ESTABLISHING A PROJECT -BASED BUDGET FOR STRAWBERRY
POINT/LAKE WHATCOM BLVD STORMWATER IMPROVEMENTS
PROJECT FUND; #SWLW25-03
WHEREAS, the Strawberry Point/Lake Whatcom Blvd Stormwater
Improvements project is listed as item number three on the 2026-2031 Six -
Year Water Resources Improvement Program for the Lake Whatcom
watershed, and
WHEREAS, this project will install water quality treatment facilities to
remove sediment and phosphorus from the stormwater runoff entering Lake
Whatcom; and
WHEREAS, local funding for this initial request will come from the
Lake Whatcom Stormwater Utility fund ($335,000.00); and
WHEREAS, this request includes costs associated with contracted
professional engineering and permitting services, permit fees, county survey,
and county staff time for project management, and easement and right of
way acquisition; and
WHEREAS, additional funds will be needed to cover the project
construction costs and construction oversight, which will require an additional
request for funds in 2027; and
WHEREAS, Section 6.80 of the Whatcom County Home Rule Charter
allows for project -based capital budget appropriation ordinances that lapse
when the project has been completed or abandoned or when no expenditure
or encumbrance has been made for three (3) years.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County
Council that a new fund is hereby established, effective immediately, titled
Strawberry Point/Lake Whatcom Blvd Stormwater Improvements Project
Fund. This fund shall be used to account for the revenues and expenditures
of the improvement project described above; and

BE IT FURTHER ORDAINED by the Whatcom County Council that the
Strawberry Point/Lake Whatcom Blvd Stormwater Improvements Project
Fund is approved with an initial project budget of $335,000.00 as described
in Exhibit A.
