AND, PURSUANT TO new 82. 14. 045, PROVIDTNG-·Fmz·--·TI-fE'.![ "UTY
SUBMISSION OF A BALLOT PROPOSITION TO THE QUALIFIED
VOTERS OF THE PUBLIC TRANSPO~fATION BENEFIT AREA,
FIXING AND IMPOSING A SAI~S AND USE TAX AT THE RATE
OF THREE-TENTHS OF ONE PERCENT OF THE SELLING PRICE
(IN THE CASE OF A SALES TAX) OR VALUE OF THE ARTICLE
USED (IN THE CASE OF A USE TAX) TO BE IMPOSED ON AND
AFTER JANUARY 1, 1984 UPON DISCONTINUATION OF THE
BELLINGHAM TRANSIT TAX
WHEREAS, the County o:f Whatcom, by its adoption of Resolution
No. 83-34, passed August 4, 1983 and the City of Bellingham, by
its adoption of Resolution No. 63-1983, passed August 1, 1983,
provided for the formation of the Whatcom County Publi6 Transpor-
tation Authority having boundaries as set forth in Resolution No.
2 of the Whatcom County Public Transportation Improvement
Conference, passed July 12, 1983, a copy of which is attached
hereto, as Exhibit A; and
WHEREAS, the duly appointed Governing Body of the Whatcom
Transportation Authority convened j_Ls first meeting on August 22,
1983 and determined that a sales and use tax not to exceed three-
tenths of one percent should be establ:ishecl as the Whatcom
Transportation Authority's prj_ncj pal source of local tax revenue,

tlle November 8, 1983 gene1·al election ballot, providing for the
imposition of a sales c:\,l1d use tax not to exceed three-tenths of
one percent within the legal1y e::; tablished boundaries of the
Authority.
BE IT FURTHER RESOLVED that the Governing Body hereby
requests that the Whatcom County Prosecuting Attorney prepare
a ballot title for submission to the Whatcom County Auditor on or
before September 23, 1983, tile title to read substantially as
follows:

of the Bellingham Transit tax of the same amount)?

BE IT FURTHER RESOLVED, that in the event such measure is
approved by the electorate, it is hereby declared to be the intent
of the Whatcom Transportation Authority that such tax take effect
upon repeal of the Bellingham 'l'ransit ta.x.
BE IT FINALLY RESOLVED, that copies of this resolution shall
be transmitted forthwith to the Whatcom County Auditor, Whatcom
County Prosecuting Attorney, Bellingham City Council, Whatcom
County Council, and Washington State Department of Revenue.

EFFECTIVE JANUARY l, 1984. .
HHEREAS, a ~Hutcom Public Transportation Benefit Area (hereinaft e r the
Whatcom Public Transportation Authority) was created in August of 7933 for the
purpose of providing public transportation services within the City of
8elling rnm and the remaining area v1ithin the jurisdicti o n of the Hha t c om
Public Transportation Authority; and
\1HEREAS, the City has been advised that the Governing Boa rd of the
\.lhatcom Public Transportation Authority 1vill adopt a resolution at its
September 7, l 983 me eting requesting the 1✓hatcom County Auditor to cause to be
pla~ed on the ballot for the November 8, 7983 general election a proposition,
pursuant to RC\1 82. 14_. 945, to impose a three tenths of one percent sales and
use tax 1-lithin the area of jurisdiction of the Authority, effective January l,
198 4; and
\,/HEREAS, it is the intent of the Bellingham City Council as well a s the
Governing Board of the Authority that there be no tax duplication and that,
upon the implementation of the Authority-initiated tax, the City tax be
repealed; NOW THEREFORE
IT IS ORDAINED BY THE CITY OF BELLINGHAM:
