RE: Election of ESD Board Members
The 1977 Legislature enacted Chapter 283, Iaws of 1977 which amends
RCW 28A.21.030 and establishes a new election procedure for ESD board
members. This amendment becomes effective September 20, 1977.
The State Board of Education, at their regular meeting,July 7-8, 1977,
directed the staff to prepare rules to govern the election procedure for
ESD board members for adoption by the State Board at the August 25-26, 1977
meeting in Yakima. The Board further directed the Secretary to the State
Board to call an election for_August 1977 for ESD board members whose
terms are due to expire and for those ESDs which have been reorganized.
The election calendar will be as follows:
Not later than August 25 Secretary to the State Board shall
— a election.
September 1 to September 16 --= Candidates file declarations with
Secretary to the State Board of Education. Not accepted if
postmarked after September 16. Secretary to the State Board
will prepare forms.
Not later than October 1 -- Secretary to the State Board shall
i—nil to each elector a ballot and biographical data.
October 16 -- Vote by mail addressed to Secretary of the State
Board of Education. Not accepted if postmarked after October 16.
Not later than October 25 -- Secretary to the State Board of
Education and e ect1an board of three appointed by the State
Board of Education shall count and tally votes. -
Not later than November 1 -- Secretary to the State Board shall
call special election if no candidate receives majority of votes.

November 16 -- Vote by mail addressed to Secretary to the State
Board of Education. Not accepted if postmarked after November 16.
Not later than November 25 -- Secretary to the State Board of
Education and e ection board of three appointed by the State
Board shall count and tally votes.
Ten days after count -- When member is elected, Secretary to the
State Board shall certify to the County Auditor of the head-
quarters county of the Educational Service District.
Under the provisions of the law --
(1) A candidate must reside within the ESD board district bomxlary
for the position for which he/she is a candidate.
(2) Each local school district board meaner may vole on each ESD
board position on the election ballot.
(3) There is no weighted formula as contained within the lava for
the election of State -Board of Education umbers.
(4) The term of office for newly elected ESD board members shall
begin on the second.Monday in January next following the election.
(5) ESD board members elected to their office prior to the effective
date of this act and not residing in a reorganized ESD shall
complete their term of office. Expiration date of such board,
members shall be the second. Monday of January next following
the election of their successors.

The election procedure makes it imperative that there exist in the confines
of SPI a correct and up-to-date mailing list of local school board members.
In order not to duplicate the list used for State -Board of Education
election mailings, would you please see that the current and up-to-date
tames and addresses of your local school board members has been mailed to
Vickie Lutes, Legal Secretary,- Old Capitol Building, Olympia, WA 98504.

Dear Mrs. Hansen:
This is to advise you that the consolidated board of Educational
Service Districts 108 and 109, now Educational Service District 189,
has designated Snohomish County as the interim headquarters county
for the consolidated district. Thus the duties Whatcom county
had under law as the "headquarters" county in operating elections
has shifted to Snohomish County.

Elections set for ESD-boards
The 1977 Legislature enacted Chapter
283, Laws of 1977 which amends RCW
28A.21.030 and establishes .a new
election procedure for ESD board
members. This amendment becomes
