for the adoption of the Resolution; that all other
