Locate and study the Absentee Voter Guide. Select your response to each measure ("Yes" or "No") and select each candidate for whom you wish to vote. Locate the number to the right of each sele.ction on the Absentee Voter Guide. 2. Locate the same number on the Official Ballot Card. 3. Using metal punching tool, PUNCH OUT THE DOT (•) ABOVE THE NUMBER OF YOUR SELECTION on the Official Ballot card (see illustration). Repeat steps #1 through #3 until you have completed making all of your selections. 4. If you damage the Official Ballot card, then using a pen, circle the number to the right of each selection on the Absentee Voter Guide, and return as described below In #6. 5. If you wish to write in a candidate, you may do so by using the space provided on the SECURITY FLAP attached to your Official Ballot card. To vote for a person NOT listed in the Absentee Voter Guide, write in the title of the office and the candidate's name and political party designation. Political party designations are not required for non-partisan offices. 6. After you have finished voting, place the official Ballot card into the pink Security Envelope and SEAL Next place the pink Security Envelope into the manila Mailing Envelope and SEAL. 7. Sign and date the Affidavit of Absentee Voter (on the back of the manila Mailing Envelope). 8. Mail your ballot so that It will be POSTMARKED by the day of the election. A board meeting of the Whatcom County Challenged ballot Canvassing Authority was called on April 14, 1989, in the office of the County Auditor. Shirley Forslof, Whatcom County Auditor, Tom Burton, County Legislative Authority and Robert A. Carmichael, County Deputy Prosecuting Attorney were present. The absentee ballots to be shown before the canvassing board were number one through nine for identification. By unanimous decision of the board, it was decided that ballots numbered one through five and ballots numbered eight and nine were deemed valid and counted. Ballots numbered six and seven were deemed in-valid and not counted. Ballot six was signed by Power of Attorney and ballot seven was not signed. '615 AN ORDINANCE of the City of Lynden, Washington, providing for the submission to the qualified electors of the City at a special election to be held therein on April 4, 1989, of a proposition authorizing the city to issue its general obligation bonds in the aggregate principal amount of not to exceed $1,500,000, for the purpose of providing funds to acquire land and equip a new city administration building. WHEREAS, the best interests and welfare of the inhabitants of the City of Lynden, Washington (the "City") requires the city to acquire land and construct and equip a new city administration building; and WHEREAS, in order to provide financing for the acquisition of such facilities, it is deemed necessary and advisable that the City issue and sell its unlimited tax levy general obligation bonds in the principal amount not to exceed $1,500,000; and WHEREAS, the constitution and laws of the STate of Washington provide that the question of whether or not the City may issue such bonds be submitted to the qualified electors of the City for their ratification or rejection; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNDEN, WASHINGTON, DOES ORDAIN, as follows: Section 1. Findings. The City Council hereby finds that the best interests and welfare of the inhabitants of the city require the City to undertake the Project hereinafter described at the time or times and in the order and in the manner deemed most necessary and advisable by the City Council. Section 2. Authorization of Project and Bonds. The City shall acquire land and construct and equip thereon a new City Hall to be used for City administration purposes, including the Police Department (the "Project"). The cost of all necessary architectural, engineering and other consulting services, inspection and testing, administrative �nd relocation expenses, on- and off-site utilities and other costs incurred in connection with the Project shall be deemed a part of the costs of the Project. The Project shall be completed with all necessary furniture, equipment and appurtenances. For the purpose of providing part of the funds necessary to pay the costs of the Project, including all costs of financial, legal and other services lawfully incurred incident thereto, and to the issuance of bonds, the City shall issue and sell its general obligation bonds in the aggregate principal amount of not to exceed $1,250,000 (the "Bonds"). The Bonds shall be issued in an aggre­ gate principal amount not exceeding the amount approved by the qualified electors of the City. Both the principal of and interest on the Bonds, unless paid from other sources, shall be payable out of annual tax levies to be made on all the taxable property within the City without limitation or amount. None of the proceeds of said Bonds shall be used for the replacement of equipment or for other than a capital purpose. The expenditure of Bond proceeds shall be made in accordance with its budgets as duly approved from time to time. -2-CMWN.176 89/02/14 If the City Council shall determine that it has become imprac­ tical to accomplish the Project substantially, by reason of changed conditions or increased costs, the City Council may make such changes in the size, timing, scope or details of the Project as it shall deem reasonable or, if. for such reasons the City Council deems it in the best interests of the City, the city Council shall not be required to accomplish any portion of the Project and may apply unexpended Bond proceeds to the payment of principal of or interest on the Bonds. If available funds are sufficient, the City shall acquire, construct and equip other capital improvements, as determined necessary by t�e City Council or shall apply proceeds of the Bonds or to the payment of principal of or interest on the Bonds, as the City Council in its discretion shall determine. The Bonds to be issued shall be issued in such amounts and at such time or times as found necessary and advisable by the City Council. The Bonds may be issued in one or more series and shall bear interest payable at a rate or rates not to exceed a maximum rate authorized by the City Council. The Bonds shall mature in such amounts and at such times within a maximum term of 20 years from date of issue, but may mature at an earlier date or dates as authorized by the city council and as provided by law. The exact date, form, terms, options of redemption, maturities and conditions of sale of the Bonds shall be as hereafter fixed by ordinance or ordinances of the City Council passed for such purpose. After -3-CMWN.176 89/02/14 r voter approval of the bond proposition and in anticipation of the issuance of the Bonds, the City may issue short term obligations as authorized by Chapter 39.50 RCW. Section 3. Bond Election. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the City of a proposition authorizing the City to issue bonds for the purpose of undertaking the Project, at a special election to be held therein on the 4th day of April, 1989. The Whatcom County Auditor as ex officio supervisor of elections is hereby requested also to find the existence of such emergency and to assume jurisdiction of and to call and conduct said special election to be held within the City and to submit to the qualified electors of the City the proposition hereinafter set forth. The City Clerk is hereby authorized and directed to certify the following proposition to the Whatcom County Audi tor in the following form: PROPOSITION NO. 1 CITY HALL BONDS -$1,500,000 For the purpose of acquiring land and constructing and equipping a new City Hall, shall the City of Lynden issue up to $1,500,000 of general obligation bonds payable, both principal and interest, out of annual property tax levies in excess of constitutional or statutory tax limitations, maturing within a maximum term of 20 years, all as provided in Ordinance # r, JS of the City? In the event any one or more of the provisions of this ordinance shall for any reason be held to be invalid, such invalidity shall not affect or invalidate any other provision of this ordinance or the Bonds, but this ordinance and the Bonds shall be construed and enforced as if such invalid provision had not been contained herein; provided, that any provi­ sion which shall for any reason be held by reason of its extent to be invalid shall be deemed to be in effect to the extent permitted by law.
