The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the General Election held
November 8, 2016, within the boundaries of Bellingham School District 501, Whatcom County, State
of Washington.
The proposition concerned a levy to fund the acquisition of new and replacement school buses and
technology improvements for student safety on new and existing school buses.
Based on the criteria for passage which was supplied by the district, the measure passed.

PROCEDURE
Filing a Proposed Ballot Measure for Inclusion in
Election
(AUDITOR'S OFFICE — Elections)
This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and
representatives of the cities and districts submitting a proposed ballot measure.
Actions by Cities and District Representative:
1. Submits proposed ballot measure (considered ballot title) together with the ballot measure
cover sheet, an explanatory statement for the Local Voter Pamphlet prepared by legal
counsel, and the "For" and "Against" committee appointments to the Auditor's Office. Must
be submitted at least 60 days prior to the election date for a special election, no later than
the Friday immediately before the first day of regular candidate filing for the primary election,
or no later than the day of the primary for a general election.
Actions by Election Clerk:
2. If received by mail or courier (e.g., Fourth Corner Network), date stamps Ballot Measure
Cover Sheet and the first page of the resolution. Gives to Office Coordinator to complete
steps 4-6.
3. If received over the counter, date stamps Ballot Measure Cover Sheet and the first page of
the resolution.
4. Verifies that:
• the Ballot Measure Cover Sheet (FRM #AU270090F) is complete and all
documentation requested is attached,
• the date of the election is stated in the resolution
5. Prepares Ballot Measure Receipt. Notes any information from the Ballot Measure Cover
' sheet that is missing, if any (See FRM #AU470090A). Fills in the submittal deadline date
(resolution deadline date) if there is missing information. Makes a copy for file and gives
original to filer.
6. Provides local voter pamphlet information (Committee Statement Deadlines &
Requirements and the Committee Statement Form) to submitter.
7. Gives all materials to Office Coordinator.
Actions by Office Coordinator:
1- Creates ballot measure file folder and staples this procedure to front of folder to be used as
a checklist. Puts copy of validation requirements in file.

L5. Makes photocopy of Auditor's edited ballot title, explanatory statement, validation figures (if
applicable), and ballot measure cover sheet. Attaches to Prosecuting Attorney's transmittal
letter.
N If ballot title submitted by a city, no review by the Prosecuting Attorney is
ecessary. However, the explanatory statement shall be reviewed and approved by the
prasecuting attorney.
�26. Prepares transmittal letter to Assessor to review if there are taxing or funding implications,
allowing 5 business days for processing to obtain their review. (See FRM #AU470090C —
Assessor Ballot Title Letter - sends to Janice Judge)
(�'27. Makes photocopy of Auditor's edited resolution, validation figures (if applicable), and ballot
measure cover sheet. Attaches to Assessor's transmittal letter.
8. Obtains signature on transmittal letters and puts copies in folder.
9. Hand delivers packet to PA and Assessor.

31. Tickles date to follow-up with PA and Assessor.

Type Statement Below:
The state funding Bellingham Public Schools receives does not cover the full cost of a school bus
equipped for our use. Similar to the rest of K-12 education, the state has not consistently funded
school bus replacement during the last 20 years. Only partial funding is provided, and there is not
enough funding to cover growing transportation needs. Without this levy, Bellingham Public Schools
will have to use its general fund to purchase buses, which will take away from other very important
educational programming.
Bellingham Public Schools transports approximately 3,600 students daily, whether in the morning,
the afternoon, for field trips, or for after -school programs.
This school bus levy will (1) provide 36 replacement and new school buses; (2) improve student
safety with bus technology and newer, safer buses to replace an aging fleet; (3) provide school bus
service to meet growing transportation demands for students with special needs or who are
homeless; and (4) support more opportunities for students as defined in The Bellingham Promise,
including an improved high school schedule and Promise Buses for field trips and educational
programs. _

A RESOLUTION of the Board of Directors of Bellingham School
District No. 501, Whatcom County, Washington, providing for the
submission to the qualified electors of the district at a special
election to be held therein on November 8, 2016, of a proposition
to authorize the district to levy an additional tax for two years to
provide $2,200,000 in each year for the District's Transportation
Vehicle Fund for the purchase of school buses and installation of
technology improvements for student safety on new and existing
buses.
WHEREAS, Bellingham School District No. 501, Whatcom County, Washington, (the
"District") is in need of new and replacement buses as well as technology equipment for student
safety on new, replacement and existing buses to better serve its students; and
WHEREAS, funds available to the District will be insufficient to fund these school bus
program improvements; and
WHEREAS, in order to fund these school bus program improvements, it is deemed
advisable that the District levy a tax for two years upon all the taxable property within the
District, such levy to be made in 2016 and 2017 for collection in 2017 and 2018, respectively, as
authorized by the State Constitution and RCW 84.52.053; and
WHEREAS, the question of whether or not such tax may be levied must be submitted to
the qualified electors of the District for their ratification or rejection; and
WHEREAS, the conditions here and above set forth require the holding of a special
election in the District;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
BELLINGHAM SCHOOL DISTRICT NO. 501, WHATCOM COUNTY, WASHINGTON, as
follows:
Section 1. Finding. It is hereby found and declared that the welfare of. the students and
other residents of the District require the District to carry out the plans hereinafter provided.
Section 2. Authorization of School Bus Program Improvements. The District shall
acquire school buses and install technology improvements for student safety on new and existing
buses to better meet the needs of students.
Section 3. Authorization of Levy. It is hereby found and declared that best interests of
the District require the submission to the qualified electors of the District of the proposition
whether the District shall make the school bus levy for deposit in the District's Transportation
Vehicle Fund for their ratification or rejection at a special election to be held on November 8,
2016. For the purpose of providing funds necessary for the needs described in Section 2 above,
the Whatcom County Auditor, as ex officio supervisor of elections in Whatcom County, is hereby
requested to call and conduct such special election to be held within the District on such day and
to submit to the qualified electors of the District for their approval or rejection, a proposition
providing for a tax levy for the Transportation Vehicle Fund for the years 2016 and 2017 (2017
and 2018 collection, respectively), to provide $2,200,000 in each year. The estimated levy rates
depend upon the final dollar amount of assessed value of the property within the District. At this
time, based upon information provided by the County Assessor's office, the estimated levy rate
for the 2016 levy is $0.18 per thousand dollars of assessed valuation, and the estimated levy rate
for the 2017 levy is $0.17 per thousand dollars of assessed valuation.

EXPLANATORY STATEMENT - PROPOSITION NO. 1
Passage of Proposition No. 1 would allow the levy of $2,200,000 in property taxes each
year for two years within Bellingham School District No. 501 for collection in 2017 and 2018, to
enable the District to purchase new and replacement school buses and install technology
improvements for student safety on buses. If authorized by the voters, estimated levy rates per
$1,000 of assessed value would be $0.18 (2017 collection) and $0.17 (2018 collection). The
exact levy rate shall be adjusted based upon the actual assessed value of the property within the
District at the time of each levy.

BELLINGHAM — The school district here will add a levy to the November ballot to
fund a $4 million overhaul of its bus system.
The levy is the latest addition to an already crowded ballot for many Bellingham
School District voters. In addition to the presidential election and a slew of local
races, a countywide levy will ask voters to help fund Emergency Medical Services.
Another will ask Bellingham voters to pay $32 million over seven years for parks
and trails.
The school district's board made the decision to add the bus levy at a June 23
meeting, said Superintendent Greg Baker.
Baker and district spokeswoman Jacqueline Brawley answered some key questions
about the proposed levy.

How much will the levy cost taxpayers, and how much will it provide the
district?
The levy's rate will be 18 cents per $1,000 of assessed property value in 2017, and
will go up by a cent the next year. Homeowners whose houses are valued at
$300,000 would end up paying about $54 a year for the levy's first year.
It would give the schools $4.4 million, evenly split over two years. If the levy
passes, the district doesn't anticipate needing to ask for funding for its school buses
for "many years to come," Brawley said.

Voters in February 2016 approved replacement operations and technology levies
that will take effect in 2017. A facilities bond approved in 2013 is expected to be
in effect until 2038.
What's the reasoning behind the school bus levy? Does it have to do with
upcoming changes to schools' scheduling?
The new start and end times for elementary and high school students — which the
district announced in March — would require more buses to meet the daily demand
to get kids to school. The district's buses currently take about 3,600 students to
school in the morning, and about the same number home every afternoon. Those
numbers also include a rising demand in rides for homeless students and those with
special -education needs.
But the district's fleet is also aging. Out of its 69 school buses, about 30 have
logged more than 200,000 miles. The district would be able to replace 22 of its
oldest buses with new ones if the levy passes.
"Just like a car, at some point, it's costing more to maintain the vehicle with
repairs," Baker said, adding that the state will only cover a bus's maintenance for
the first 13 years of its life.
The new buses would come with newer technology allowing students to swipe a
card when they board and get off the bus, and with a GPS system that tracks where
each bus is in its route. The system would allow parents to call the district and find
out where their child's bus is, or which stop they got off at.
The newer buses also come with computer -controlled engines that optimize fuel
efficiency, so they're friendlier to the environment.
What changes would be needed if the levy doesn't pass?
The start and end times could still happen without newer buses, but the district
would have to cut back in other areas. That might mean fewer field trips, or
revoking service for students who live a certain distance from school.
Did the district consider outsourcing the buses to a private company?

The district already does that from time to time when they need more buses, and it
did come up in discussion, but the idea was quickly scrapped. An outsourced
transportation department would mean the district wouldn't be able to determine
the quality of service for riders, which was a major factor in rejecting the idea.
Why does this need to be decided in November, when the ballot is already
crowded for some voters?
Should the levy pass, the funding would be delayed by a year, meaning it would
reach the district about the same time as the schedule change.
"There's really no perfect time to do something like this," Baker said. "We felt in
order to get these buses as soon as we could, we wanted to get it on the ballot this
year.

4?41. Are you kidding Baker! No, no, no NO! Money for a new jail, money for emergency
services, money for more parks, everyone wants more money. The district just got done
getting more money and now want more? This is all conveniently being asked because of
horribly unnecessary elementary and high school start/finish times. Anyone who votes for
this must be riding the "economy high" going on right now and feeling rich. I'm tired of my
taxes going up and I can't imagine how bad they could get if all of these bonds and levies
were to pass. The great economic times will not continue, that is a historical fact. Even
worse, an upcoming presidential election which I predict will surly start weighing heavily
on the economy in January. More taxes for school district buses is a BAD idea. Baker
completely disregarded and didn't listen to the parents when it came to not wanting
elementary school times changed ... why should we do what he wants now? NO, NO, NO
