FUND to pay part of the general expenses of Maintenance and Operation of the District, such levy to be made in 1994 for collection in 1995 and whether there should be levied a further excess tax of approximately $1.83 per $1,000.00 of assessed valuation (based on 100% of true and fair value) to provide $2,099,139.00 for the District's GENERAL FUND to pay part of the general expenses of Maintenance and Operation of the District, such levy to be made in 1995 for collection in 1996. WHEREAS, the money in and to be paid into the GENERAL FUND of Blaine School District No. 503, Whatcom County, Washington during the 1994-95, 1995-96 school years will be insufficient to enable that District to take care of all its necessary financial obligations, and to properly meet the educational needs of students attending the District's schools, and; WHEREAS, in order to properly provide for said financial obligations and educational needs of the District for the next two (2) successive school years, it is deemed necessary that a tax of approximately $1_,�2 per $1,000.00 of assessed valuation (based on 100% of true and fair value) to provide $1,825,240.00 for the District's GENERAL FUND to be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1994 for collection in 1995 and that a tax of approximately $1.83 per $1000.00 of assessed valuation (based on 100% of true and fair value) to provide $2,099,139.00 for the District's GENERAL FUND be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1995 for collection in 1996, and; WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess tax may be levied must be submitted to the qualified electors of the District for their ratification or rejection, NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Blaine School District No. 503, Whatcom County, Washington, as follows: SECTION 1: It is hereby found and declared that the welfare of the students and other residents of the District requires the District to carry out the plans hereinafter provided. SECTION 2: In order to provide $1,825,24� for the GENERAL FUND of the District, a tax of approximately $1.,�-9 per $1,000.00 of assessed valuation (based on 100% of true and fair value) should be levied in 1994 for collection in 1995 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors and that in order to provide $1.83 per $L 000.00 of assessed valuation (based on 100% of true and fair value) for the General Fund of the District, a tax of approximately $2,099.13.00 should be levied in 1995 for collection in 1996, upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of electors. Pake 2 Resolution #3-93/94 Upon approval by the voters of Aropositign No. 01 and hereinafter set forth, the District may use the proceeds of such levies during the 1994-95, and 1995-96 school years by incurring an indebtedness by the issuance of warrants against the CEMERAL FUND of the District, and may expend the proceeds of said levies to pay such part of the General expenses of Maintenance and Operations of the District as may be authorized or allowed by law for the use of excess levy funds. SECTION 3: It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition of whether or not such excess taxes should be levied in 1995 and 1996 for their ratification or rejection at a special election to be held thereon February 8, .1994. The Whatcom County Auditor as ex of ficio supervisor of elections in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the District on said date and to submit to the qualified electors of the District the propositions hereinafter set forth. WHEREAS, the money in the Transportation Vehicle Fund of the Blaine School District No. 503, Whatcom County, Washington, is insufficient to enable the district to acquire the necessary school buses to properly meet the transportation needs of the students attending the District's schools, and that the anticipated future funding from the state will be insufficient to meet these needs, and; WHEREAS, due to the age and condition of certain buses of the school fleet now being operated by the district, it will be necessary for the district to purchase new buses to meet the transportation needs of the district, and THEREFORE, it is deemed necessary that a tax of approximately $0.44 per $1,000.00 of assessed valuation (based on 100% of true and fair value unless specifically otherwise provided by law) to provide $500,000.00 for the district's Transportation Vehicle Fund be levied upon all of the taxable property within the district in excess of the maximum annual tax levy permitted by law to be levied for the district without a vote of the electors, such levy to be made in 1994 for collection in 1995, and; WHEREAS, the Constitution and Laws of the State of Washington require that the question of whether or not such excess tax may be levied must be submitted to the qualified electors of the district for their ratification or rejection; NOW THEREFORE, BE IT RESOLVED by the Board of Directors of the Blaine School District No. 503, Whatcom County, Washington, as follows: SECTION 1: It is hereby found and declared that the welfare of the children of the district require it to carry out the plans hereinafter provided. UPON APPROVAL by the voters of Proposition No. 2 hereinafter set forth, the district may use the proceeds of such levies during the 1994-95 and 1995-96 school years by incurring an indebtedness by the issuance of warrants against the Transportation Vehicle Fund of the district for the purpose of purchasing the school buses authorized by this resolution. SECTION 3: It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the district of the proposition of whether or not there should be levied such an excess tax for the purpose described herein at an election to be held within the district on February 8, 1994. The Whatcom County Auditor as ex o f f icio supervisor of election in Whatcom County is hereby requested to also find that such an emergency exists and to call and conduct said election to be held within the district on that date and to submit to the qualified electors of the district the proposition hereinafter set forth. The polls for such an election shall be open from 7:00 a.m. to 8:00 p.m. The Secretary of the Board of Directors is hereby authorized and directed to deliver a certified copy of this resolution to the Whatcom County Auditor and by which the Whatcom County Auditor is hereby requested to take all procedural steps necessary and/or required by law to the end that this proposition shall be submitted to the voters in said school district No. 503.
