1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2. In the Ballot Guide, to the right of each measure or candidate,
is a number which is assigned to a position on your Ballot
Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the candidate or measure.
4. Write in candidates may be voted for by using the space
provided on the flap attached to your ballot card. You must list
both the Name and Office of the write-in candidate and the
Political Party in Partisan races. Do not punch out a position
number for any other candidate for that office.
5. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.

7. Put a first-class stamp on the envelope and mail it so it is

A resolution establishing the 1996 Tax Levy to accommodate the limits established
by the State Office of the Superintendent of Public Instruction.
WHEREAS, the Board of Directors of the Blaine School District allowed the
voters of the District to decide on the collection of an M & O tax for calendar year
1996, which was approved by them, and
WHEREAS, when this ballot issue was created, an estimate had to be made about
future levy lid calculations with the understanding that if it differs from the finally
determined lid, appropriate action would be taken, and,
WHEREAS, the final Levy Lid for M & O Levies to be collected in 1996 have
been published by the State Office of the Superintendent of Public Instruction, and for
the Blaine School District it is below the amount of the Levy approved by the voters
which necessitates a reduction of the Levy from that originally adopted, anq,
WHEREAS, thf Board of Directors of the Blaine School District only want to
collect the amount of the Levy as authorized by law, thus,
BE IT RESOLVED, that the Board of Directors of the Blaine School District
hereby rolls back the Levy for the M & O tax collective for 1996 collection by
THIRTEEN THOUSAND SEVEN HUNDRED AND TWENTY-SIX DOLLARS
($LI ZZ 6 N from TWO MILLION AND NINETY-NINE THOUSAND ONE
HUNDRED NO THIRTY-NINE DOLLARS ($2:099.139.00) to TWO MILLION AND
EIGHTY-FIVE THOUSAND FOUR HUNDRED AND THIRTEEN DOLLARS
($LV& 413.00).

A resolution of the Board of Directors of Blaine School District No. 503, Whatcom County, Washington, providing for the
submission to the qualified electors of the District at a special election to be held therein on February 6, 1996 of the
p�al,osition of whether or not there should be levied an excess tax of approximately $2,225,214.00 for the District's GENERAL
FUND to pay part of the general expenses of Maintenance and Operation of the District, such levy to be made in 1996 for
collection in 1997 and whether there should be levied a further excess tax of approximately $1.23 per $1,000.00 of assessed
valuation (based on 100% of true and fair value) to provide $2,230,000.00 for the District's GENERAL FUND to pay part of the
general expenses of Maintenance and Operation of the District, such levy to be made in 1997 for collection in 1998,
WHEREAS, the money in and to be paid into the GENERAL FUND of Blaine School District No. 503, Whatcom County, Washington
during the 1996-97, 1997-98 school years will be insufficient to enable that District to take care of all its necessary financial
obligations, and to properly meet the educational needs of students attending the District's schools, and;
WHEREAS in order to properly provide for said financial obligations and educational needs of the District for the next
two (2) successive school years, it is deemed necessary that a tax of approximately $1.23 per $1,000.00 of assessed valuation
(based on 100% of true and fair value) to provide $2,225,214.00 for the District's GENERAL FUND to be levied upon all of the
taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District
without a vote of the electors, such levy to be made in 1996 for collection in 1997 and that a tax of approximately $1.23 per
$1000.00 of assessed valuation (based on 10H of true and fair value) to provide $2,230,000.00 for the District's GENERAL FUND
be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be
levied for the District without a vote of the electors, such levy to be made in 1997 for collection in 1998, and;
WHEREAS , the Constitution and laws of the State of Washington require that the question of whether or not such excess
tax may be levied must be submitted to the qualified electors of the District for their ratification or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Blaine School district No. 503, Whatcom County, Washington,
as follows:
SECTION 1: It is hereby found and declared that the welfare of the students and other residents of the District requires
the District to carry out the plans hereinafter provided.
SECTION 2: In order to provide $2,225,214.00 for the GENERAL FUND of the District, a tax of approximately $1.23 per
$1,000.00 of assessed valuation (based on 100% of true and fair value) should be levied in 1996 for collection in 1997 upon all
the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the district
without a vote of the electors and that in order to provide $1.23 per $1,000.00 of assessed valuation (based on 100% of true
and fair value) for the -General Fund of the District, a tax of approximately $2,230,000.00 should be levied in 1997 for
collection in 1998, upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law
to be levied for the District without a vote of electors.
Upon approval by the voters of Proposition No, 01 and hereinafter set forth, the District may use the proceeds of such
levies during the 1996-97, and 1997-98 school years by incurring an indebtedness by the issuance of warrants against the GENERAL
FUND of the District, and may expend the proceeds of said levies to pay such part of the General expenses of Maintenance and
Operations of the District as may be authorized or allowed by law for the use of excess levy funds.
SECTION 3: It is hereby found and declared that an emergency exists requiring the submission to the qualified electors
of the district of the proposition of whether or not such excess taxes should be levied in 1997 and 1998 for their ratification
or rejection at a special election to be held on February 6, 1996.
The Whatcom County Auditor as ex officio supervisor of elections in Whatcom County is hereby requested to also find the
existence of such emergency and to call and conduct said special election to be held within the District on said date and to
submit to the qualified electors of the District the propositions hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and directed to certify said proposition in the following
form:
