A RESOLUTION of the Board of Directors of Bellingham School
District No. 501, Whatcom County, Washington, providing for the
submission to the qualified electors of the District at a special
election to be held therein on February 6, 1996, of the proposition

for collection in 1997 and whether an excess tax of $10,200,000

RESOLUTION NO. 12-95
A RESOLUTION of the Board of Directors of Bellingham School
District No. 501, Whatcom County, Washington, providing for the
submission to the qualified electors of the District at a special
election to be held therein on February 6, 1996, of the proposition
of whether an excess tax of $11,400,000 should be levied in 1996
for collection in 1997 and whether an excess tax of $10,200,000
should be levied in 1997 for collection in 1998, said excess taxes
being for the District's General Fund to pay part of the general
expenses of maintenance and operation support of the District.
WHEREAS, the money in and to be paid into the General Fund of Bellingham School
District No. 501, Whatcom County, Washington (the "District"), during the 1996-1997, 1997-
1998 and 1998-1999 school years will be insufficient to enable the District to pay for necessary
maintenance and operation and to properly meet the educational needs of the students attending
District schools; and
WHEREAS, in order to properly provide for such maintenance and operation and such
educational needs, the Board of Directors of Bellingham School District No. 501, Whatcom
County, Washington (the "Board of Directors"), deems it necessary to levy the following taxes for
the District's General Fund upon all of the taxable property within the District in excess of .the
maximum annual tax levy permitted by law to be levied within the District without a vote of the
electors:
A. A tax of approximately $2.59 per thousand dollars of
assessed valuation to provide $11,400,000, said levy to be made in
1996 for collection in 1997; and
B. A tax of approximately $2.25 per thousand dollars of
assessed valuation to provide $10,200,000, said levy to be made in
1997 for collection in 1998; and
WHEREAS, the Constitution and laws of the State of Washington require that the
question of whether or not such excess taxes may be levied must be submitted to the qualified
electors of the District for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors as follows:
Section '1. The following taxes for the District's General Fund should be levied upon all of
the taxable property within the District in excess of the maximum annual tax levy permitted by law
to be levied within the District without a vote of the electors:
A. A tax of approximately $2.59 per thousand dollars of
assessed valuation to provide $11,400,000, said levy to be made in
1996 for collection in 1997; and
B. A tax of approximately $2.25 per thousand dollars of
assessed valuation to provide $10,200,000, said levy to be made in
1997 for collection in 1998; and
Upon approval by the voters of Proposition No. 1 set forth below, the District may use the
proceeds of said levies during the 1996-1997, 1997-1998 and 1998-1999 school years by
incurring an indebtedness by the issuance of short term obligations against the General Fund of
the District, as authorized by RCW 39.50, and may expend the proceeds of said levies to pay such
part of the general expenses of maintenance and operation of the District during such school years
as may be authorized or allowed by law for the use of excess levy funds.
Section 2. It is hereby found and declared that an emergency exists requiring the
submission to the qualified electors of the District of the proposition of whether or not the District
shall levy such excess tax for their ratification or rejection at a special election to be held therein
on February 6, 1996.
The Whatcom County Auditor, as supervisor of elections in Whatcom County,
Washington, is hereby requested to find the existence of such emergency and to call and conduct
said special election to be held within the District on said date and to submit to the qualified
electors of the District the proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and directed to certify said
proposition in the following form:

MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the

3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to

Special Poll Berard Instructions
It is very important that these polls with more than one (1)
school district check the 5th column from the left in the poll
book for every voter headed by :
PARTY
BALLOT STYLE
This column will have a single digit number such as 1,2,
3,4,5,6, or 7. If the number is a (3) for example; it means
that the voter is in school district number 503. A (2) would
mean school district number 502, and so on.
At the bottom of each ballot is a number ranging from
0501 to 0507. If the poll book number is (2) then you
must give the voter a ballot with 0502 at the bottom. If the
number is (5) in the poll book you must give the voter a
ballot with the number 0505 at the bottom.
The poll sites with more than one ballot due to split school
districts are:
Bellingham Bible Church
East Bakerview Fire Hall
Haynie Fire Hall
New Life Fellowship Hall
Nooksack Valley High School
Everson Fire Hall
If the wrong ballot is handed out voters will not get to vote
on the proper ballot question and you may run out of
ballots for one or more districts.
All other poll sites have only one (1) school district and
only one style of ballot.
POLL BOARD INSTRUCTIONS
You will notice that for this election, with the exception of a
few poll sites, that you only have one (1) style of ballot. It
does not matter what precinct a voter is in he or she will get
the next ballot in order as we are counting these school
district elections by polling place rather than by precinct.
Those polls with split school districts will get an additional
page of instructions.
All the ballots can be put together in the transfer case for
return to the courthouse. You do not have to keep them
separate by precinct unless you are one of the six (6) polls
with splits in which case divide them by school district
(color).
Because we expect no crowds at the courthouse election
night we are not setting aside any special parking. There
should be plenty.
As usual we will staff the office from approximately 6:15
am till after the final count at approximately 10:00 pm.
Please be careful driving if the weather is still bad.
Remember to have one judge and the inspector from
opposite political parties transport the ballots to the
courthouse.
Since all of the inspectors that I've talked to like the poll
books printed wrong like I did in the General, I did it again.
Have the voter sign at the far left in the box with their
printed name.

County, Washington, has jurisdiction of and is required by law to conduct all special elections for
school districts within the County; and
WHEREAS, Bellingham School District No. 501, Whatcom County, Washington, lies
entirely within the boundaries of Whatcom County; and
WHEREAS, the Board of Directors of said district by resolution adopted on November 30,
1995, a certified copy of which has been delivered to the undersigned, has found that an emergency
exists requiring the holding of a special election on February 6, 1996; and
WHEREAS, said district by said resolution has authorized and directed the undersigned to
assume jurisdiction of and conduct said special election within Whatcom County;
NOW, THEREFORE, it is hereby authorized and ordered as follows:
The undersigned concurs in the finding of an emergency and does hereby assume jurisdiction
within Whatcom County of the above -mentioned special election of Bellingham School District No.
501, Whatcom County, Washington, authorized and ordered by resolution of its Board of Directors
adopted on November 30, 1995, and will conduct said special election to be held February 6, 1995.
