ORDINANCE NO. 2026-005
ORDINANCE AMENDING THE PROJECT BUDGET FOR THE HOVANDER PARK BUILDING
IMPROVEMENTS PROJECT, REQUEST NO. 4
WHEREAS, this fund was established by Ordinance No. 2016-055 to demolish two
deteriorated buildings that posed safety hazards and to construct a new Parks shop building;
and
WHEREAS, the project has progressed through the design phase and permitting is
pending; however, the project has not advanced to the construction phase; and
WHEREAS, the administration has identified a significant need to provide working
office space to replace the Northwest Annex building complex; and
WHEREAS, a suitable property at 333 32"d Street, Bellingham, Washington has been
found that is available for purchase that will satisfy the needs of the County; and
WHEREAS, funding is needed to accommodate the purchase of this property; and
WHEREAS, the administration has made the decision that the Hovander Park Building
project be put on hold to make funding available for the building acquisition; and
WHEREAS, $1.2 million is available in the Hovander Park Building project fund to seed
the newly established project fund, the 32"d Street Property Acquisition Fund, used to account
for the revenues and expenditures related to purchasing the 333 32"d Street property; and
WHEREAS, the remaining cash in the project fund will be used to progress the project
through the permitting phase until such a time that funding is available for the construction
phase.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
Ordinance 2016-055 is hereby amended by reassigning $1,200,000 of expenditure authority,
as described in Exhibit A, for a total project budget of $1,696,378.
