Because the proposition was not published in accordance with the provisions of the City Charter, the proposition is void. Due to the lateness of this discovery, the City recognizes that there is insufficient time to remove the proposition from the ballot. Nevertheless, any votes which might be cast on the matter will not count and will have no binding effect. The measure would have al­ lowed c1iywide voting for all council members. Six-of seven council members Ere now elected,l:>yward vote o:'lly. Only an at-larg~ repres-en~tive is elected by citywide vote. The city Finance Office; wttjch senres as clerk to the Glty Council and arrang~s pub­ lication of its legal notices, dis­ --c.over:ed Tuesday that · city charter re-quirements for pro­ pos_ed amendments t:o the char­ ter had not been followed. AccordiIJg to the charter, p roposed amendme.nts m _ust be p ublish~d once a week for four successive weeks before the election in the city's official newspaper., 'the Bellingham ·Herald. In the absence of'ailing city F ina.nc·e Dlrector Don Hoffman, the provision was overlooked. The requiFe,ment was bro~ght to the attention of city offi~ials by John Benners_trom, who was active-in the 191!0 drive to change to waro representa­ tion. Council meml;>ers earlier this year decid'ed to put the issue to anoth~r vote after beihg pi;esented with 200 peti­ tiop signatures requesting ans other chance to yo,te on the issue. The measure will remain in the ballot. index
