Shirley reviewed the agenda. 1. The Canvassing Board went through the list of Special Ballots and looked at the ballots that were not listed as "accepted" or "rejected." They determined whether to accept or reject these Special Ballots, stamped the envelopes "ACCEPTED" or "REJECTED" and wrote the same on the list of Special Ballots. The Canvassing Board members signed the list of Special Ballots after they had completed their review. 2. The Canvassing Board went through the list of Absentee Ballots and looked at the ballots that were not listed as "accepted" or "rejected." They determined whether to accept or reject these Absentee Ballots, stamped the envelopes "ACCEPTED" or "REJECTED" and wrote the same on the list of Absentee Ballots. The Canvassing Board members signed the list after they had completed their review. The Canvassing Board reviewed the other ballots referred to the Board. The Canvassing Board looked at all of the ballots on the list that were referred to the Board for reasons other than signature did not match, no signature and late. The Board decided to accept or reject each ballot, stamped the envelopes "ACCEPTED" or "REJECTED" and wrote the same on the list of referred ballots. All of the ballots identified with signatures that did not match the signatures in the election's computer system were printed from the computer system and the signatures were compared by the Canvassing Board members. The Board decided to accept or reject each ballot, Shirley wrote whether they were accepted or rejected on the Absentee ballot list, wrote an "A" or "R" on the ballot envelope and placed the ballot into the pile for "accepted" or "rejected" ballots. The envelopes were stamped "ACCEPTED" or "REJECTED" by staff. 4. The Auditor's staff opened all of the Special, Absentee and other referred Ballots envelopes marked "accepted" and prepared them for processing through the card reader. file\election\98-2-12 Page 1 5. The Auditor's staff brought in sealed transfer cases # 6, L & A and Point Roberts. The Canvassing Board opened the L & A transfer case, verified that the seal number agreed to the log maintained inside of the transfer case, signed the log and retrieved the three Unofficial Absentee, Poll and Combined Summary reports dated 5-4-98. The Auditor's staff created three Summary Reports (Absentee, Poll and Combined.) The Canvassing Board reviewed the Absentee, Poll and Combined reports and compared the vote and registration totals to the totals on the Summary reports created on 5-4-98. All of the figures agreed and the Board wrote the date and time, and initialed the top of each of the reports ran today. The Canvassing Board opened transfer case # 6 and Point Roberts, verified the seal numbers to the logs, and signed the log. The ballots were removed from transfer case # 6 and processed through the card reader. The Special and Absentee ballots accepted by the Canvassing Board were also processed through the card reader. After each batch of ballots had been processed and was removed from the card reader, a purple marker was used to mark the top of the stack of cards to note that they had been counted. The stacks of processed cards were all placed into transfer case # 6. The Auditor's staff zeroed out Point Roberts votes in the election system which had been entered on the night of the election via the phone in process. They obtained Summary reports, verified that the totals were zero and initialed the report. The ballots from the Point Robert's transfer case were processed through the card reader. The Auditor's staff created Summary reports and the Canvassing Board reviewed the Point Roberts precinct. The reports were signed by the Board. The Auditor's staff created three Summary Reports (Absentees, Poll and Combined.) The Canvassing Board determined that the vote totals were accurate based on the count information on the Summary reports created before the ballots were processed, count reconciliation documentation and Special and Absentee Ballot listings of "accepted" ballots. No exceptions were noted. The Canvassing Board members signed the most recently created Summary Reports. The Canvassing Board signed the official canvassing document at 2:50 p.m. The Auditor's staff removed the back up computer tape from the L & A transfer case and performed an election computer system backup of the process which was saved onto the disk. The name of the backup file is "S9804284." The Election system was shut down. The computer disk containing the backup file was placed in the L & A transfer case. The Canvassing Board completed seal logs and sealed all of the transfer cases that had been opened and used during the process. They verified the seal numbers and signed the seal logs. file\election\98-2-12 Page 2 Copies of the seal logs, election's computer system reports, Special and Absentee Ballot lists and Auditor's reconciliation reports were made. The original copies of the logs and reports were placed in the L & A transfer case and the case was sealed. The Auditor's staff brought in sealed transfer cases #3, 5, L & A, and Point Roberts. The Auditor's staff created three Summary Reports (Absentee, Poll and Combined.) Shirley and Pete reviewed the Absentee, Poll and Combined reports and compared the vote and registration totals to the totals on the final, unofficial Summary reports created on 4-28-98. All of the figures agreed and Shirley and Pete wrote the date and time, and initialed the top of each of the reports ran today. Shirley and Pete opened the L & A transfer case and verified the seal number to the log inside of the case. Shirley and Pete opened transfer case #5 and verified the seal number to the Canvassing Processing & Counting Board Log removed from the case. The Auditor's staff took the ballots out of transfer case #5 which were batched and separated by style. The ballots were processed through the ballot card reader. After each batch of ballots had been processed and removed from the card reader, a yellow marker was used to mark the top of the stack of,cards to note that they had been counted. The stacks of processed cards were placed into transfer cases as follows: Style: 503 Case #: 5 Style: 504 Case #: 5 The Auditor's staff created three Summary Reports (Absentees, Poll and Combined.) Shirley and Pete compared the vote totals, by style, to the Whatcom County Election Absentee Ballot spreadsheet and noted that the ballot style figures agreed. The Auditor's staff opened transfer case #3, verified the seal number to the Canvassing Processing & Counting Board log inside of the case, realized that the transfer case was not needed and a log sheet was completed and the case was sealed. The Auditor's staff removed the back up computer disk from the L & A transfer case and performed an Election computer system backup of the process which was saved onto the disk. The name of the backup file is "S9804283." The Election system was shut down. The computer disk containing the backup file was placed in the L & A transfer case. file\election\98-5-4Ab Shirley and Pete opened the Point Roberts transfer case, verified the seal number and located one Special Ballot. The Special Ballot was removed from the case and given to an Auditor's staff person at the end of the meeting. A log sheet was completed and the case was resealed. Shirley and Pete verified that the seal numbers to be used to seal transfer cases 45 and L& A were properly recorded and signed the log sheets. Copies of the logs and reports were made. The original copies were placed in the L & A transfer case and the cases were sealed with the seal number recorded on the log sheets. WHEREAS, the educational facilities of Blaine School District No. 503, Whatcom County, Washington, (the "District") are in need of modern technological equipment, including telecommunications systems, to meet the current and future educational needs of its students; and WHEREAS, the District recognizes the need to modernize its school facilities by the acquisition and installation of additional technology equipment and telecommunication systems; and WHEREAS, funds available to the District will be insufficient to enable the District to implement such projects; and WHEREAS, in order to pay the cost of these projects found necessary by the Board of Directors, it is deemed advisable that the District levy a tax upon all the taxable property within the District, such levy to be made commencing in 1998 for collection in the calendar years from 1999 through 2001, inclusive, as authorized by Article VII, Section 2 of the State Constitution and RCW 84.52.053; and WHEREAS, the question of whether or not such tax may be levied must be submitted to the qualified electors of the District for their ratification or rejection; and WHEREAS, the conditions hereinabove set forth create an emergency which requires the holding of a special election in the District; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF BLAINE SCHOOL DISTRICT NO. 503, WHATCOM COUNTY, WASHINGTON, as follows: Section 1. Findin . It is hereby found and declared that the welfare of the students and other residents of the District requires the District to carry out the plans hereinafter provided. Section 2. Authorization of Modernization Improvements. The District shall modernize its educational facilities through the acquisition and installation of technology and communication systems, including computers and communication equipment, and shall make other Capital Projects Fund expenditures as found necessary by the Board of Directors. Such improvements shall be complete with all necessary furniture, equipment and appurtenances. If available funds are sufficient, the District shall acquire, construct, equip and make other capital improvements to the facilities of the District, all as the Board of Directors finds necessary; provided that such funds may be used only to support the construction, modernization or remodeling of school facilities. If the District shall determine that it has become impracticable to accomplish any of such improvements or portions thereof by reason of changed conditions or needs, incompatible development, costs substantially in excess of those estimated, or acquisition by a superior governmental authority, the District shall not be required to accomplish such improvement and may apply levy proceeds as set forth in this section. If any or all of the improvements have been completed, or their completion duly provided for, or their completion found to be impractical, the District may apply the levy proceeds or any portion thereof to other portions of the improvements or to other capital purposes of the District, as the District in its discretion shall determine. Notwithstanding any of the provisions of this resolution, levy proceeds may only be used to support the construction, modernization or remodeling of school facilities. Section 3. Authorization of Levies. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition whether the District shall make the Capital Projects Fund levies for their ratification or rejection at a special election to be held on April 28, 1998. For the purpose of providing funds necessary for -2- J:UHRN 9406-00.2391BSR1 HT DOC the needs described in Section 2 above, the Whatcom County Auditor, as ex-officio supervisor of elections in Whatcom County, is hereby requested to find the existence of such an emergency and to call and conduct such special election to be held within the District on such day and to submit to the qualified electors of the District for their approval or rejection, a proposition providing for tax le-6es for the Capital Projects Fund for three years, commencing in 1998, producing dollar amounts at estimated tax rates per thousand dollars of assessed value to produce such amounts, in excess of the maximum amount tax levy permitted by law to be levied within the District without a vote of the electors, all as follows: A. A tax of approximately $.39 per one thousand dollars of assessed valuation to provide $600,000 said levy to be made in 1998 for collection in 1999; B. A tax of approximately $.39 per one thousand dollars of assessed valuation to provide $600,000 said levy to be made in 1999 for collection in 2000; and C.
