A pre -addressed Return Envelope to return your voted Ballot Punchcard, which should first be enclosed in the Ballot security envelope. After you have finished voting, place your Ballot Card in the Ballot Security Envelope. 5. Put_ a first-class stamp on the envelope_ and mail it so_ it is postmarked no later than the day of the election. One is a renewal of the main- tenance and operations levy; and the other, a $16.95 million school con- struction general obligation bond. ■ The $16.95 million bond pro- posaI would fund a proposed new 650-student capacity middle school on a district -owned 33-acre tract of land adjacent to Eagle Ridge Elemen- tary School. The new school would be in addition to Vista Middle School. The bond would also provide fund- ing to acquire land for a future el- ementary school and additional class- rooms at several schools at a cost to taxpayers of 44 cents per $1,000 of valuation. . The levy amounts will be $1.2 million in 1999 and $1.25 mil- lion in the year 2000. The tax rates will be $3.18 and $3.15 per $1,000 of property value, compared to a $2.91 rate now. Superintendent Don Bauthues said the levy increase helps Meridian keep pace with inflation and a growing student popu- lation. The construction of a 100-unit apartment complex in Cordata, for instance, is bringing new students into the (Please see Meridian, page 2) Blaine: two levies to consider by William Hawk Record -Journal reporter On Feb. 3, Blaine voters will be asked to approve two school levies, Proposition.1 and Proposition 2. ■ Prop. 1, a maintenance and operations levy, will allow the Blaine School District to continue maintaining day-to-day opera- tions of elementary, middle and high schools at current levels within the district. ■ Prop. 2, a technology levy unofficially known as Project L.IF T. (Learning Improvements From Technology), will provide for additional classroom computers, support staff and upgraded computer labs. Special poll instructions for the February 3, 1998 Levy Elections Dear Poll Inspectors and Judges, You will note when you open your poll supply box that if you normally have (3) precincts and (3) different colored ballots that for this election you have just (1) ballot color. Your poll is being treated as a single precinct. This is done to save the school districts money and since it has no effect on the count it makes it easier for you and us. If you have any questions on this please call before you issue any ballots on Tuesday. IMPORTANT NOTICE: As we did in November we separated the absentee voters from the poll voters when generating the rosters however the new version of the program failed to do this properly. Your rosters DO INCLUDE the absentee recipients. Worse the program failed to print "ABSENTEE" on the signature line. We have created a listing of absentee voters for you on legal size sheets with a cover entitled "Absentee Roster". Please, as your first duty in the morning, one of you enter the letters (AV) (see sample) on the signature line of each person listed on the absentee roster in your poll roster. This will make it possible for you to keep absentee voters from voting twice. After you have. done this if a person comes in and wants to vote and you see the ( AV ) and you know they were issued an absentee, have them vote a "Special Ballot". Absentee voters must vote a special ballot since it is the only way to insure that they DO NOT VOTE TWICE. Even if they say that they lost it or threw it away they must vote a special ballot. Other issues: You will also note that there is no mention of write-ins. Since there are no candidates on the ballot it saved additional money to leave this option off of the ballot as well as instructions for write-ins. We will continue this practice in elections with no candidates as a cost saving measure. The flap still needs to be removed from the voted portion of the ballot at the end of the night. In November's election some poll workers put the removed ballot upper flaps in the "new" ballot stub envelope. They shouldn't be put in that envelope. Only the upper 1 inch stub and any pad of ballots where only a part of the ballots have been used belong in this envelope. All other "upper" flaps that have been removed and demonstration ballots should be rubber banded and placed in the supply box for return to the warehouse. Please place the "stub" envelope in the supply box too for return to the warehouse. It should not be brought to the courthouse election night. WHEREAS, the money in and to be paid into the General Fund of Bellingham School District No. 501, Whatcom County, Washington (the "District"), during the 1998- 1999, 1999-2000, and 2000-2001 school years will be insufficient to enable the District to pay for necessary maintenance and operation and to properly meet the educational needs of the students attending District schools, and WHEREAS, in order to properly provide for such maintenance and operation and such educational needs, the Board of Directors of Bellingham School District No. 501, Whatcom County, Washington (the `Board of Directors"), deems it necessary to levy the following taxes for the District's General Fund upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied within the District without a vote of the electors: A. A tax of approximately $2.55 per thousand dollars of assessed valuation to provide $12,500,000, said levy to be made in 1998 for collection in 1999; and B. A tax of approximately $2.59 per thousand dollars of assessed valuation to provide $13,100,000, said levy to be made in 1999 for collection in 2000; and WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess taxes may be levied must be submitted to the qualified electors of the District for their ratification or rejection; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors as follows: Section 1. The following taxes for the District's General Fund should be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied within the District without a vote of the electors: A. A tax of approximately $2.55 per thousand dollars of assessed valuation to provide $12,500,000, said levy to be made in 1998 for collection in 1999; and B. A tax of approximately $2.59 per thousand dollars of assessed valuation to provide $13,100,000, said levy to be made in 1999 for collection in 2000; and Upon approval by the voters of Proposition No. 1 set forth below, the District may use the proceeds of said levies during the 1998-1999, 1999-2000 and 2000-2001 school years by incurring an indebtedness by the issuance of short term obligations against the General Fund of the District, as authorized by RCW 39.50, and may expend the proceeds of said levies to pay such part of the general expenses of maintenance and operation of the District during such school years as may be authorized or allowed by law for the use of excess levy funds. Section 2. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition of whether or not the District shall levy such excess tax for their ratification or rejection at a special election to be held therein on February 3, 1998. The Whatcom County Auditor, as supervisor of elections in Whatcom County, Washington, is hereby requested to find the existence of such emergency and to call and conduct said special election to be held within the District on said date and to submit to the qualified electors of the District the proposition hereinafter set forth. The Secretary of the Board of Directors is hereby authorized and directed to certify said proposition in the following form: PROPOSITION NO. 1 BELLINGHAM SCHOOLS EDUCATIONAL MAINTENANCE AND OPERATION LEVY To provide educational and support services for students of Bellingham School District #501, shall the District levy taxes, in excess of regular tax levies and in place of an expiring levy, upon all taxable property within the District, for support of District educational maintenance and operation expenses, at the approximate rates per $1,000 of assessed value of $2.55 to provide $12,500,000 in 1999 and $2.59 to provide $13,100,000 in 2000, as specified in District Resolution #10-97?
