1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2. In the Ballot Guide, to the right of each measure is a number
which is assigned to a position on your Ballot Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the measure.
4. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.
5. Place the Ballot Security Envelope containing your voted
ball nchcard INSIDE THE PRE-_ADDRESSEQ MAILING
ENVELOPE.
6. Put a first-class stej.lT o—on the envelope and mail it so it is
postmarked no later than the day of the election. The ballot
will be counted if it is postmarked not later than election day
and if it is received by the county auditor not later than the
tenth day following any special election.
7. If you spoil your ballot or wish to change your vote, use the
BALLOT GUIDE and with a pen make your selections. Return

RESOLUTION NO. 5-97/98
A RESOLUTION of the Board of Directors of Blaine School District No. 503,
Whatcom County, Washington, amending Resolution No. 2-97/98 of the
District.
WHEREAS, on November 24, 1997, the Board of Directors of Blaine School District
No. 503, Whatcom County, Washington, (the "District") adopted Resolution No. 2-97/98
providing for the submission to the qualified electors of the District at a special election to be held
therein on February 3, 1998, of the proposition of whether excess taxes should be levied of
$2,400,000 in 1998 for collection in 1999, and $2,500,000 in 1999 for collection in 2000, said
excess taxes being for the District's General Fund to pay part of the general expenses of
maintenance and operation support of the District;
WHEREAS, in order to properly provide for such maintenance and operation and such
educational needs, the Board of Directors now deems it necessary to levy an excess tax of
approximately $1.67 per thousand dollars of assessed valuation to provide $2,625,000 in 1999
upon for the District's General Fund upon all of the taxable property within the District in excess
of the maximum annual tax levy permitted by law to be levied within the District without a vote of
the electors;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
BLAINE SCHOOL DISTRICT NO. 503, WHATCOM COUNTY, WASHTNGTON, as follows:
Section 1. The Board of Directors hereby amends Resolution No. 2-97/98 adopted on
November 24, 1997, striking $2,500,000 wherever it appears and inserting $2,625,000 in its
place.

A RESOLUTION of the Board of Directors of Blaine School District
No. 503, Whatcom County, Washington, providing for the submission to
the qualified electors of the district at a special election to be held therein on
February 3, 1998, of a proposition to authorize the district to levy an

RESOLUTION NO. 3-97/98
A RESOLUTION of the Board of Directors of Blaine School District
No. 503, Whatcom County, Washington, providing for the submission to
the qualified electors of the district at a special election to be held therein on
February 3, 1998, of a proposition to authorize the district to levy an
additional tax for three years to provide a total of $1,800,000 for the
District's Capital Projects Fund for technology and communications
modernization projects.
WHEREAS, the educational facilities of Blaine School District No. 503, Whatcom
County, Washington (the "District") are in need of modern technological equipment, including
telecommunications systems, to meet the current and future educational needs of its students; and
WHEREAS, the District recognizes the need to modernize its school facilities by the
acquisition and installation of additional technology equipment and telecommunication systems;
and
WHEREAS, funds available to the District will be insufficient to enable the District to
implement such projects; and
WHEREAS, in order to pay the cost of these projects found necessary by the Board of
Directors, it is deemed advisable that the District levy a tax upon all the taxable property within
the District, such levy to be made commencing in 1998 for collection in the calendar years from
1999 through 2001, inclusive, as authorized by Article VII, Section 2 of the State Constitution
and RCW 84.52.053; and
WHEREAS, the question of whether or not such tax may be levied must be submitted to
the qualified electors of the District for their ratification or rejection; and
WHEREAS, the conditions hereinabove set forth create an emergency which requires the
holding of a special election in the District;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
BLAINE SCHOOL DISTRICT NO. 503, WHATCOM COUNTY, WASHINGTON as follows:
Section 1. Finding. It is hereby found and declared that the welfare of the students and
other residents of the District requires the District to carry out the plans hereinafter provided.
Section 2. Authorization of Modernization Improvements. The District shall modernize
its educational facilities through the acquisition and installation technology and communication
systems, including computers and communication equipment, and shall make other Capital
Projects Fund expenditures as found necessary by the Board of Directors.
Such improvements shall be complete with all necessary furniture, equipment and
appurtenances.
If available funds are sufficient, the District shall acquire, construct, equip and make other
capital improvements to the facilities of the District, all as the Board of Directors finds necessary;
provided that such funds may be used only to support the construction, modernization or
remodeling of school facilities.
If the District shall determine that it has become impracticable to accomplish any of such
improvements or portions thereof by reason of changed conditions or needs, incompatible
development, costs substantially in excess of those estimated, or acquisition by a superior
governmental authority, the District shall not be required to accomplish such improvement and
may apply levy proceeds as set forth in this section. If any or all of the improvements have been
completed, or their completion duly provided for, or their completion found to be impractical, the
District may apply the levy proceeds or any portion thereof to other portions of the improvements
or to other capital purposes of the District, as the District in its discretion shall determine.
Notwithstanding any of the provisions of this resolution, levy proceeds may only be used to
support the construction, modernization or remodeling of school facilities.
Section 3. Authorization of Levies. It is hereby found and declared that an emergency
exists requiring the submission to the qualified electors of the District of the proposition whether
the District shall make the Capital Projects Fund levies for their ratification or rejection at a
special election to be held on February 3, 1998. For the purpose of providing funds necessary for

the needs described in Section 2 above, the Whatcom County Auditor, as ex-officio supervisor of
elections in Whatcom County, is hereby requested to find the existence of such an emergency and
to call and conduct such special election to be held within the District on such day and to submit
to the qualified electors of the District for their approval or rejection, a proposition providing for
tax levies for the Capital Projects Fund for three years, commencing in 1998, producing dollar
amounts at estimated tax rates per thousand dollars of assessed value to produce such amounts, in
excess of the maximum amount tax levy permitted by law to be levied within the District without
a vote of the electors, all as follows:
A. A tax of approximately $.39 per one thousand dollars of assessed valuation to
provide $600,000 said levy to be made in 1998 for collection in 1999;
B. A tax of approximately $.39 per one thousand dollars of assessed valuation to
provide $600,000 said levy to be made in 1999 for collection in 2000;
C. A tax of approximately $.39 per one thousand dollars of assessed valuation to
provide $600,000 said levy to be made in 2000 for collection in 2001; and
Section 4. The Secretary of the Board of Directors is hereby authorized and directed to
certify said proposition to the Whatcom County Auditor, as supervisor of elections in Whatcom
County, substantially in the following form:

WHEREAS, the undersigned, as the duly elected, qualified and acting Auditor of
Whatcom County, Washington, has jurisdiction of and is required by law to conduct all special
elections for school districts within the County; and
WHEREAS, Blaine School District No. 503, Whatcom County, Washington, lies entirely
within the boundaries of Whatcom County; and
WHEREAS, the Board of Directors of said district by resolution adopted November 24 ,
1997, a certified copy of which has been delivered to the undersigned, has found that an
emergency exists requiring the holding of a special election February 3, 1998; and
