Neither Whatcom County Council nor the County Executive have authority to levy additional tax for your water district. This must be done by your own Water District Commissioners. The present wording of the proposition would be acceptable by deleting the words "authorize the Whatcom County Council and/or Whatcom County Executive of Whatcom County, Washington", from the body of proposed proposition no. 1. Your prompt attention to this can avoid challenge to the proposition should a taxpayer question it. Very truly yours, WILLIAM A.
