WHEREAS, the money in and to be paid into the General Fund of Bellingham School District No. 501, Whatcom County, Washington, during the 1992-93, 1993-94 1994-95, school years will be insufficient to enable the District to take care of all its necessary financial obligations and to properly meet the educational needs of students attending the District's schools; and WHEREAS, in order to properly provide for said financial obligations and educational needs of the District for the next two successive school years, it is deemed necessary that a tax of approximately $3.50 per thousand dollars of assessed valuation to provide $8,600,000 for the District's General Fund be lev- ied upon all of the taxable property within the District in excess of the maxi- mum annual tax levy permitted by law to be levied for the District without a vote of electors, such levy to be made in 1992 for collection in 1993 and a tax of approximately $3.67 per thousand dollars for assessed valuation to provide $9,300,000 for the District's general fund be levied upon all the taxable prop- erty within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1993 for collection in 1994; and WHEREAS, The Constitution and laws of the State of Washington require that the question of whether or not such excess tax may be levied must be submitted to the qualified electors of the District for their ratification or rejection. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Bellingham School District No. 501, Whatcom County, Washington, as follows: Resolution No. 14-91 Page 2 Section 1. It is hereby found and declared that the welfare of the stu- dents and other residents of the District requires the District to carry out the plans hereinafter provided. Section 2. In order to provide $8,600,000 for the General Fund of the District, a tax of approximately $3.50 per thousand dollars of assessed valua- tion should be levied in 1992 for collection in 1993 upon all the taxable prop- erty within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors and that in order to provide $9,300,000 for the General Fund of the District, a tax of approximately, $3.67 per thousand levied in 1993 for collection in 1994 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law t❑ be levied for the District without a vote of the electors. Upon approval by the voters of Proposition No. 1, hereinafter set forth, the District may use the proceeds of such levies during the 1992-93, 1993-94 1994-95 school years by incurring an indebtedness by the issuance of war- rants on other short term obligations against the General Fund of the District, and may expend the proceeds of said levies to pay such part of the general expenses of maintenance and operations of the District as may be authorized or allowed by law for the use of excess levy funds. Section 3. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the propositions of whether or not such excess taxes should be levied in 1992 and 1993 for their ratification or rejection at a special election to be held therein on February 4, 1990. The Whatcom County Auditor as ex-officio supervisor of elections in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the District on said date and to submit to the qualified electors of the District the proposi- tions hereinafter set forth. The Secretary to the Board of Directors is hereby authorized and directed to certify said proposition in the following form: Proposition #1 SCHOOL OPERATION LEVIES Shall the following taxes for maintenance and operation purposes providing educational programs for district students be levied for the Bellingham School District No. 501 General Fund, in excess of all regular property tax levies upon all taxable property within the District: approximately $3.50 per $1,000.00 assessed value to provide $8,600,000 for 1993 collection; and approximately $3.67 per $1,000.00 assessed value to provide $9,300,000 for 1994 collection, all as specified in District Resolution Number 14-91.
