NOTICE IS HEREBY GIVEN that on Tuesday, November 7, 1989 a
special election will be held in the Sumas River Flood Control
Zone District for the submission to the qualified electors of said
district of the following proposition:
SUMAS RIVER FLOOD CONTROL ZONE DISTRICT LEVY
Shall the Sumas River Flood Control Zone District ·
impose a one-time, one year excess property tax levy in
1990, for matching funds under the Flood Control Assist
ance Program to begin cleaning up and prevent further
sedimentation of the Sumas River, in the amount of
$50,000 for an approximate levy rate of $.57 per $1,000
assessed value (based on 100% of true and fair value) as
specified in Resolution# 89-78?

A PROPOSAL TO AUTHORIZE A ONE YEAR EXCESS LEVY IN
MATCHING FUNDS TO CONDUCT FLOOD CONTROL WORK ON THE

WHEREAS, a 225 acre silt slide on Sumas Mountain is depositing
sediment in the Sumas River and its tributaries, causing flooding
that shortens the farming season; and

WHEREAS, the Citizen's Advisory Committee for the Sumas River Flood
Control Zone District has requested the Council to place an excess
levy on the ballot to provide matching funds for the flood control
project; and

WHEREAS,

levy limits when approved by the electors; and

WHEREAS, the County Council acting in its capacity as the governing
body of the flood control zone must pass a resolution to get the
excess levy on the ballot;

present to the Auditor's Office a proposition to be placed on the
ballot for the election to be held on the 7th of November, 1989 and
