SCHOOL OPERATION LEVIES
Shall the following excess taxes for maintenance and operation
purposes be levied for Blaine School District's General Fund
upon all taxable property within the District,
approximately $1.59 per $1,000.00 of assessed LEVY, YES 42 '31
value (based on 100% true and fair value) to
provide $1,825,240.00 for 1995 collection; and
approximately $1.83 per $1000.00 assessed
value (based on 100% true and fair value) to LEVY, NO 444

SPECIAL LEVY FOR PURCHASE OF
SCHOOL BUSES
Shall Blaine School District No. 503, Whatcom
County, Washington, collect in 1995 LEVY, YES 48
$500,000.00 in excess property taxes
(approximately $0.44 per $1,000.00 assessed
valuation) for the purpose of purchasing school
buses pursuant to Resolution No. 4-93/94? LEVY, NO 504

For completing additions and improvements to District facilities including
performing arts and gymnasium facilities at Blaine High School and
athletic fields and making other capital BONDS, YES 54

No. 503 issue $3,250,000 of general obligation
bonds maturing within a maximum term of 20
years, and shall annual property tax levies in
excess of regular tax levies be authorized to BONDS, NO 56
pay principal and interest on such bonds, all as

Committee have completed our canvass of votes as it pertains to the

WHATCOM COUNTY AUDITOR
A resolution of the Board of Directors of Blaine School District No. 503f� hit ounty,
Washington, providing for the submission to the qualified electors of the District at a S cia election
to be held therein on February 8, 1994 of the proposition of whether or not there should be levied
an excess tax of approximately $1.59 per $1,000 of assessed evaluation (based on 100% of true and
fair value) to provide $1,.8-25,240.00 for the District's GENERAL_FUND to pay part of the general
expenses of Maintenance and Operation of the District, such levy to be made in 1994 for collection
in 1995 and whether there should be levied a further excess tax of approximately $1.-83 per $1,000.00
of assessed valuation (based on 100% of true and fair value) to provide $2,099,139.00 for the
District's GENERAL FUND to pay part of the general expenses of Maintenance and Operation of
the District, such levy to be made in 1995 for collection in 1996.
WHEREAS, the money in and to be paid into the GENERAL FUND of Blaine School District
No. 503, Whatcom County, Washington during the 1994-95, 1995-96 school years will be insufficient
to enable that District to take care of all its necessary financial obligations, and to properly meet the
educational needs of students attending the District's schools, and;
WHEREAS, in order to properly provide for said financial obligations and educational needs
of the District for the next two (2) successive school years, it is deemed necessary that a tax of
approximately $15-2 per $1,000.00 of assessed valuation (based on 100% of true and fair value) to
provide $1825,240.00 for the District's GENERAL FUND to be levied upon all of the taxable
property within the District in excess of the maximum annual tax levy permitted by law to be levied
for the District without a vote of the electors, such levy to be made in 1994 for collection in 1995
and that a tax of approximately $1 per $1000.00 of assessed valuation (based on 100% of true
and fair value) to provide $2,099,139.00 for the District's GENERAL FUND be levied upon all of
the taxable property within the District in excess of the maximum annual tax levy permitted by law to
be levied for the District without a vote of the electors, such levy to be made in 1995 for collection
in 1996, and;
WHEREAS, the Constitution and laws of the State of Washington require that the question of
whether or not such excess tax may be levied must be submitted to the qualified electors of the District
for their ratification or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Blaine School District
No. 503, Whatcom County, Washington, as follows:
SECTION 1: It is hereby found and declared that the welfare of the students and other
residents of the District requires the District to carry out the plans hereinafter provided.
SECTION 2: In order to provide $1 8Z,240.00 for the GENERAL FUND of the District,
a tax of approximately $L .,�-Q per $1,000.00 of assessed valuation (based on 100% of true and fair
value) should be levied in 1994 for collection in 1995 upon all the taxable property within the District
in excess of the maximum annual tax levy permitted by law to be levied for the District without a
vote of the electors and that in order to provide $1.83 per $L.000. 00 of assessed valuation (based on
100% of true and fair value) for the General Fund of the District, a tax of approximately
$2,099,13.00 should be levied in 1995 for collection in 1996, upon all the taxable property within the
District in excess of the maximum annual tax levy permitted by law to be levied for the District
without a vote of electors.

Upon approval by the voters of Prapg2sition No. 01 and hereinafter set forth, the District may
use the proceeds of such levies during the 1994-95, and 1995-96 school years by incurring an
indebtedness by the issuance of warrants against the CzENERAL FUND of the District, and may
expend the proceeds of said levies to pay such part of the General expenses of Maintenance and
Operations of the District as may be authorized or allowed by law for the use of excess levy funds.
SECTION 3: It is hereby found and declared that an emergency exists requiring the submission
to the qualified electors of the District of the proposition of whether or not such excess taxes should
be levied in 1995 and 1996 for their ratification or rejection at a special election to be held thereon
February 1994.
The Whatcom County Auditor as ex of ficio supervisor of elections in Whatcom County is hereby
requested to also find the existence of such emergency and to call and conduct said special election
to be held within the District on said date and to submit to the qualified electors of the District the
propositions hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and directed to certify said
proposition in the following form:

"A RESOLUTION of the Board of Directors of Blaine School District No.
503, Whatcom County, Washington, providing for the submission to- the
qualified electors of the Blaine School District at an election to be held
therein on February 8, 1994 of the proposition of whether or not there
should be levied an excess tax of approximately $0.44 per $1,000.00 of
assessed valuation (based on 100% of true and fair value unless specifically
otherwise provided by law) to provide $500,000.00 for the District's
Transportation Vehicle Fund to allow the District to purchase in 1995 new
school buses, such levy to be made in 1994 for collection in 1995."
WHEREAS, the money in the Transportation Vehicle Fund of the Blaine School
District No. 503, Whatcom County, Washington, is insufficient to enable the district to
acquire the necessary school buses to properly meet the transportation needs of the
students attending the District's schools, and that the anticipated future funding from
the state will be insufficient to meet these needs, and;
WHEREAS, due to the age and condition of certain buses of the school fleet now
being operated by the district, it will be necessary for the district to purchase new buses
to meet the transportation needs of the district, and
THEREFORE, it is deemed necessary that a tax of approximately $0.44 per
$1,000.00 of assessed valuation (based on 100% of true and fair value unless specifically
otherwise provided by law) to provide $500,000.00 for the district's Transportation
Vehicle Fund be levied upon all of the taxable property within the district in excess of
the maximum annual tax levy permitted by law to be levied for the district without a
vote of the electors, such levy to be made in 1994 for collection in 1995, and;

UPON APPROVAL by the voters of Proposition No. 2 hereinafter set forth, the
district may use the proceeds of such levies during the 1994-95 and 1995-96 school years

Vehicle Fund of the district for the purpose of purchasing the school buses authorized
by this resolution.

election to be held within the district on February 8, 1994. The Whatcom County

also find that such an emergency exists and to call and conduct said election to be held
within the district on that date and to submit to the qualified electors of the district the
proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and directed to
certify said proposition to the Whatcom County Auditor in the following form:

The Secretary of the Board of Directors is hereby authorized and directed to deliver a

and/or required by law to the end that this proposition shall be submitted to the voters
in said school district No. 503.
The foregoing resolution was adopted at a regular meeting of the board of directors of
the Blaine School District on the 14th day of December. 1993 the undersigned directors
